{"id":44123,"date":"2019-11-06T19:21:06","date_gmt":"2019-11-06T19:21:06","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/11\/06\/two-steps-back-a-year-long-continuing-resolution-could-derail-big-army-modernization-efforts\/"},"modified":"2026-08-07T23:30:26","modified_gmt":"2026-08-07T23:30:26","slug":"two-steps-back-a-year-long-continuing-resolution-could-derail-big-army-modernization-efforts","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/land\/2019\/11\/06\/two-steps-back-a-year-long-continuing-resolution-could-derail-big-army-modernization-efforts\/","title":{"rendered":"Two steps back: A yearlong continuing resolution could derail US Army modernization efforts"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The fear of a yearlong <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2019\/10\/14\/here-are-the-us-army-programs-in-jeopardy-and-their-cost-under-the-continuing-resolution\/\" target=\"_blank\">continuing resolution<\/a> looms as Congress struggles to reach a budget deal, threatening some of the Army\u2019s major modernization efforts, which as a result might not get off the ground in fiscal 2020 as planned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Schedule delays will likely erode the Army\u2019s ambitious plan to field a fully modernized force by 2028 in order to maintain capability overmatch with peer adversaries Russia and China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department is funded at FY19 levels until Nov. 21, when Congress must either pass a budget or extend the continuing resolution longer. Based on certain political sticking points, it\u2019s possible a budget deal may not be reached for the entire fiscal year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the Army has to stick to FY19 spending levels for an entire year, it won\u2019t be able to begin 79 new start programs, which amount to $1.9 billion in planned investment, according to a detailed list of impacts to the service the Army sent to Defense News upon request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, the service wouldn\u2019t be able to increase planned production for 37 programs totaling $1.6 billion.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/ausa-digital-show-dailies\/2019\/10\/14\/what-risks-is-the-us-army-taking-to-prep-for-future-warfare\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/32_Day1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">What risks is the US Army taking to prep for future warfare?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">With the Army acknowledging it can no longer squander modernization in favor of being prepared for a fight today, the service will assume some readiness risk as it devotes more resources to modernization priorities.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Army would also be unable to spend $1.9 billion on 46 new military construction projects, $2.8 billion on operations and maintenance efforts, and an additional $500 million on military personnel obligations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSevere impacts\u201d are expected in all six of the service\u2019s major modernization priorities, the Army noted in the document, particularly the inability to procure the interim <a href=\"https:\/\/www.defensenews.com\/land\/2018\/06\/28\/us-armys-interim-short-range-air-defense-solution-crystallizes\/\" target=\"_blank\">Maneuver Short-Range Air Defense system<\/a>, a delay in the procurement and development of a <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2019\/10\/14\/how-the-us-army-is-building-a-hypersonic-weapons-business\/\" target=\"_blank\">Land-based hypersonic missile<\/a> and a delay in development related to the <a href=\"https:\/\/www.defensenews.com\/land\/2019\/10\/01\/pencils-down-bids-are-in-for-armys-bradley-fighting-vehicle-replacement\/\" target=\"_blank\">next-generation combat vehicle<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A continuing resolution, or CR, for an entire year would prevent $3.5 billion in procurement efforts as well as research, development, test and evaluation modernization initiatives. A CR would also directly affect $1.1 billion in modernization efforts currently led by Army Futures Command\u2019s cross-functional teams.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the service\u2019s top priority, long-range precision fires, the Army would be unable to stick to its current acquisition strategy for the <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/global-force-symposium\/2019\/03\/27\/extended-range-cannon-to-get-autoloader-within-five-years\/\" target=\"_blank\">Extended Range Cannon Artillery system <\/a>or its <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2019\/10\/14\/how-far-will-the-armys-precision-strike-missile-fly\/\" target=\"_blank\">Precision Strike Missile<\/a> intended to replace the Army Tactical Missile System.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army would also experience delays in development of its Mobile Medium Range Missile, which requires $20 million, and its <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2019\/10\/16\/strategic-long-range-cannon-preps-to-jump-its-first-tech-hurdle\/\" target=\"_blank\">Strategic Long-Range Cannon<\/a>, which needs $91.8 million.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/federal-budget\/2019\/03\/20\/more-fire-power-us-army-sets-out-to-develop-new-missiles-in-fy20\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/12_special_storybody.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">More fire power: US Army sets out to develop new missiles in FY20<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Army is investing several billion dollars to get new missile programs off the ground.