David Berger<\/a> to Secretary of Defense Lloyd Austin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the memo, dated Feb. 23, Berger said the 27,000 Marines based in the Indo-Pacific region \u201crequire <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/09\/21\/did-the-us-marine-corps-give-up-on-a-big-ship-based-surveillance-drone-too-soon\/\" target=_blank>significant modernization and redesign<\/a> &#8230; to continue to play a role against the evolving threat\u201d from China, the memo reads.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2020\/12\/09\/the-us-marine-corps-wants-grunts-packing-deadly-swarming-drones\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/drone_launch.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The US Marine Corps wants grunts packing deadly swarming drones<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Marines want to unleash swarms of loitering munitions on its adversaries.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Berger wrote that the redesign is being financed in part by retiring the Marines\u2019 tanks and heavy bridging equipment and also reducing end strength by 12,000 Marines. But cuts to the civilian workforce are also in the offing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will &#8230; reform and reorganize many of our headquarters organizations and processes to gain the institutional agility this era of long-term global great-power competition demands,\u201d the memo reads. \u201cThese initiatives have the common goal of producing the smaller by more mature, resilient and highly trained Fleet Marine Force of the future, backed by a headquarters and supporting establishment stripped of redundancy and bloat.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cuts will result in a roughly 15 percent \u201creduction in civilian personnel structure,\u201d the memo said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Berger has been on a quest to reshape the Marine Corps to operate inside the range of Chinese rockets and air forces \u2014 in other words, inside the chain of islands that bounds the South and East China seas. The Corps is aiming to have the redesign done by 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Part of the effort has been to build \u201cMarine Littoral Regiments,\u201d that Berger hopes to station in Guam, Japan and Hawaii. Former Marine and Secretary of the Navy Jim Webb criticized the plan as being too narrowly focused on China and fighting in the South China Sea, which Webb would reduce the Marines\u2019 utility if that\u2019s not, in fact, the war the U.S. needs to fight next.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Berger rejected the criticism, however, saying that the China threat demanded that the Marines keep pace and that the capabilities needed to defeat China would be broadly applicable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAre we too narrowly focused? I would argue absolutely not,\u201d Berger said. \u201cWe\u2019re pacing, in terms of capability, against a very rapidly developing adversary so that we\u2019re never overmatched.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut that\u2019s not geographically constrained; that\u2019s not nationally constrained. The Navy and Marine Corps operates around the world and I am very confident that will continue. The force that we end up with, you can apply that force to any mission set.
