Mike Turner, R-Ohio; John Garamendi, D-Calif., and Paul Cook, R-Calif., sponsored the bill, a companion to a bipartisan <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/04\/01\/turkey-says-s-400-delivery-talks-still-on-despite-us-bill-to-block-f-35\/\" target=_blank>bill <\/a>from Sen. James Lankford, R-Okla., and others. Both bills are called the \u201cProtecting NATO Skies Act of 2019.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOperating the S-400 alongside the F-35 would compromise the aircraft and its sensitive technology, impact interoperability among NATO allies, and most importantly pose serious risk to our shared defense and security,&#8221; Garamendi said in a statement. &#8220;This bill sends a strong and important message to Turkey \u2014 proceeding with the S-400 is unacceptable and will not be tolerated.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/industry\/2019\/04\/23\/the-us-air-force-not-turkey-is-frustrating-lockheed-execs-on-the-f-35-program\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"300\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5254278.jpg_10c198.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The US Air Force, not Turkey, is frustrating Lockheed execs on the F-35 program<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Lockheed&#039;s CEO would like the U.S. military to beef up the F-35 production rate, but sees further promise in the international market.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The House bill came days after Turkish President Recep Tayyip Erdogan reportedly discussed with U.S. President Donald Trump a Turkish proposal to establish a joint committee over Turkey\u2019s plans to purchase the S-400.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A statement from Erdogan\u2019s office says the two leaders held a telephone conversation on Monday during which they also discussed the fight against terrorism and efforts to increase trade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkey\u2019s decision to purchase the advanced Russian system has deepened a rift between the NATO allies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. has long been in talks for Turkey to buy the U.S.-made Patriot air defense system as an alternative to the S-400. In March, Acting Defense Secretary Patrick Shanahan told Turner \u201cwe need Turkey to buy the Patriot.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After months of warnings, the U.S., in April, stopped delivery of F-35 parts to Turkey in retaliation for Ankara\u2019s decision to move ahead with the S-400. The aircraft&#8217;s delivery was planned for this summer, but the move was the first step toward actually ending the sale.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/budget\/2019\/04\/10\/pompeo-with-s-400-turkey-wont-get-f-35-may-get-sanctions\/\" at the idea of State Department budget cuts.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">U.S. officials say the Russian defense system could pose a threat to the F-35 program and have warned of consequences if the purchase is finalized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkey denies that the system is a threat and has proposed a joint committee to review security risks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkey is set to buy 100 F-35As over the entirety of the F-35 program and Turkish companies are also part of the program\u2019s industrial base and play a role in sustainment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, after months of warnings, Washington stopped delivery of F-35 fighter jet parts to Turkey last month in retaliation for Ankara\u2019s decision to move ahead with the purchase of a Russian surface-to-air missile system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last month, Senate Armed Services Committee Chairman Jim Inhofe, R-Okla., and ranking member Jack Reed, D-R.I., penned a New York Times op-ed with Senate Foreign Relations Committee Chairman Jim Risch, R-Idaho, and ranking member Bob Menendez, D-N.J., threatening legislation that would bar Turkey from both the F-35 and S-400.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>The Associated Press contributed to this
