Deterrence and defense<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stoltenberg said this important mission for NATO \u201cdoes not just depend on the forces we have deployed, but it also very much depends on our ability to move forces to reinforce quickly if needed.\u201d Leaders will discuss a readiness initiative to ensure the alliance is prepared to respond quickly and efficiently to Russian aggression, Stoltenberg added. <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2018\/03\/09\/can-russia-easily-take-the-baltics-not-likely-says-us-general\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-929227746.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Can Russia easily take the Baltics? Not likely, says US general<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">NATO\u2019s top general in Europe has poured a bit of cold water on the notion that the Baltics are sitting defenseless against Russian military whims.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The secretary general told assembly members that NATO must accept that Russia is their neighbor and that the bear is not going away. The alliance has \u201cto combine that strong and firm message with an openness for dialogue, partially because we need to continue to strive for a better relationship with Russia,\u201d Stoltenberg said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut even if we don\u2019t believe in a better relationship with Russia in the near future, we need to manage our relationship with Russia. &#8230; We have to make sure we don\u2019t have incidents, accidents and miscalculations that can lead to really dangerous situations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>2. Projecting stability<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NATO\u2019s ability to project stability within the alliance and abroad will be a topic of debate among members. Part of this mission involves <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/01\/24\/nato-moves-to-assure-turkey-of-its-support-in-fighting-terrorism\/\" title=\"\" class=\"\" target=\"_blank\">fighting terrorism.<\/a> To do that, Stoltenberg emphasized the importance of training and advising local forces. \u201dOne of the lessons we have learned from Afghanistan, Iraq but also Libya, is that in the long run it is better to train local forces and enable them to stabilize their own countries instead of NATO deploying large number of combat troops in large operations,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stoltenberg asked leaders to discuss a <a href=\"https:\/\/www.defensenews.com\/smr\/munich-security-forum\/2018\/02\/15\/nato-to-create-formal-training-mission-in-iraq\/\">train, advise and assist mission for Iraq<\/a> to combat the Islamic State group<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>3. NATO-EU cooperation<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/02\/13\/us-cautiously-watching-eu-military-proposal\/\" title=\"\" class=\"selected-link\" target=\"_blank\">Recent moves by the European Union<\/a> to increase its role in security and defense does not bother Stoltenberg, as long the EU Permanent Structured Cooperation on security and defense, or PESCO, initiative recognizes NATO as the top security organization on the continent, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PESCO has \u201cto make sure that efforts of the EU do not compete or duplicate, but that they complement NATO efforts,\u201d Stoltenberg said. \u201cI welcome PESCO \u2015 but as something that is going to supplement the European pillar within NATO, not something that will compete or be an alternative to NATO.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>4. Modernization<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NATO\u2019s upcoming summit will address the alliance\u2019s continuous modernization and adaptation of NATO\u2019s command structure. Stoltenberg said he expects leaders to agree on establishing two new commands. The first is an Atlantic command for the trans-Atlantic alliance to be hosted in Norfolk, Virginia. The second is a new command for support and logistics in Germany to focus on how the alliance can reinforce and moves forces across Europe. <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2018\/03\/10\/how-much-do-nato-member-nations-spend-on-defense\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AQCNP32ZWNAN5NB2MI5BU3DFDI.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How much do NATO member nations spend on defense?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">President Trump has long sought to get NATO allies to spend at least 2 percent of their GDP on defense expenditures.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>5. Defense spending<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Perhaps one of the alliance\u2019s most sensitive subjects is burden sharing. For Stoltenberg, this is not only determined by spending, but also by levels of contribution to NATO missions and operations. The alliance is moving in the right direction on defense spending, according to Stoltenberg, noting that all ally members have stopped cuts to defense spending and have started to increase spending in real terms. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On May 17, U.S. President Donald Trump threatened alliance members who failed to meet the organization\u2019s <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/03\/15\/results-are-in-heres-how-much-nato-allies-spent-on-defense-in-2017\/\" title=\"\" class=\"selected-link\" data-original-title=\"\" style=\"\">defense spending target<\/a>, saying they would be \u201cdealt with.\u201d He singled out <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/05\/02\/german-defense-budget-angers-critics-including-the-defense-minister\/\">Germany<\/a> as one country he said was not doing enough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When asked by U.S. Rep. Mike Turner, R-Ohio, the former president of NATO\u2019s Parliamentary Assembly, about the defense spending target of 2 percent gross domestic product, Stoltenberg again emphasized the alliance is on the right track.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is a political expectation that allies should spend 2 percent on defense. That is the political reality,\u201d Stoltenberg said. \u201cBut we didn\u2019t promise to do this within a year. We promised to do this within a decade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[W]e expect continued increase [in defense spending] in 2018, which means that we will have four consecutive years of real increase. So I think that the pledge has been extremely important and that it has really changed the way allies now are looking on defense investments because they have turned a corner and start to move in the right direction.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Representatives from the 29 allied nations will gather July 11-12 to discuss these issues at NATO\u2019s headquarters in Brussels.
