According to a Pentagon report to Congress released on Wednesday, they are making plenty of progress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The country hit one of its big goals in 2020, according to the report, dubbed \u201cMilitary and Security Developments Involving the<a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2021\/11\/01\/pentagon-rattled-by-chinese-military-push-on-multiple-fronts\/\" target=\"_blank\"> People\u2019s Republic of China<\/a>,\u201d in mechanizing its force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In essence, their weapons and systems are now networked, and capable of transmitting data between systems, in order to gather information and intelligence, \u201cwhich if realized would provide Beijing with more credible military options in <a href=\"https:\/\/www.militarytimes.com\/news\/2021\/10\/26\/us-china-sparring-over-taiwan-heats-up-anew\/\" target=\"_blank\">a Taiwan contingency<\/a>.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis includes the [People\u2019s Liberation Army] developing the capabilities to conduct joint long-range precision strikes across domains, increasingly sophisticated space, counter-space and cyber capabilities, as well as the accelerating expansion of the PLA nuclear forces,\u201d a senior defense official told reporters on Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China\u2019s military now stands at roughly 2 million personnel, according to the report, with plans to modernize capabilities to improve readiness in every domain, from land and air battle to electronic warfare and cyber.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of those, 975,000 are in active-duty combat units. For comparison, the active-duty U.S. military stands at roughly 920,000 currently, with 2,300,000 troops overall when reserve components are included.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The PLA Navy is the largest in the world, according to the report, with 355 ships \u2015 <a href=\"https:\/\/www.defensenews.com\/naval\/2021\/06\/17\/navy-releases-long-range-shipbuilding-plan-that-drops-emphasis-on-355-ships-lays-out-fleet-design-priorities\/\" target=\"_blank\">a magic number<\/a> U.S. Navy advocates have argued for to keep the sea service competitive \u2015 145 of which are surface combatants.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2020\/09\/02\/what-war-with-china-could-look-like\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635774999538290744-mar-2015-dawn-blitz-5jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">What war with China could look like<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A host of scenarios could push China and the United States into some kind of conflict.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The PLA Air Force and Navy, which also has an aviation component, now makes up the third largest aviation force in the world, with more than 2,800 aircraft, more than 2,220 of those fighters, bombers and other tactical aircraft. The U.S., by comparison, has upwards of 13,000.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The senior defense official declined to talk about how this build-up is informing decisions about manpower or training in the U.S. military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But tension with Taiwan, and how the U.S. might be pulled into that conflict, is a thread throughout the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPLA spokespeople have stressed that the 2027 goal means that the Chinese military should comprehensively push forward the modernization of military theories, military organizational form, military personnel, and weapons and equipment,\u201d according to the report. \u201cIf realized, this would provide Beijing with more credible military options in a Taiwan contingency.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question of whether China intends to invade Taiwan, which has increasingly made its desire for independence known, has become a lightning rod in U.S.-China relations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd they often talk about, to deter war, to compel Taiwan to abandon moves toward independence, but we\u2019re also kind of looking &#8230; that they\u2019re preparing every contingency to unify by force, also, and wanting to be able to deter, to delay or otherwise, you know, to counter third-party intervention &#8230; they\u2019re looking at the United States or other allies and partners they think might intervene on Taiwan\u2019s behalf,\u201d the senior defense official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officially, the U.S. supports the \u201cOne China\u201d policy, which recognizes Taiwan as Chinese territory. But among politicians and regional experts, there has been discussion of supporting Taiwanese independence, up to and including military action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China is the U.S.\u2019s No. 1 military competitor, and much of the U.S. military\u2019s own modernization is geared toward deterring \u2015 if not engaging in \u2015 military clashes with China, most likely to be brought on by their use of force against their neighbors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the case of Taiwan, it would technically be a use of force against their own people, but because of an internal push for an independent, democratic Taiwan, U.S. sympathies are naturally aligned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So it\u2019s a gray area, whether the U.S. would stick its neck out to protect a population that is technically Chinese.<b> <\/b>And to deter Chinese aggression, the U.S. has maintained what it calls \u201cstrategic ambiguity,\u201d to keep the Chinese guessing about any potential response.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYes, we have a commitment to do that,\u201d President Joe Biden told Anderson Cooper in October during a CNN town hall, when asked if the U.S. would defend Taiwan against a Chinese invasion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was a big break from official policy, one that the White House quickly tried to squash.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere has been no shift,\u201d White House press secretary Jen Psaki told reporters the following day. \u201cThe president was not announcing any change in our policy, nor has he made a decision to change our policy.
