A vote to advance the bill\u00a0passed Friday, 68-23.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Majority Leader Mitch McConnell, R-Ky., after the vote\u00a0lauded the $602 billion authorization bill&#8217;s support for national security. He decried President Barack Obama&#8217;s annual threats to veto it over provisions limiting the closure of the Guantanamo military detainment facility in Cuba,\u00a0saying of the president:\u00a0&#8220;It&#8217;s time to quit that.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;It will help prepare our country for threats of today and the challenges of tomorrow, and it will better enable the next commander-in-chief \u2014 regardless of party \u2014 to deal with them as well,&#8221; McConnell said. &#8220;That&#8217;s critical given that the next president is about to inherit an array of troubling threats\u00a0and instability in the Middle East.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With more than 500 amendments still left for consideration, Minority Leader Harry Reid, D-Nev., said in a floor speech ahead of the vote\u00a0that the bill was\u00a0&#8220;not a good bill,&#8221; and that\u00a0he was\u00a0against closing debate with so many\u00a0amendments pending, particularly those\u00a0aimed at fighting military sexual assault and providing US\u00a0visas to Afghan interpreters for US troops.<\/p>\n\n\n\n\n\n\n\n<p class=\"wp-block-paragraph\">Senate leaders were hopeful the bill would advance.\u00a0Votes are expected\u00a0for early next week, with plans to take up\u00a0defense appropriations bills in the House and Senate later in the week and\u00a0an eye toward finalizing the military&#8217;s\u00a0budget some time later in the year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Thursday, Senate Democrats sought $18 billion in authorization for programs outside the Pentagon, a match for\u00a0Armed Services Committee Chairman John McCain&#8217;s amendment to add $18 billion in\u00a0authorization\u00a0for added troops, jets, ships and tanks left out of Obama&#8217;s Pentagon budget request. When Republicans voted down the nondefense authorization, Democrats responded in kind,\u00a0buoyed by 11 Republicans who voted against the defense plus-up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lead Senate Democrats threatened\u00a0to upend the chamber&#8217;s\u00a0appropriations process if McCain&#8217;s amendment passed on its own.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the fight may not be\u00a0over. Sen. Lindsey Graham, R-S.C., told reporters Friday\u00a0he would press for additional funding when the Senate debates the defense appropriations bill.\u00a0Graham\u00a0argued added funding is needed because statutory budget caps have created a\u00a0military readiness and equipment crisis, which he termed\u00a0&#8220;a hurricane in a tornado, level five, for the Department of Defense.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I am going to vote, I am going to break the back of this movement, I am going to make it my No. 1 reason to live,&#8221; Graham said. &#8220;There are a lot of my\u00a0friends in the 11, I am going to go to them personally and say, &#8216;Will you please reconsider?&#8217; &#8220;<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">Four of the Republican &#8220;no&#8221; votes on McCain&#8217;s amendment\u00a0were from appropriators:\u00a0Senate Appropriations Committee Chairman Thad Cochran, of Mississippi;\u00a0Lamar Alexander, of Tennessee; Mark Kirk, of Illinois; and\u00a0James Lankford, of Oklahoma. The rest were Foreign Relations Committee Chairman Bob Corker, of Tennessee; Budget Committee Chairman Mike Enzi, of Wyoming; Judiciary Committee Chairman Chuck Grassley, of Iowa;\u00a0Jeff Flake, of Arizona; Dean Heller, of Nevada;\u00a0Mike Lee, of Utah; and Rand Paul, of Kentucky.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Republicans often lean toward\u00a0fiscal conservatism, many make exceptions when it comes to the defense of the nation. Yet Corker, eluding to the spiraling national debt,\u00a0said unfettered appetites for defense spending actually &#8220;erode&#8221; national security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The greatest threat to our nation is our fiscal crisis,&#8221; Corker said. &#8220;A saner approach is for us is to actually care about the fiscal future of the nation. From [former Vice Joint Chief&#8217;s\u00a0Chairman Adm. Mike] Mullen on down, every military leader will tell us our greatest issue is the fiscal issue. Yet over military and veterans spending, we don&#8217;t want to show the same discipline our men and women have shown.&#8221;<\/p>\n\n\n\n<p>The Budget Control Act of 2011 set limits on discretionary spending, with separate pools for defense and nondefense spending, and sequestration budget cuts that execute automatically if the\u00a0caps are exceeded. The amendment introduced by\u00a0<span class=\"rte rte-comment\">Arizona Republican\u00a0<\/span>McCain, R-Ariz., would have added to the emergency overseas contingency operations (OCO) account, which is exempt from budget caps \u2014 though some lawmakers have decried the use\u00a0of OCO for non-emergency programs,\u00a0to skirt the caps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I just think we can&#8217;t continue to bust the caps,&#8221; Flake said.\u00a0&#8220;There is a general concern about OCO, and I&#8217;ve been so negative in terms of what we&#8217;ve done with OCO, and I know that was part of it. Anything that busts the caps \u2014 don&#8217;t want to go there.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Leo Shane III contributed to this report.<\/em><\/p>\n\n\n\n<p
