William Galinis told industry representatives at a Navy League breakfast Wednesday that congressional investment in shipbuilding and the service life extension of aging vessels will allow the Navy to meet the target.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress has been \u201cvery generous to the Navy, and to shipbuilding in particular\u201d he said. Galinis noted $100 billion worth of shipbuilding work across different program offices, with 35 ships currently in construction or on contract.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/06\/18\/house-appropriators-add-lcs-jstars-funding-irking-white-house\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/lcs.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">House appropriators add LCS, JSTARS funding, irking White House<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The administration supports the $675 billion 2019 defense appropriations bill. But there are a couple of big exceptions.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Keeping <a href=\"https:\/\/www.defensenews.com\/naval\/2018\/06\/07\/the-us-navys-ships-are-getting-old-they-might-be-getting-a-lot-older\/\" target=\"_blank\">older vessels operational<\/a> through repairs and maintenance will be a key part of fleet expansion, Galinis noted. \u201cIt is a very solid strategy,\u201d he said, adding that upgrades can yield \u201cfive to 10 more years\u201d of service depending on the ship class.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Casting aside doubts on the feasibility of using ships whose service life have been extended, Galinis pointed to the DDG\u221253 launched in 1991 and the DDG\u2212113 launched in 2015. \u201cWe\u2019ve demonstrated the DDG\u221253 can almost have the same capabilities as DDG\u2212113 through repairs,&#8221; he said, \u201cand we\u2019ve done a pretty good job at that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Galinis also previewed upcoming major shipbuilding projects for the Navy, including the first <a href=\"https:\/\/www.defensenews.com\/naval\/2018\/03\/01\/coast-guard-set-to-release-new-heavy-icebreaker-rfp\/\" target=_blank>heavy polar icebreaker<\/a> in cooperation with the U.S. Coast Guard, expected to be awarded early next year, and the future large surface combatant design for a new era of <a href=\"https:\/\/www.defensenews.com\/gallery\/2018\/06\/12\/great-power-competition-at-top-of-mind-for-nato-naval-exercise\/\" target=_blank>great power competition<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur next big effort is the large surface combatant\u201d said Galinis.
