{"id":45761,"date":"2018-05-03T18:58:51","date_gmt":"2018-05-03T18:58:51","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/05\/03\/navy-secretary-other-us-officials-increasingly-sounding-alarm-over-chinese-smartphone-maker-huawei\/"},"modified":"2026-08-08T08:17:30","modified_gmt":"2026-08-08T08:17:30","slug":"navy-secretary-other-us-officials-increasingly-sounding-alarm-over-chinese-smartphone-maker-huawei","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2018\/05\/03\/navy-secretary-other-us-officials-increasingly-sounding-alarm-over-chinese-smartphone-maker-huawei\/","title":{"rendered":"Navy secretary, other US officials increasingly sounding alarm over Chinese smartphone maker Huawei"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">As U.S. military brass continues to beat the warning drum about an ascendant <a href=\"https:\/\/www.militarytimes.com\/naval\/2018\/03\/01\/china-to-develop-its-first-nuclear-powered-aircraft-carrier\/\" title=\"\" class=\"\" target=\"_blank\">China<\/a> threatening the global order, the company responsible for some of the world\u2019s hottest smartphones is being called out as another Chinese front in the burgeoning battle for supremacy with the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cellphone behemoth Huawei was started by a former Chinese military official and has \u201cextraordinary ties to the Chinese government,\u201d <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2017\/03\/30\/senate-intel-committee-to-hold-20-interviews-in-russia-probe\/\" title=\"\" class=\"\" target=\"_blank\">Senate Select Intelligence Committee<\/a> Chairman Sen. Richard Burr said in February.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Due to security concerns, the federal government has moved to restrict Huawei\u2019s operations in the United States and the Pentagon this week ordered <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2018\/05\/02\/exchanges-pull-certain-chinese-cellphones-other-devices-over-security-concerns\/\" title=\"\" class=\"\" target=\"_blank\">military exchanges<\/a> to stop selling electronics made by Huawei and its Chinese competitor, ZTE.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not just the South China Sea,\u201d Navy Secretary Richard Spencer told the Senate Appropriations Committee last month. \u201cIt\u2019s across the full spectrum that China is coming at us.\u201d<br><\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/2018\/05\/02\/exchanges-pull-certain-chinese-cellphones-other-devices-over-security-concerns\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"159\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-646238118.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Exchanges pull certain Chinese cellphones, other devices over security concerns<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Huawei and ZTE products are off the shelves worldwide.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s top civilian has repeatedly sounded off in recent months on the need to keep Huawei out of military projects, showcasing how U.S. concerns about the company loom beyond consumer electronics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spencer said the sea service is upping its vigilance to ensure that Huawei doesn\u2019t sneak into Navy systems via the arcane labyrinth of the military contract world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat we\u2019re finding as we drill down is, if you got two and three layers of holding companies, all of a sudden China Inc. is the owner,\u201d Spencer told Congress earlier this year. \u201cAnd we have to start paying attention to this, and we are.\u201d<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He has in several congressional committee hearings shared details of a Huawei-related incident involving a <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/01\/02\/ig-launches-review-of-military-sealift-command-readiness-problems\/\" title=\"\" class=\"\" target=\"_blank\">Military Sealift Command<\/a> contract for ship software.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Huawei was found to be a \u201cjoint venture partner\u201d with a division of GE that the Navy was contracting with, he told a House hearing in March.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHuawei is on the (National Security Agency) list for don\u2019t touch,\u201d Spencer said, and the Navy immediately worked to figure out what GE\u2019s relationship is with the company.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe turned around and said, \u2018Whoa, stop the horses,\u2019\u201d Spencer told the Senate Armed Services Committee last month. \u201cWe\u2019d like to know what this means.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spencer said GE officials reassured them that they were \u201cnot going to use any of the assets of Huawei, nor its software.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe said, \u2018Great, can we see the governance documents of the joint venture?\u2019 And things got very frosty,\u201d Spencer told the committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a result, the Navy had to insert \u201cprophylactic language in there that will protect us,\u201d he told the appropriations committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a continuing issue,\u201d Spencer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GE spokeswoman Una Pulizzi said the company has a non-binding memorandum of understanding between its digital division and Huawei from 2016, \u201cfor the purpose of exploring potential civil commercial activities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe MOU is disconnected from any of GE\u2019s US military engagements,\u201d she said in an email. \u201cWe addressed the Navy\u2019s questions related to the MSC contract and are moving forward.