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Contract awards for the <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2019\/10\/14\/will-the-door-open-again-for-competition-to-replace-the-armys-bradley-vehicle\/\" target=_blank>optionally manned fighting vehicle expected in the spring<\/a> would also experience a delay, which might be considered a blessing in disguise, as only bid was made last month for the competition. The CR would certaily buy the Army time to figure out a way forward that restores competition to the effort.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/land\/2019\/10\/04\/lynx-41-disqualified-from-bradley-replacement-competition\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/01MM5952.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Lynx 41 disqualified from Bradley replacement competition<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">With the Raytheon and Rheinmetall team out of the running, one competitor remains. So what is the fate of the Bradley replacement?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Army\u2019s plan to procure a <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/aaaa\/2019\/04\/23\/us-army-picks-5-teams-to-design-new-us-army-attack-recon-helicopter\/\" target=_blank>future attack reconnaissance aircraft <\/a>becomes risky under an extended CR as well. The service planned to award two contracts in the spring to competitively build and fly prototypes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service\u2019s <a href=\"https:\/\/www.defensenews.com\/2019\/10\/29\/army-network-fielding-plan-could-collapse-under-extended-continuing-resolution\/\" target=\"_blank\">network modernization is also threatened<\/a>; the effort includes building defensive cyber operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army would have to postpone the development of an assured position, navigation and timing capability because the effort requires an additional $42.5 million to proceed with the current fielding to the 2nd Cavalry Regiment and rotational armored brigade combat teams in Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service\u2019s Individual Visual Augmentation System procurement would experience a delay of six months to a year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army would also be unable to begin procurement of its<a href=\"https:\/\/www.defensenews.com\/land\/2019\/03\/14\/qinetiq-wins-armys-small-ground-robot-competition\/\" target=_blank> Common Robotic System-Individual <\/a>or the <a href=\"https:\/\/www.defensenews.com\/land\/2019\/10\/31\/heres-the-robotic-vehicle-that-will-carry-equipment-for-us-troops\/\" target=_blank>Squad Multipurpose Equipment Transport <\/a>robotic vehicle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And procuring the Army\u2019s critical command and control system for missile defense \u2014 <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2019\/10\/14\/major-missile-defense-command-system-heads-toward-a-critical-test\/\" target=_blank>the Integrated Battle Command System<\/a> \u2014 has already been an uphill struggle marred with delays, but its procurement will see further delays under a yearlong CR.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Congress is unable to reach a deal within the first six months of the fiscal year, the Army will run into issues with 31 production-increase efforts to include 15 UH-60 Mike-model Black Hawk helicopters valued at $247 million and upgrades to the Stryker combat vehicle fleet. The Army would be unable to upgrade 70 Strykers without the $258 million it needs on top of FY19 funding levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the Army attempts to increase its munition procurement and build up <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/global-force-symposium\/2017\/03\/08\/army-concerned-over-shrinking-munitions-stockpile\/\" target=\"_blank\">its stockpile depleted through operations in the Middle East,<\/a> the service would be unable to buy additional munitions worth a total of $87.8 million. Production capacities will be constrained at the Army\u2019s arsenals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A full-year CR would also prevent the production of seven <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/idex\/2017\/02\/21\/flight-of-northrop-s-victor-model-black-hawk-opens-door-for-more-cockpit-business\/\" target=_blank>Victor-model Black Hawks <\/a>valued at $21.1 million and the production of 1,752 Guided Multiple Launch Rocket Systems at a total of $253.3 million, as well as $253.8 million for a total of 2,803 Hellfire missiles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Planned upgrades to the Sentinel radar would also experience delays, which would affect the modification of eight radars \u2014 a project worth $57.4 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under a yearlong CR, active components and entitlements would be reduced by $597 million unless authorities for bonuses and special pay are enacted in CR legislation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis impact slows accessions and hampers recruiting and retention incentives,\u201d the Army\u2019s document stated. \u201cMaintaining a competitive overall compensation package ensure[s] the long-term viability of the all-volunteer force.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A yearlong CR would also prevent the award of 4,400 new family and single-soldier dwellings at $132 million, and would delay major maintenance and repair for up to 269 Army family housing units for a total of $69 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The inability to properly fund military personnel cuts at the heart of <a href=\"https:\/\/www.defensenews.com\/land\/2019\/08\/09\/keeping-the-momentum-new-army-chief-will-build-on-major-foundation-he-helped-lay\/\" target=\"_blank\">Army Chief of Staff Gen. James McConville\u2019s No. 1 priority, which is people.<\/a> And while modernization is threatened under a yearlong CR, current force readiness would also be compromised to include major disruptions
