{"id":44804,"date":"2022-03-30T03:33:30","date_gmt":"2022-03-30T03:33:30","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/03\/30\/army-software-factory-tackling-problems-big-and-small\/"},"modified":"2026-08-08T03:39:40","modified_gmt":"2026-08-08T03:39:40","slug":"army-software-factory-tackling-problems-big-and-small","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/smr\/army-update\/2022\/03\/30\/army-software-factory-tackling-problems-big-and-small\/","title":{"rendered":"Army Software Factory tackling problems big and small"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In recent years, the Army has had <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2021\/10\/11\/army-promises-to-learn-improve-oversight-after-recent-tech-failures\/\" target=\"_blank\">various issues<\/a> with having contractors design and deliver software capabilities on time \u2014 the rollout of a new <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2021\/10\/07\/army-pushes-ipps-a-launch-delaying-21st-century-hr-platform\/\" target=\"_blank\">human resources platform<\/a> has been delayed, and the debut of a new <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/01\/04\/congress-demands-answers-on-armys-tuition-assistance-failure\/\" target=\"_blank\">tuition assistance platform<\/a> was marred by failures that caused Congress to demand answers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the in-progress solutions that Army leaders have touted is turning in-house. A growing cohort of soldiers are receiving hands-on experience at the Army Software Factory, a small unit aligned with the Austin-based Futures Command tasked with developing Army-owned applications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve really only been in business for a little over a year,\u201d noted its director, Lt. Col. Vito Errico, in a phone interview. \u201cWe promised the Army [to train] a cohort of 25 to 30 [personnel]&#8230;every six months. And I\u2019m proud to tell you, we have absolutely executed that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Errico\u2019s troops have also been helping the Army solve problems along the way, too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fiscal 2022 defense policy bill mandated that the service allow National Guard and Reserve troops to browse temporary active duty tour listings on their personal devices \u2014 previously they needed to travel to an armory to access the site on a government network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unbeknownst to Congress, the Software Factory was already collaborating with the Army\u2019s G-3 operations directorate on a website that did just that: Carrera, <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/02\/16\/guard-reserve-soldiers-can-now-browse-active-duty-jobs-on-their-phones\/\" target=\"_blank\">which launched in February<\/a> in time to meet the legislative deadline.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2022\/02\/16\/guard-reserve-soldiers-can-now-browse-active-duty-jobs-on-their-phones\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6574570.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Guard, Reserve soldiers can now browse active duty jobs on their phones<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Previously, the opportunities were only accessible through the NIPR network-only Tour of Duty portal.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWe were already working on Carrera for four months before the [law] highlighted it,\u201d said Errico, who added that having soldiers involved in the development pipeline can help anticipate problems that matter to soldiers. \u201cWe were in a position to meet the [congressional] directive very quickly.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The app received more than 4,000 users \u2014 a little less than 1% of the entire Guard and Reserve \u2014 in its first two weeks, according to Errico.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Software Factory has also produced apps that centralize preventive maintenance resources and streamline logistics warehousing processes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Errico thinks that his unit presents the Army with a good problem to have, asking, \u201cHow do we as an Army scale this?\u201d He said his highly-trained soldiers want to continue to serve the Army in their chosen fields, so long as the service can \u201coffer this kind of talent a viable way to stay in the Army.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou might think that people with options&#8230;would be looking to exit to maybe more lucrative pastures, but instead what we\u2019re finding is if we can keep them in these sorts of roles, they\u2019re happy to stay,\u201d said Errico. \u201c[They\u2019ve] already self-selected into service and self-selected into the idea of giving something of unique value every day.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said Futures Command is working with the service\u2019s personnel directorate and the Talent Management Task Force to develop future assignments for soldiers who complete their three-year tours at the Software Factory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An important first step towards managing that talent was awarding additional skill identifier codes \u2014 ASIs \u2014 to the troops there. That allows the service\u2019s human resources professionals to track them and consider their skills in making future assignments, Errico explained. The new ASIs include platform engineering, application engineering and software product management.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now the task is figuring out how to integrate trained coders into combat formations, Errico said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe [Army headquarters] staff continues to iterate on the right utilization for the talent coming out of here \u2014 the mission&#8230;for the Software Factory is to build a force design where this makes sense for the Army,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One option, according to <a href=\"https:\/\/www.janes.com\/defence-news\/news-detail\/new-us-army-software-factory-eyes-deployable-development-teams\" target=\"_blank\">defense intelligence firm Jane\u2019s<\/a>, is deployable software development teams for future conflicts where tech contractors may not be able to serve freely in theater as they did in Iraq and Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019re going to see us experimenting with a wide variety of uses,\u201d said Errico. \u201cThen Army leadership will decide what makes the most
