{"id":44863,"date":"2018-07-17T19:50:13","date_gmt":"2018-07-17T19:50:13","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/07\/17\/house-votes-champion-stable-military-spending-but-gridlock-looms\/"},"modified":"2026-08-07T23:38:21","modified_gmt":"2026-08-07T23:38:21","slug":"house-votes-champion-stable-military-spending-but-gridlock-looms","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/07\/17\/house-votes-champion-stable-military-spending-but-gridlock-looms\/","title":{"rendered":"House votes champion stable military spending, but gridlock looms"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Fearful a budgeting logjam could spiral into a <a href=\"https:\/\/www.defensenews.com\/congress\/2017\/12\/02\/handful-of-hawkish-us-lawmakers-urge-military-leaders-to-fight-new-cr\/\" target=\"_blank\">long-term continuing resolution<\/a>, pro-defense lawmakers quarterbacked a series of scathing but symbolic resolutions through the House condemning the havoc that budget gridlock plays with military readiness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Tuesday, the House approved by voice three resolutions from House Armed Services Committee Reps. Liz Cheney, R-Wyo., Mike Gallagher, R-Wis., and Rob Wittman, R-Va., that each condemn the stop-gap funding measures that typically come when Congress fails to pass appropriations bills before the fiscal year ends Sept. 30.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cContinuing resolutions clearly harm our troops, and there have been far too many of them in recent years,\u201d House Armed Services Committee Chairman Mac Thornberry, R-Texas, said in a a stong statement afterward. \u201cThe House has now voted to reject doing further damage this Fall and to fully fund our military on time for the first time in a decade. To do anything less is a clear breach of faith with our troops and an abdication of Congress\u2019s responsibility under the Constitution.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The messaging bills are meant to add pressure to an appropriations process that, weeks after the House <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/06\/28\/house-oks-pentagon-spending-bill-with-dual-carrier-buy-sinks-submarine-proposal\/\" target=\"_blank\">passed<\/a> its defense appropriations bill, has already <a href=\"https:\/\/www.militarytimes.com\/veterans\/2018\/07\/12\/va-funding-dispute-sidelines-congress-appropriations-progress\/\" target=\"_blank\">stalled<\/a>. A conference committee scheduled to officially launch negotiations between House and Senate lawmakers on a key appropriations package was canceled at the last minute last week over a disagreement for Veterans Affairs funding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is a concern of us having another CR since the House has passed a defense appropriations bill,\u201d said Wittman, the chairman of the House Seapower and Projection Forces Subcommittee. \u201cThe question is: Will the Senate take up their version of the defense appropriations bill by itself, or what will they combine with it to get the votes for cloture? Then, could that get the requisite number of votes in the House?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During floor debate Tuesday, HASC ranking member Adam Smith, D-Wash., agreed that unpredictable funding hurts the military, but ripped Republicans for supporting three bills at cross purposes: the two-year budget deal, tax cuts and a balanced budget amendment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have to address the underlying issue, not just come out and make empty statements about supporting the men and women in our military after putting in place a budget and tax policy that makes it next to impossible to do that,\u201d Smith said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democrats have in recent years been reluctant to advance stand-alone defense spending bills without a deal with Republicans on nondefense spending. In the Senate, Republicans hold a narrow enough majority that they must bargain with Democrats to vault the 60-vote threshold to break a filibuster.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pro-defense lawmakers also fear the white hot politics surrounding Senate confirmation of a new Supreme Court justice may block the path for spending bills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Majority Leader Mitch McConnell\u2019s decision to cancel the August recess may have put enough time back on the clock to resolve it all. If the effort comes up short, however, the fear is appropriations get punted until after midterm elections in November or the next Congress is seated in January.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHopefully that gets done in that period of time, but the uncertainly leads folks to think the alternative is a continuing resolution,\u201d Wittman said. \u201cMy concern is the continuing resolution would go through to the next Congress. And if it doesn\u2019t, a lame duck session, which comes with its own set of issues.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It wasn\u2019t supposed to come to this. The White House and lawmakers reached a bipartisan, two-year deal for $716 billion for defense and $605 billion for nondefense in 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Per Cheney\u2019s bill, the House resolved in part that &#8220;failing to provide our military with full, stable and on-time funding allows our adversaries to close critical military capability gaps, putting our service members at increased risk, and severely harms our military\u2019s ability to prepare for, deter and, if needed, defend against these capabilities, putting United States national security at greater risk.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Gallagher resolution highlights the Marine Corps while Wittman\u2019s similarly highlights the Navy, \u201cwhose high operational demands, increased deployment lengths, shortened training periods and deferred maintenance all while the Navy is asked to \u2018do more with less\u2019 as financial support for critical areas waned in the era of sequestration and without consistent congressional funding.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bills called out equipment mishaps in the two services and the age of some of the Marine Corps&#8217; hardware, like the 26-year-old Assault Amphibious Vehicle and 40-year-old Light Armored Vehicle. In the Corps, aviation accidents have jumped 80 percent since 2013 and killed 60 Marines between 2011 and 2017 \u2014 while the separate fatal collisions of the destroyers John S. McCain and Fitzgerald were attributed in part to training failures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army and Air Force resolutions are on tap for next week, according to Cheney.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s unclear whether the messaging will be enough. In recent years, advancing appropriations bills in either chamber before the fall has been rare, and only once in the last five years has Congress finalized any portion of federal operations by the start of that fiscal year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The current impasse now threatens the future of not just the Pentagon\u2019s budget plan, but that of energy programs, legislative branch operations and military construction all included in the legislative package. Committee officials have not released a timetable for when the conference negotiations may resume.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Leo Shane III contributed to this
