Two or more different solutions is not sustainable, it will bring Europe into the second league,\u201d Dirk Hoke, the CEO of Airbus Defence and Space, told reporters at a pre-Farnborough air show briefing in London July 6.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hoke said Europe capabilities wouldn\u2019t survive a global competition if the market was further fragmented \u2013 a stark warning at time <a href=\"https:\/\/www.defensenews.com\/smr\/nato-priorities\/2018\/06\/25\/big-reveal-of-uk-modernization-plan-expected-in-brussels\/\" title=\"\" class=\"\" target=\"_blank\">both the UK<\/a> and a <a href=\"https:\/\/www.defensenews.com\/industry\/techwatch\/2018\/04\/25\/airbus-dassault-to-develop-new-european-fighter-jet\/\" title=\"\" class=\"\" target=\"_blank\">Franco-German project<\/a> appear set to pursue dueling designs. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Europe currently has three 4th generation fighter programs that continue to sell well in international markets; Dassault Aviation\u2019s Rafale, Eurofighter\u2019s Typhoon and the Saab Gripen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.defensenews.com\/air\/2017\/07\/14\/france-and-germany-agree-to-jointly-build-new-generation-fighter-jet\/\" title=\"\" class=\"\" target=\"_blank\">French and Germans<\/a> would like to eventually see that number whittled down to one 6th generation project, with them in the lead. Berlin and Paris have taken the first steps towards fielding a sixth generation fighter by around 2040. The two have made it clear that other nations can join up, but only a later date.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2018\/04\/06\/germany-france-to-move-ahead-on-sixth-generation-combat-aircraft\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"203\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-918466462.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Germany, France to move ahead on sixth-generation combat aircraft<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A Franco-German combat aircraft would replace Dassault Rafale and Eurofighter Typhoon.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">One executive, who asked not to be named, said that the early work split on that program has Dassault as lead on the platform, and Airbus the integrator.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Efforts to create a Franco\/German fighter program follow moves to strengthen defense co-operation between the two nations driven by French president Emmanuel Macron and German Chancellor Angela Merkel<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hoke said the cooperation agreement provides \u201ca window of opportunity not seen before to strengthen Euro cooperation and especially using the Franco\/German axis.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hoke said that cooperation discussions with the British, and in particular BAE Systems, could get underway once the terms for Britain\u2019s exit from the European Union had been agreed. But he emphasized that the British could only join at a later stage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Airbus CEO Tom Enders struck a similar note at the briefing regarding a possible position for the British on the future combat air program saying \u201cthe door is still open.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>The BAE View<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The challenge for countries outside the initial French\/German team up is figuring out exactly when and how other leading regional air combat systems suppliers, such as Sweden\u2019s Saab, Italy\u2019s Leonardo or the UK\u2019s BAE and Rolls-Royce, might be allowed to get onboard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And Chris Boardman, the group managing director BAE Systems Air, acknowledged that who works with who in any future fighter program is a political decision, not an industrial one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe know everybody [industrially] and can measure them, and they can measure us. It really is [down to] where the nations wish to collaborate,\u201d he said during a briefing with reporters at BAE\u2019s Walton fighter facility, where the company was showcasing its combat air and systems of systems capabilities ahead of Farnborough.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/royal-international-air-tattoo\/2018\/06\/25\/excluded-from-cooperative-plans-in-europe-uk-sets-groundwork-for-future-fighters\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"178\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-80456394.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Excluded from cooperative plans in Europe, UK sets groundwork for future fighters<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Left out in the cold by a joint Franco-German plan to develop a new fighter, British officials have been working for months on a combat air strategy to sustain Britain\u2019s capabilities beyond the Eurofighter Typhoon, and they are determined to figure out a way forward this summer.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Boardman also reckons NATO should be the glue that binds the program together, not the European Union<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy personnel view is not to put NATO to one side. What\u2019s the binding element in this, the European Union or NATO? It\u2019s a fundamental issue about NATO, therefore NATO members are most likely to move out first in terms of deciding what they want,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt doesn\u2019t preclude others, and importantly many other nations around the world have said they are going to have a new program. We don\u2019t ignore that otherwise, we would not be working in Turkey today,\u201d Boardman added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The BAE air operations boss though said experience suggested there might be a few twists and turns on the collaboration front before a program in Europe got nailed down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m less bothered about specific initiatives today. We have been through these environments before where everybody makes claims, commitments to work together, and then moves apart and some then come together for a future program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat\u2019s important to me is we get clarity on a British combat air strategy that gives us a platform to work from, \u201cBoardman told reporters during a briefing on the company\u2019s fighter programs and systems of systems work at its Warton facility in north west England.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The British Government is set to announce a combat air strategy mid-July, which could be the starting point for a British-led program &#8212; or least set out a development road map that helps ensure industry here gets a seat at the top table, if it comes to apportioning roles in a future European or international fighter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dave Armstrong, BAE Air\u2019s director for Europe and International, said that \u201cwe have our own intentions of where we want to go. We will have to navigate Brexit, we will have to navigate through what the French and Germans are doing, but we have a clear vision of where we want to be.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want to be at the center of a future combat air systems, we want to be part of a future fighter and want to provide sovereign capabilities for air forces.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The BAE executives said that the companies input into the Typhoon and fifth generation F-35 programs industrially, and in operational support such as mission planning expertise, gave them know how unrivalled anywhere else in Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Financial Times reported earlier this week that BAE and Saab had already had exploratory discussions about possible co-operation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">BAE is also already working with Turkey providing expertise on a new generation jet air superiority fighter known as the TF-X.
