{"id":42898,"date":"2021-03-24T16:28:46","date_gmt":"2021-03-24T16:28:46","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2021\/03\/24\/pentagon-policy-nominee-colin-kahl-survives-senate-committee-vote\/"},"modified":"2026-08-07T23:36:09","modified_gmt":"2026-08-07T23:36:09","slug":"pentagon-policy-nominee-colin-kahl-survives-senate-committee-vote","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2021\/03\/24\/pentagon-policy-nominee-colin-kahl-survives-senate-committee-vote\/","title":{"rendered":"Pentagon policy nominee Colin Kahl survives Senate committee vote"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 The Senate Armed Services Committee voted 13-13<b> <\/b>on President Joe Biden\u2019s nominee for Pentagon policy chief, Colin Kahl, in a partisan, closed-door vote Wednesday that signaled Democratic leaders will have to mount<a href=\"https:\/\/www.defensenews.com\/congress\/2021\/03\/17\/colin-kahls-nomination-faces-hurdles-in-divided-senate\/\" target=_blank> a series of votes for him to be confirmed<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every Republican on the evenly divided panel voted against Kahl, a strong sign that he can\u2019t lose any Democratic votes in the evenly split Senate. West Virginia Sen. Joe Manchin, <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/03\/10\/manchin-undecided-on-kahl-as-nomination-in-limbo\/\" target=_blank>a holdout swing vote<\/a>, said he voted \u201cyes\u201d with fellow Democrats in favor of Kahl, a former national security adviser to then-Vice President Biden.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the SASC split evenly, Senate Majority Leader Chuck Schumer, D-N.Y., will have to hold a Senate vote to discharge Kahl\u2019s nomination to the floor. If Republicans obstruct, the nomination could face as many as three more floor votes, potentially with Vice President Kamala Harris as the tiebreaker.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Committee Chairman Jack Reed, D-R.I., said the nomination was awaiting action from Schumer and that the timing of future votes would depend on Schumer\u2019s plans and available floor time. Reed expressed confidence to reporters at the Capitol that the Democrat-led Senate will confirm Kahl, albeit narrowly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWell, with an even vote in the committee, that could foretell an even vote on the floor, requiring the vice president to break the tie,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The undersecretary of defense for policy is the No. 3 civilian job at the Department of Defense, overseeing strategy, nuclear deterrence, missile defense, international cooperation, and plans and policies. The Senate\u2019s upcoming recess and partisan divisions suggest it will remain one of many high-level vacancies at the DoD for some days yet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kahl faced <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/03\/04\/republicans-slam-pentagon-nominee-colin-kahl-over-tweets-iran-nuclear-deal\/\" target=_blank>pointed questions<\/a> from Republicans over his Middle East policy positions and history of tweets attacking Republican lawmakers. Democrats and allies said the nomination has become a partisan proxy fight over the 2015 Iran nuclear deal and Biden\u2019s plan to rejoin it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Committee Republicans released a statement after the vote that quoted all 13 Republicans. They questioned Kahl\u2019s judgment, demeanor, ability to be nonpartisan and qualifications to be tough on China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve each had a chance to hear from him \u2014 whether one on one, at his nomination hearing or both \u2014 and we all agree that he has neither the disposition nor judgment to serve in this critical position at this critical time\u201a\u201d said the committee\u2019s ranking member, Sen. Jim Inhofe, R-Okla. \u201cThis is not a position we take lightly, but we urge our colleagues to reject this nomination when it comes to the floor.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Manchin told reporters after the vote that he had decided that morning after days spent conferring with Defense Secretary Lloyd Austin, former Defense Secretary Bob Gates and Kahl himself. Manchin opposed Biden\u2019s nominee for White House budget director, Neera Tanden, over her tweets, which proved fatal to the nomination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Manchin said Tanden\u2019s tweets were more pointed and personal than Kahl\u2019s, and that Manchin was able to express directly to Kahl his differences on the Iran nuclear deal. He also urged Kahl to reach out to Republicans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The vote capped several turbulent days for the nomination. Last week, pro-Israel advocates and Kahl\u2019s allies traded messaging over whether Kahl was committed enough to the U.S.-Israel relationship and hawkish enough on Iran. Then on Tuesday, two SASC Democrats \u2015 Sens. Sen. Tammy Duckworth and Maizie Hirono \u2015 <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/03\/24\/embattled-pentagon-nominee-colin-kahl-to-get-vote-wednesday-from-armed-services-committee\/\" target=_blank>announced and backed off<\/a> their blanket opposition to Biden picks after the White House promised to add a senior-level Asian American Pacific Islander
