{"id":45836,"date":"2020-04-09T01:12:36","date_gmt":"2020-04-09T01:12:36","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/04\/09\/former-secnavs-trip-to-guam-for-in-person-speech-to-sailors-cost-243000\/"},"modified":"2026-08-08T08:23:01","modified_gmt":"2026-08-08T08:23:01","slug":"former-secnavs-trip-to-guam-for-in-person-speech-to-sailors-cost-243000","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2020\/04\/09\/former-secnavs-trip-to-guam-for-in-person-speech-to-sailors-cost-243000\/","title":{"rendered":"Former SECNAV\u2019s trip to Guam for in-person speech to sailors cost $243,000"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Thomas Modly\u2019s resignation as acting secretary of the Navy came less than one day after he told sailors aboard the aircraft carrier Theodore Roosevelt that their recently-fired commanding officer was either \u201ctoo na\u00efve or too stupid\u201d to command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although he later apologized for his word choice to sailors aboard the coronavirus-stricken ship, the trip to Guam had already taken its toll on Modly\u2019s professional career \u2014 and on the wallets of taxpayers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to estimates obtained by the <a href=\"https:\/\/www.washingtonpost.com\/national-security\/2020\/04\/08\/trip-guam-center-top-navy-officials-resignation-cost-taxpayers-least-243000\/\" target=_blank>Washington Post Wednesday<\/a>, Modly\u2019s last-minute tirade came with an airfare bill of $243,151.65.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The near quarter-million dollar tab included approximately 35 hours of round-trip flight time to Guam in a C-37B jet at a cost of almost $7,000 per hour, the Washington Post reported. The jet reportedly stopped to refuel in Hawaii on each leg of the trip.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The former acting Navy secretary flew to Guam to offer sailors an explanation for his hasty <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/04\/02\/navy-fires-theodore-roosevelt-skipper-following-leaked-letter-pleading-for-covid-19-assistance\/\">dismissal of Capt. Brett Crozier<\/a>. The former commanding officer of the Roosevelt was fired following the leak a letter he wrote, which was obtained by the San Francisco Chronicle, pleading for U.S. intervention to stifle a COVID-19 outbreak on the 4,800-person ship.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt was a betrayal,&#8221; <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/04\/07\/trump-stepping-in-as-dispute-over-aircraft-carrier-captains-dismissal-intensifies\/\" target=\"_blank\">Modly told Roosevelt sailors<\/a>, who just days earlier sent their commanding officer off amid rousing applause and chants of Crozier\u2019s name as he departed the ship for the last time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd I can tell you one other thing: because he did that he put it in the public\u2019s forum and it is now a big controversy in Washington, D.C. If he didn\u2019t think, in my opinion, that this information wasn\u2019t going to get out to the public, in this day and information age that we live in, then he was either A, too na\u00efve or too stupid to be a commanding officer of a ship like this. The alternative is that he did this on purpose.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Modly\u2019s job was immediately called into question by numerous Democratic members of Congress including House Armed Services Committee Chairman Adam Smith, D-Wash., who accused Modly of taking a \u201ctone-deaf approach more focused on personal ego.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHis decision to relieve Captain Crozier was at best an overreaction to the extraordinary steps the Captain took to protect his crew,\u201d Smith said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cActing Secretary Modly\u2019s decision to address the sailors on the Roosevelt and personally attack Captain Crozier shows a tone-deaf approach more focused on personal ego than one of the calm, steady leadership we so desperately need in this crisis.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Modly officially resigned less than 24 hours later, capping perhaps the most tumultuous public relations fiasco the sea service has ever encountered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense Mark Esper was notified of Modly\u2019s resignation Tuesday following a meeting between the two.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe resigned on his own accord, putting the Navy and the Sailors above self so that the U.S.S. Theodore Roosevelt, and the Navy as an institution, can move forward,\u201d <a href=\"https:\/\/twitter.com\/EsperDoD\/status\/1247625834011209728\">Esper said in an official statement<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of Wednesday Navy officials confirmed there are 286 cases of COVID-19 among the crew of the Theodore Roosevelt. The number of COVID-19 cases on the Roosevelt, of which Capt.
