Is that sustainable?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is if you ask a top State Department official, .<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI would anticipate\u2014I am an optimist and a realist\u2014that next year\u2019s numbers will be higher than this year\u2019s numbers,&#8221; Andrea Thompson, Undersecretary of State- Arms Control and International Security, said during a Sept. 7 meeting with reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That would appear to be a tall order. According to numbers from the Defense Security Cooperation Agency, the U.S. has signed $46.9 billion in weapons sales to foreign partners and allies, smashing past the $41.9 billion figure from all of fiscal 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Thompson points to <a href=\"https:\/\/www.defensenews.com\/industry\/2018\/04\/23\/do-new-trump-arms-export-rules-live-up-to-the-hype\/\" target=_blank>new policies<\/a> put forth earlier this year from the Trump administration, designed to encourage American arms exports and bolster domestic industry, as a factor that will have a direct impact next fiscal year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe CAT [conventional arms transfer] policy will have been in place, we\u2019ll have gained those efficiencies and feedback from industry and partners,\u201d she told the Defense Writer\u2019s Group, adding that the policy is designed to go through continual updates to keep it relevant. \u201cSo I would anticipate that would increase sales, one would think.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other policies targeted at encouraging partners to buy American goods, including <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/farnborough\/2018\/07\/20\/pentagon-looks-to-lower-costs-for-nations-buying-american-weapons-again\/\" target=\"_blank\">dropping surcharges on products<\/a> and lowering the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/04\/27\/us-makes-it-cheaper-for-foreign-nations-to-buy-american-weapons\/\" target=\"_blank\">cost of transportation<\/a> for weapons, are also under way, with DSCA head Lt. Gen. Charles Hooper leading the charge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One potential boost could come from India, a lucrative market that U.S. firms have long eyed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While travelling to India, Hooper told reporters that he is \u201cquite confident\u201d that the systems America is selling will find an audience in India.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhether it&#8217;s the aerospace domain, land systems or maritime systems, all of our systems are extraordinarily competitive, and I&#8217;m sure. will suit India&#8217;s needs now and into the future,\u201d Hooper said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, any expectations for India should be tempered by reality. The nation is famously slow to procure weapons, with some deals falling apart or altering even after contract are signed. Compliance with the country\u2019s Make in India policy is also complicated. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked about that challenge, Hooper said updates to how the DSCA process works, including greater transparency about costs and timelines at the start of the process, \u201chelps a great deal\u201d to speed up the process.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>U.S.
