James Inhofe, the No. 2 Republican on the Senate Armed Services Committee, wants to make it clear he\u2019s still just the No. 2 Republican on the Senate Armed Services Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He may be the one running the panel\u2019s hearings and answering reporters\u2019 questions. But, Inhofe said, committee Chairman John McCain is still in charge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYes, I\u2019m chairing the meetings, but we\u2019re chairing the meetings consistent with what John feels we should be doing,\u201d Inhofe said an interview for C-SPAN\u2019s Newsmakers this week. \u201cIn fact, actually deciding on what hearings we\u2019re having, that\u2019s a decision that\u2019s coming out of the chairman, which is John McCain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe\u2019s calling the shots and I\u2019m showing up.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 81-year-old McCain, the most influential voice on defense issues on Capitol Hill for the Republican party, hasn\u2019t been in Washington, D.C. yet this year. Instead, the six-term senator has been home in Arizona since mid-December, <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2017\/12\/27\/mccains-health-a-major-question-for-defense-policy-in-2018\/\" title=\"\" class=\"\" target=\"_blank\">undergoing treatment for a deadly form of brain cancer.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In McCain\u2019s absence, Inhofe \u2014 chairman of the Readiness Subcommittee and the former ranking member of the committee \u2014 has presided over three full committee hearings. During Thursday\u2019s \u201cGlobal Challenges and U.S. National Security Strategy\u201d hearing, he read McCain\u2019s opening statement and handled the absent chairman\u2019s job of overseeing the questioning of witnesses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Inhofe has emphasized that this is a temporary and reluctant role for him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those comments come as committee staff prepare the panel\u2019s annual defense policy bill and await hearings on<a href=\"https:\/\/www.defensenews.com\/congress\/2018\/01\/22\/spending-patch-deal-heralds-defense-hike-hawks-predict\/\" title=\"\" class=\"\" target=\"_blank\"> the Pentagon\u2019s budget request <\/a>\u2014 expected in mid-February. The work involves dozens of high-profile hearings with defense officials and even more behind-the-scenes meetings with staff, all of which in the past few years have had McCain\u2019s distinct voice and stamp on them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This year looks like it will be different, although McCain has worked to remained active in the public eye even during his absence from the Capitol.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Jan 17, the Washington Post ran <a href=\"https:\/\/www.washingtonpost.com\/opinions\/mr-president-stop-attacking-the-press\/2018\/01\/16\/9438c0ac-faf0-11e7-a46b-a3614530bd87_story.html?utm_term=.1e0ea5c73fbe\" title=\"\" class=\"\" target=\"_blank\">a McCain guest column<\/a> admonishing the president on press freedom, the same day he offered public congratulations to former Senate colleague Bob Dole on receiving the Congressional Gold Medal. This week, he introduced a bill with fellow Arizona Republican Sen. Jeff Flake to ban earmarks and appeared in a Politico interview on the administration\u2019s new national security strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also weighed in from afar on the brief government shutdown, lecturing his colleagues that \u201cholding our men and women in uniform hostage to other demands is a dereliction of our first duty as members of Congress to provide for the common defense.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But McCain hasn\u2019t been present to vote, which caused a headache for the Senate\u2019s GOP leadership on Wednesday. When the Senate deadlocked on confirmation of Kansas\u2019s pro-life Gov. Sam Brownback to be the ambassador at large for international religious freedom, Vice President Mike Pence had to be called in to break the tie.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But McCain isn\u2019t holding his frequent gaggles with reporters in the Senate hallways to provide a GOP voice critical of President Donald Trump or to explain his priorities for the upcoming budget fights. And Inhofe acknowledged that the questions he poses to hearing witnesses are very different from the ones that McCain would ask if he were in the room.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, Inhofe recently told reporters he does not share McCain\u2019s concerns about the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/07\/11\/mccain-to-white-house-no-more-defense-industry-nominees\/\" title=\"\" class=\"\" target=\"_blank\">concentration of defense industry executives<\/a> currently serving in the Pentagon. He sees their expertise as an advantage, not a detriment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI go down to Fort Worth, where they\u2019re cranking this stuff out, a lot of the F-35 stuff is down there, and I think \u2019How much more does this stuff cost us because we\u2019re not listening to the logic of the people who are making this stuff?\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McCain\u2019s tough questioning style, he said, \u201cis not my style\u2014but I know he\u2019s sincere. He builds his case on the F-35, and I can\u2019t argue that,\u201d he said. \u201cWe need to have tight reigns, we need to hold them the best we can, but my style would be to work with them a little closer.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For now, committee members aren\u2019t reporting any major concerns with changes. Ranking Member Jack Reed, D-R.I., called the arrangement between McCain and Inhofe \u201cstandard procedure\u201d as Inhofe is the committee\u2019s next senior Republican.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Lindsey Graham, R-S.C., said he spoke with his friend John McCain last week. McCain is making progress in his physical rehabilitation, Graham said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI was very pleased,\u201d Graham said. \u201cWe laughed, we cried, it was good.
