The agreement, called \u201ca major turning point\u201d by the panel, could be approved by the German Bundestag by summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The accord, first reported April 2 by La Tribune, comes after months of simmering doubt that the FCAS lead executives would be able to resolve important issues for the program\u2019s progress \u2014 namely,&nbsp;<a href=\"https:\/\/www.defensenews.com\/global\/europe\/2021\/02\/01\/companies-seek-end-to-haggling-over-fcas-rights-with-fresh-offer-this-week\/\"><u>intellectual property rights<\/u><\/a><b> <\/b>and&nbsp;<a href=\"https:\/\/www.defensenews.com\/global\/europe\/2021\/03\/17\/airbus-execs-tell-french-lawmakers-they-have-no-plan-b-for-fcas\/\"><u>workshare agreements between French, German, and Spanish industries.<\/u><\/a><b> <\/b>Dassault Aviation leads the French industry portion of FCAS \u2014 also called SCAF \u2014 while Airbus represents Germany\u2019s industry and Indra leads Spain\u2019s participation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The timing is important: Stakeholders hoped to get the next-generation fighter\u2019s contract finalized before the German parliament leaves for its summer recess in late June, in order to keep on schedule for the program\u2019s next phase.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Company executives have previously said that they will begin investing \u201cbillions of euros\u201d into the program in this next phase, dubbed 1B, after the results of the ongoing Joint Concept Study are released. Major design elements are expected to be revealed after these negotiations are complete, such as whether the fighter jet will have one seat or two,&nbsp;<a href=\"https:\/\/www.defensenews.com\/global\/europe\/2020\/12\/09\/despite-progress-industry-faces-very-tough-roadmap-to-field-fcas-by-2040\/\"><u>Airbus officials told reporters in late 2020<\/u><\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Airbus declined to comment on the Senate\u2019s announcement, citing ongoing negotiations. Dassault Aviation, the industry lead for the next-generation fighter element, did not respond to a request for comment at the time of this article\u2019s publication.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Committee leader Christian Cambon highlighted&nbsp;<a href=\"https:\/\/www.defensenews.com\/global\/europe\/2021\/03\/17\/airbus-execs-tell-french-lawmakers-they-have-no-plan-b-for-fcas\/\"><u>the Senate\u2019s recent hearings<\/u><\/a><b> <\/b>with Dassault Chairman and CEO \u00c9ric Trappier and Airbus leaders Dirk Hoke and Antoine Bouvier with playing the \u201crole of catalyst\u201d in the program\u2019s negotiations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOn these issues that touch directly on the sovereignty and security of future generations, there is a tendency in France to forget the importance of Parliament,\u201d Cambon said in the statement. On such issues, democratic debate and transparency are \u201cindispensable,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The demonstrator portion of the FCAS program is slated to run through 2026 or 2027, with the entire \u201csystem of systems\u201d to be fielded around 2040. Along with the next-generation fighter, the program includes multiple new remote carrier drones, a next-generation weapon system, a brand new jet engine, advanced sensors and stealth technologies, and
