href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/farnborough\/2018\/07\/10\/competition-for-f-35-electronic-warfare-system-could-be-on-the-horizon\/\" target=_blank>F-35<\/a> fighter jet was slated to fly into operational testing this month, but that entry date will be pushed back a couple months as the Pentagon\u2019s independent weapons tester waits for the <a href=\"https:\/\/www.defensenews.com\/air\/2018\/06\/01\/some-of-the-oldest-f-35s-on-the-globe-are-forced-to-sit-and-wait-for-upgrades\/\" target=_blank>latest software to be delivered<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Robert Behler, the Pentagon\u2019s director of operational test and evaluation, has delayed the start of the F-35\u2019s initial operational test and evaluation, or IOT&amp;E, until his office gets the newest software release \u2014 a version of the jet\u2019s 3F software known as 30R02 \u2014 according to an Aug. 24 memorandum obtained by the <a href=\"https:\/\/www.pogo.org\/document\/2018\/09\/readiness-for-formal-entry-into-f-35-initial-operational-test-and-evaluation\/\" target=_blank>Project on Government Oversight<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this year, the DOT&amp;E office began some testing of the F-35 prior to the official start of IOT&amp;E using the stealth fighter\u2019s 30R00 software, which is currently operational on the newest joint strike fighters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That version was sufficient for those initial tests, which involved two-ship missions taking on low-end threats, Behler stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSoftware version 30R02, which is fielding in the next two months, provides the latest instantiation of operationally relevant and production representative aircraft software that will better support the required testing to adequately address the remaining mission areas,\u201d including air interdiction, offensive counter air, suppression of enemy air defenses and electronic attack, according to Behler.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link Pentagon\u2019s F-35 joint program office anticipates that IOT&amp;E will begin after three conditions are satisfied: \u201cWhen the IOT&amp;E readiness criteria are met, the Defense Acquisition Executive certifies readiness to test and then DOT&amp;E approves the test plan,\u201d a spokesman said in a statement. &#8220;The operational test readiness certification is anticipated to be received in October with the start of formal IOT&amp;E in November and completion is estimated by summer 2019.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon is expected to make a decision on whether to move the F-35 into full-rate production by October 2019, the Government Accountability Office <a href=\"https:\/\/www.defensenews.com\/air\/2018\/06\/05\/watchdog-group-to-pentagon-fix-f-35-tech-problems-before-full-rate-production-starts\/\" target=_blank>wrote in a June 2018 report<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the memo, Behler goes on to say that the 30R00 contains deficiencies with regard to the Air-to-Air Range Infrastructure system \u2014 which allows for range-based testing and training, and is necessary for DOT&amp;E to fufill its evaluation duties \u2014 that will be fixed in 30R02.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAARI must be functioning adequately to ensure test results are accurate, understandable and defensible. Changing AARI software versions in the midst of IOT&amp;E could potentially result in inconsistencies in data collection and affect the validity and adequacy of the test and evaluation,&#8221; Behler
