{"id":45763,"date":"2025-10-15T18:46:55","date_gmt":"2025-10-15T18:46:55","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2025\/10\/15\/alcohol-sales-stay-possible-in-planned-army-campus-style-dining-halls\/"},"modified":"2026-08-08T04:24:12","modified_gmt":"2026-08-08T04:24:12","slug":"alcohol-sales-stay-possible-in-planned-army-campus-style-dining-halls","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/land\/2025\/10\/15\/alcohol-sales-stay-possible-in-planned-army-campus-style-dining-halls\/","title":{"rendered":"Alcohol sales stay possible in planned Army campus-style dining halls"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Contracting document language is raising questions about possible other new features that might be included as the U.S. Army launches a five-site \u201ccampus-style\u201d dining facility pilot program for possible expansion to installations across the service. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials, including Sergeant Major of the Army Michael Weimer, addressed questions about the pilot program, announced at the end of September, at the Association of the United States Army\u2019s annual meeting Monday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They didn\u2019t rule out possible alcohol sales at some locations and would not address whether soldiers could be asked to add a tip to a government-provided meal. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Weimer stressed that the dining pilot, designed to give soldiers more options and better meet their dining habits and needs while emphasizing nutritious choices, furthers the Army\u2019s goals of lethality and readiness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve got to feed the machine \u2026 we\u2019ve got to feed them in the field; we\u2019ve got to feed them at home station,\u201d Weimer said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd just like everything else we do in holistic health and fitness, nutrition is a huge part of that. Everything we put in our body is either going to help us seek peak performance or hurt us from accomplishing that goal.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Language in a 134-page January request for proposals raised concerns about limited accountability, undefined terms such as \u201cfresh\u201d and \u201chigh-quality\u201d related to food, and opportunities contractors might find to upcharge soldiers at mealtime and split the profits with the Army. The service published a <a href=\"https:\/\/www.army.mil\/article\/286699\/the_facts_about_the_armys_campus_style_dining_pilot\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.army.mil\/article\/286699\/the_facts_about_the_armys_campus_style_dining_pilot\">statement in June<\/a> pushing back on a Military.com <a href=\"https:\/\/www.military.com\/daily-news\/2025\/06\/25\/upcharging-food-selling-booze-armys-plan-privatize-dining.html\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.military.com\/daily-news\/2025\/06\/25\/upcharging-food-selling-booze-armys-plan-privatize-dining.html\">report<\/a> questioning the language, emphasizing that the pilot dining sites were supplementary to existing Army dining facilities, that alcohol sales would be evaluated as to whether they aligned with the goals of the pilot, and that soldiers would only be charged for items beyond the \u201cessential station messing\u201d provided meal. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to questions about alcohol sales, Col. Craig Thompson, deputy chief of staff for logistics, facilities and environment at Army Materiel Command, acknowledged the issue was still on the table. Moreover, he stressed the Army\u2019s definition of these new dining sites as morale, welfare and recreation &#8211; MWR &#8211; restaurants, rather than service dining facilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cJust like any other MWR restaurant in any installation, it is the senior commander\u2019s decision on how that\u2019s utilized, whether it\u2019s allowed or whether it\u2019s limited,\u201d Thompson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The panel twice would not acknowledge questions about whether a point-of-sale tip might be solicited, as contracting documents refer to tipped workers. But Cindy Smith, director of Supply Policy and Programs, said while the question was under the purview of AMC, it wasn\u2019t part of the Army\u2019s intent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf there were pressure for soldiers to tip \u2026 we would address that,&#8221; she said because the Army would not want soldiers, \u201cespecially your meal card soldier, who\u2019s not paying money at that point to eat\u201d to feel obliged to tip. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the first of the five campus-style dining facilities, the one at Fort Bragg, N.C., is not set to open until January, the Army is already evaluating opening 10 more facilities over the next 12 to 18 months, including one or two locations overseas. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Feedback from a <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2025\/08\/22\/pilot-program-at-fort-hood-gives-soldiers-more-dining-options\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.armytimes.com\/news\/your-army\/2025\/08\/22\/pilot-program-at-fort-hood-gives-soldiers-more-dining-options\/\">separate two-week pilot<\/a> at Fort Hood, Texas, in August, in which soldiers were able to use their meal card allowance for preset meals at base restaurants showed \u201clots of success,\u201d Thompson said with 70% of the 217 soldiers in the pilot choosing meals deemed \u201cgreen,\u201d or healthy. Soldier feedback will also be emphasized in the campus pilot, according to Maj. Gen. Gavin Lawrence, deputy chief of staff for logistics and operations at AMC, with soldiers able to access an evaluation form via QR code as they enter the facility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Weimer said the Army continued to learn lessons about privatization from its quarter-century private housing venture, which in recent years has come under scrutiny as reporting has revealed systemic problems with black mold and vermin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re looking for honest feedback from the soldiers at those five locations, and then the contract oversight we\u2019re going to be responsible for holding them accountable,\u201d Weimer said. \u201cIn our history \u2026 when, let\u2019s say, we have catastrophic success, and then we scale the contract, and then we\u2019re not paying attention as much as we were in the past.
