{"id":42939,"date":"2018-04-13T17:05:14","date_gmt":"2018-04-13T17:05:14","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/04\/13\/f-35-delivery-pause-indicative-of-more-stringent-pentagon-standards-lord-says\/"},"modified":"2026-08-07T23:33:40","modified_gmt":"2026-08-07T23:33:40","slug":"f-35-delivery-pause-indicative-of-more-stringent-pentagon-standards-lord-says","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2018\/04\/13\/f-35-delivery-pause-indicative-of-more-stringent-pentagon-standards-lord-says\/","title":{"rendered":"F-35 delivery pause indicative of more stringent Pentagon standards, Lord says"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Both the Defense Department and Lockheed Martin had become too relaxed in ensuring deliveries of new F-35s met requirements, but <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/04\/11\/defense-department-halts-f-35-deliveries-amid-repair-bill-disagreement-with-lockheed\/\" title=\"\" class=\"selected-link\" target=\"_blank\" data-original-title=\"\" aria-describedby=\"popover331688\">recent pause on F-35 deliveries exemplifies<\/a> how the department will now hold Lockheed to stricter standards, the Pentagon\u2019s top acquisition official said Friday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Wednesday, Lockheed Martin confirmed that the Pentagon had stopped accepting deliveries of some F-35s due to a disagreement over whether the government or the company should pay for repairs for more than 200 F-35As with fastener holes that were <a href=\"https:\/\/www.defensenews.com\/air\/2017\/11\/01\/minor-quality-control-issue-creates-new-problem-for-f-35-enterprise\/\" title=\"\" class=\"selected-link\" target=\"_blank\">not treated with the appropriate corrosion-preventing primer<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe issue itself is well on its way to being resolved,\u201d <a href=\"https:\/\/www.defensenews.com\/air\/2018\/04\/03\/pentagon-formulating-plan-to-move-f-35-management-from-central-office-to-services\/\">Ellen Lord, the undersecretary of defense for acquisition and sustainment<\/a>, told reporters during a roundtable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the debacle establishes the \u201cdepartment\u2019s point of view\u201d that Lockheed had gotten sloppy in meeting the specified manufacturing requirements \u2014 and that the Pentagon got not been rigorous enough in enforcing them, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe department, in an effort to move forward with the program, has perhaps not been as thoughtful as we want to be from this point forward in terms of what we consider acceptable performance,\u201d she said. \u201cI think this corrosion issue is one example where we have expectations for workmanship, and at this point we\u2019re not seeing those workmanship levels being achieved.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lockheed Martin officials understand that, Lord said, including its CEO Marillyn Hewson, who <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/04\/13\/pentagon-creates-new-position-to-help-guide-software-acqusition-f-35-development\/\" title=\"\" class=\"\" target=\"_blank\">has been meeting with Lord<\/a> every month to talk about the Pentagon\u2019s new expectations for the <a href=\"https:\/\/www.defensenews.com\/air\/2018\/04\/12\/f-35-program-office-wraps-up-final-developmental-flight-test\/\" title=\"\" class=\"\" target=\"_blank\">development, production and sustainment<\/a> of the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat we are in the process of doing is talking with a greater level of fidelity about our expectation for performance on each of the upcoming lots,\u201d she said. \u201cI know that there is a much higher level of fidelity around expectations and the details that we are discussing at all levels of management.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the department partially suspended deliveries, it has accepted 14 F-35s, Lt. Gen. Arnold Bunch, the Air Force\u2019s top uniformed acquisition official, said during a House Armed Services subcommittee hearing on Thursday. Five aircraft\u2014three U.S. Air Force F-35As, one for Norway and another for Australia \u2014 have been deferred.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The pause has been going on \u201cfor a few weeks,\u201d he told reporters after the hearing. \u201cHopefully it will be done in a few more.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over the past several months, Pentagon leaders have come down on Lockheed for what they see as an <a href=\"https:\/\/www.defensenews.com\/air\/2018\/03\/06\/stealth-features-responsible-for-half-of-f-35-defects-lockheed-program-head-states\/\" title=\"\" class=\"\" target=\"_blank\">unacceptable level of production defects<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vice <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/navy-league\/2018\/04\/11\/f-35-program-head-supportive-of-future-transition-to-service-led-offices\/\" title=\"\" class=\"\" target=\"_blank\">Adm. Mat Winter, the government\u2019s F-35 program head<\/a>, told reporters in February that he was concerned that minor quality escapes were adding up, growing the cost of the aircraft and the time spent manufacturing it. As production ramps up, that could become even more of a problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t have concerns that we\u2019ll be able to keep having aircraft coming down the line and putting them together and delivering them. We\u2019ll be able to do that,\u201d he said. \u201cBut I have concerns that we might not be able to do it at the rate that our war fighter has asked us to do
