{"id":43765,"date":"2021-04-07T17:54:08","date_gmt":"2021-04-07T17:54:08","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2021\/04\/07\/advocates-await-bidens-course-change-on-arms-sales\/"},"modified":"2026-08-07T23:41:30","modified_gmt":"2026-08-07T23:41:30","slug":"advocates-await-bidens-course-change-on-arms-sales","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2021\/04\/07\/advocates-await-bidens-course-change-on-arms-sales\/","title":{"rendered":"Advocates await Biden\u2019s course change on arms sales"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 President Joe Biden\u2019s early months \u201csuggest a change of course\u201d regarding to whom the U.S. decides to sell weapons, according to a new report from the Center for International Policy think tank.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After years of former President Donald Trump\u2019s markedly transactional and <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/03\/20\/trump-embraces-politics-of-defense-spending-in-battleground-ohio\/\" target=_blank>jobs-centric<\/a> approach to arms sales, the report sees the potential for \u201ca change that could elevate human rights, observation of international humanitarian law (IHL), and longterm strategic concerns over narrow <a href=\"https:\/\/www.defensenews.com\/industry\/2020\/05\/21\/new-report-clashes-with-trumps-job-growth-estimate-from-saudi-arms-sale\/\" target=_blank>economic consideration<\/a>s.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump\u2019s final year saw an \u201can unprecedented increase\u201d in <a href=\"https:\/\/www.defensenews.com\/industry\/2020\/10\/01\/us-state-department-cleared-835-billion-in-foreign-military-sales-in-fiscal-2020\/\" target=_blank>Foreign Military Sales cases<\/a>, with Lockheed Martin, Boeing and Raytheon Technologies the primary suppliers in deals totaling $87 billion, the report said. Trump\u2019s annual FMS average was $63 billion, with $110.9 billion in 2020. That was up 59 percent from 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Trump administration\u2019s arms sales policy prioritized narrow economic concerns over human rights and long-term U.S. strategic interests,\u201d said Bill Hartung, director of the Arms and Security Program at the Center for International Policy and a co-author of the report. \u201cBy contrast, the Biden administration has launched a review of U.S. arms exports to determine which offers align with U.S. foreign policy interests \u2015 a promising sign that a more balanced approach may be in the offing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden declared last month that the U.S. government would <a href=\"https:\/\/www.defensenews.com\/news\/your-military\/2021\/02\/04\/us-ends-support-for-saudi-led-war-in-yemen\/\" target=_blank>end its support<\/a> for \u201coffensive operations in the war in Yemen, including relevant arms sales.\u201d The administration has also <a href=\"https:\/\/www.defensenews.com\/global\/2021\/01\/27\/biden-admin-hits-pause-on-trump-foreign-weapon-sales-launches-review\/\" target=_blank>paused <\/a>recent arms sales in order to review them, putting into question the fate of <a href=\"https:\/\/www.defensenews.com\/global\/mideast-africa\/2020\/11\/10\/uae-purchase-of-f-35-mq-9-officially-cleared-by-state-department\/\" target=_blank>billions of dollars of Trump-era deals<\/a> with Saudi Arabia and the United Arab Emirates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But arms control advocates \u2015 who still want transparency measures and a revamp of Trump\u2019s conventional arms sale policy to prioritize human rights over industry concerns \u2015 aren\u2019t exactly celebrating.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not quite clear yet where the administration will land on what weapons they deem to be offensive,\u201d said Annie Shiel, of the Center for Civilians in Conflict. \u201cAnd then of course we\u2019ve seen other sales that indicate the Biden administration may be staying the course on less high-profile, but still very concerning arm sales.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Biden administration has faced criticism in recent days for approving a $197 million missile sale to Egypt despite human rights concerns, as well as for not immediately reinstating Obama-era limits on the use of certain antipersonnel land mines, which Trump lifted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile the suspension and review of the sales to the Gulf was promising &#8230; that\u2019s why the Egyptian sale was so disappointing,\u201d said Elias Yousif, the deputy director of the Security Assistance Monitor program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yousif added that Biden\u2019s deliberation on landmines \u201cundermines the spirit of the commitment that was made during the [Biden] campaign about elevating human rights and considerations about aligning U.S. arms transfers with American values, and doing so quickly.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, advocates see potential for action from <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2020\/08\/12\/congress-has-secretly-blocked-us-arms-sales-to-turkey-for-nearly-two-years\/\" target=_blank>Congress<\/a> as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new Senate Foreign Relations Committee chairman, <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/01\/11\/incoming-foreign-relations-chairman-is-foe-of-trumps-massive-mideast-arms-sales\/\" target=_blank>Sen. Robert Menendez<\/a>, D-N.J., and the new House Foreign Affairs Committee chairman, Rep. Gregory Meeks, D-N.Y., have both vocally opposed certain Trump-era arms sales to Saudi Arabia. The idea is they could tee up any of the bills aimed at elevating concern for human rights and international humanitarian law in deciding which nations should be eligible to receive U.S. weaponry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those bills collectively, said Shiel, \u201cindicate a really strong consensus among members of Congress that the armed transfer system is really broken, when it comes to human rights and the protection of civilians especially and needs to be fixed.
