Recent reports have claimed as much. CEO Marillyn Hewson provided her own perspective on that, and why her voice is an important one for the administration to hear, when she sat down with Defense News Executive Editor Jill Aitoro.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 As commentary bubbles up in the media and on Capitol Hill about the influence of Lockheed Martin and its chief executive on the Pentagon, and the amount of taxpayer dollars that land in its coffers, <a href=\"https:\/\/www.defensenews.com\/industry\/2018\/03\/05\/lockheed-ceo-plays-down-impact-of-trumps-steel-tariff\/\" title=\"\" class=\"\" target=\"_blank\">CEO Marillyn Hewson<\/a>\u2019s description of the company\u2019s influence in the agency is almost comically simple: \u201cWe are a global security company that\u2019s in aerospace and defense.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s just a really big and really successful one. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hewson sat down with Defense News in an exclusive interview March 5, in which she spoke about the company\u2019s position within the defense industrial complex and the influence that comes with being <a href=\"http:\/\/people.defensenews.com\/top-100\/\" title=\"\" class=\"selected-link\" target=\"_blank\">the largest defense company on the globe<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe in my view have the honor and privilege of leading what is a national asset,\u201d Hewson said. \u201cWhat we do for this country, men and women in uniform, and the things that we do on advanced discovery that helps change people\u2019s lives, the things that we do to support innovation and growth and jobs, is an important element of the economy. So I take that responsibility very seriously.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hewson\u2019s comments were specifically in response to <a href=\"https:\/\/www.washingtonpost.com\/business\/economy\/in-trumps-budget-lockheed-looms-almost-as-large-as-the-state-department\/2018\/02\/15\/e7eb3aa8-11c1-11e8-9570-29c9830535e5_story.html\" title=\"\" class=\"\" target=\"_blank\">a Washington Post<\/a> article that noted Lockheed Martin\u2019s revenue from government contracts as being more than the budget of many federal agencies \u2014 $35.2 billion, or 70 percent of its total sales. The article went on to compare Hewson\u2019s influence to that of a cabinet-level secretary, if not greater. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are a $51 billion company,\u201d Hewson said. \u201cWe\u2019re not the largest in the United States, [but] we\u2019re among the top Fortune 100. And that\u2019s because of what we do, some of the most important work for not only our citizens but for citizens of our allies around the world. Comparing that to a Cabinet secretary \u2014 I think that\u2019s the wrong comparison.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for cooperation with government, \u201cit\u2019s important that we have a voice not only with the Department of Defense, which is our largest customer, but with our intel agencies, with the [Department of] Homeland Security, with NASA, with Commerce Department and others; that as the leader of the corporation, I have an opportunity to represent our company just as I do with leaders around the world,\u201d Hewson continued. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Further commentary about Lockheed filtered from the Hill on Wednesday, with Sen. Bernie Sanders, I-Vt., calling Lockheed \u201cfor all intent and purposes, a government agency.\u201d Repeatedly referring to Lockheed\u2019s CEO as a \u201che,\u201d and \u201cthis guy,\u201d Sanders also questioned how it can be that the secretary of defense makes $200,000 or less, while the CEO of a company that relies on government contracts for the vast majority of its revenue made more than $20 million in its most recent fiscal year. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think that might be an issue you might want to raise,\u201d Sanders told David Norquist, the Pentagon comptroller, during a Senate Budget Committee hearing <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/03\/07\/corker-if-pentagon-can-turn-entire-countries-into-craters-why-cant-it-audit-itself\/\" title=\"\" class=\"\" target=\"_blank\">on the ongoing DoD audit and management reforms.<\/a> \u201cFor all intent and purposes, Lockheed Martin is a government agency. Private, but a government agency, virtually fully funded by the United States government. Is it reasonable to say they keep their CEO salaries in check?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Norquist responded, \u201cTaxpayers should be paying for the services we receive,\u201d adding that he was unsure whether executive salaries \u201cfall within the scope of procurement roles.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Lockheed\u2019s latest proxy statement, Hewson\u2019s total compensation was $20.6 million for 2016. That includes $9.79 million in base salary and bonuses, $9.23 million in stock awards, and a little more than $1 million in pension assets. Her compensation is not an anomaly for CEOs of publicly traded companies that are comparable in size to Lockheed, a fact often referenced by industry advocates that argue the compensation for Hewson and other chief executives of top defense contractors is justified and necessary to attract talent to the market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for the massive dollars funneled to the company from the Pentagon, defense analysts question the perception that revenue derived from government contracts necessarily translates to influence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s kind of ironic to me,\u201d said Richard Aboulafia, vice president of analysis at Teal Group. \u201cYes, in terms of what they do, and their share of the national budget, they would seem to have outsized importance. But unlike Cabinet secretaries like [Defense Secretary] Gen. [Jim] Mattis, CEOs can\u2019t afford to stand up to [President Donald] Trump. These are sensible businessmen and women who, for example, regard trade wars as radioactive, but they can\u2019t copy [former White House economic adviser] Gary Cohn and simply protest by resigning.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Daniel Goure, senior vice president of the Lexington Institute, also described reports of the power of Lockheed as \u201cgreatly exaggerated,\u201d pointing to lucrative programs that the company has lost in recent years \u2014 from <a href=\"https:\/\/www.defensenews.com\/air\/2018\/03\/07\/some-hiccups-with-engine-design-but-b-21-on-track-wittman-says\/\" title=\"\" class=\"\">the B-21 bomber<\/a> that went to Northrop Grumman to the Air and Missile Defense Radar that went to Raytheon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDoes Lockheed have an ability to push back against an overreaching, even predatory government? Yes, in some cases,\u201d Goure said. \u201cBut if Lockheed were as powerful as its critics suggest, we would have a lot more F-22s than were actually