\u201d<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MSC spokesman Nathan Potter said Huawei was not involved in the Navy contract for GE\u2019s Predix Asset Performance Management software, which helps optimize maintenance costs and enhance performance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Navy and MSC concurred with GE\u2019s assessment that the software being used onboard possesses no additional vulnerability than any other server software currently on ships,\u201d Potter said in March. \u201cThe system adds no additional connections and no additional security risks. Also, Predix software will only be used ashore.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Huawei already sells products in 170 countries worldwide, and a current ad campaign on its U.S. website features \u201cWonder Woman\u201d actress Gal Gadot and the slogan, \u201cthe best phone you\u2019ve never heard of.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Company officials pushed back against security concerns in a statement to Military Times this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe remain committed to openness and transparency in everything we do and want to be clear that no government has ever asked us to compromise the security or integrity of any of our networks or devices.,\u201d officials said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon cited unspecified security concerns this week when it banned the sale of Huawei and ZTE products from military exchanges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHuawei and ZTE devices may pose an unacceptable risk to the Department\u2019s personnel, information and mission,\u201d DOD spokesman Army Maj. Dave Eastburn told Military Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon is evaluating whether it will need to implement a ban on the purchase and use of the company\u2019s products, he said, and troops using such devices \u201cshould be aware of the media coverage concerning the security risks posed by the use of the devices, regardless of where the service member purchased the device.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Risks exist when entities \u201cbeholden to foreign governments\u201d are allowed to operate in U.S. networks, FBI Director <a href=\"https:\/\/www.fbi.gov\/history\/directors\/christopher-wray\" title=\"\" class=\"\" target=\"_blank\">Christopher Wray<\/a> told the Senate\u2019s Select Intelligence Committee in February.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt provides the capacity to maliciously modify or steal information, and it provides the capacity to conduct undetected espionage,\u201d he said.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"798\" src=\"\/wp-content\/uploads\/2026\/08\/GettyImages-924423986.jpg.jpg\" alt=\"\" class=\"wp-image-88826\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-924423986.jpg.jpg 1200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-924423986.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-924423986.jpg.jpg?resize=768,511 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-924423986.jpg.jpg?resize=1024,681 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">People walk by the Huawei stand at the Mobile World Congress, the world&#8217;s biggest mobile fair, on Feb. 26, 2018, in Barcelona, Spain. Mark Warner, said at the hearing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMost Americans have never heard of all these companies,\u201d the Virginia Democrat said. \u201cWe need to make sure that this is not a new way for China to gain access to sensitive technology.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such concerns come after reports that China pilfered American stealth fighter jet designs to build its own versions over the years, among other alleged cyber-related nefariousness that some fear has narrowed the military gap between the two countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat Beijing has been very good at is targeting U.S. defense contractors, getting into their computer systems through various types of essentially cyber warfare and stealing the designs of some of America\u2019s best military assets,\u201d Harry Kazianis, defense studies director at the Center for the National Interest, told <a href=\"https:\/\/www.cnbc.com\/2017\/11\/08\/chinese-theft-of-sensitive-us-military-technology-still-huge-problem.html\" title=\"\" class=\"\" target=\"_blank\">CNBC<\/a> late last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On other U.S. government fronts, a bill has been introduced in the Senate that would prevent the government from using Huawei or ZTE products, or from contracting with companies that use them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Federal Communications Commission voted last month in favor of a plan that would limit the ability of the companies to sell their products in the United States, the <a href=\"https:\/\/www.nytimes.com\/2018\/04\/17\/technology\/huawei-trade-war.html\" title=\"\" class=\"\" target=\"_blank\">New York Times<\/a> reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Governments from Canada to Australia and other allies are now considering the security implications of Huawei as well, according to the <a href=\"https:\/\/www.wsj.com\/articles\/whos-afraid-of-huawei-security-worries-spread-beyond-the-u-s-1521561391\" title=\"\" class=\"\" target=\"_blank\">Wall Street Journal<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">National Security Agency head Adm. Mike Rogers told the committee that the challenges posed by companies like Huawei will only increase over time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Tom Cotton asked Rogers what U.S. mayors, county judges, university presidents and other functionaries should do if \u201cHuawei or ZTE comes bearing gifts for them.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI would say you need to look long and hard at companies like this,\u201d Rogers said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cotton asked the intel agency heads if any of them would ever use a Huawei or ZTE product, or recommend any American citizens use them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">None of the intel heads raised their
