Now can Congress get defense work done?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">With weeks of divisive <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2020\/01\/22\/missing-defense-department-documents-get-renewed-focus-in-trump-impeachment-trial\/\" target=\"_blank\">impeachment arguments<\/a> behind them, members of Congress are now faced with the task of moving ahead on routine business connected to military issues without devolving into more partisan bitterness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That work begins in earnest next week, when the White House is expected to release its proposal for the <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/02\/04\/esper-issues-talking-points-before-pentagon-budget-roll-out\/\" target=\"_blank\">fiscal 2021 budget<\/a>. Lawmakers will spend the next few months negotiating among themselves and with President Donald Trump on increases to the budget for the Defense Department, <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/01\/30\/house-votes-to-curb-trumps-military-action-on-iran\/\" target=\"_blank\">national security priorities<\/a> and overseas foreign aid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That last topic was the focus of the Senate\u2019s three-week impeachment trial, where Trump was accused of withholding military aid to Ukraine in exchange for a political investigation into a presidential rival, former Vice President Joe Biden.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate ultimately declined to remove Trump from office by a largely party-line vote on Wednesday.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2020\/01\/22\/missing-defense-department-documents-get-renewed-focus-in-trump-impeachment-trial\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20021850574376.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Missing Defense Department documents get renewed focus in Trump impeachment trial<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Senate Republicans blocked a bid to mandate release of emails and notes related to military aid withheld from Ukraine.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The trial \u2014 and the months of House investigations that preceded it \u2014 included harsh accusations from party leaders of dishonesty and disrespect.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, with the trial finished, those same lawmakers have to meet again to begin working through budget outlines and military policy, something that several hoped will be a quick return to normalcy and civility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think we can all work together,\u201d said Senate Armed Services Committee Chairman Jim Inhofe, R-Okla., when asked about post-impeachment business on Capitol Hill. \u201cIn fact, it\u2019ll be more than normal, because we\u2019re neglecting things now. There are things that we\u2019re supposed to be doing, not just in defense but in other committees \u2026 that have been frozen.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inhofe\u2019s committee has already held one hearing related to the fiscal 2021 defense budget, in an attempt to keep the committee on schedule. Committee ranking member Sen. Jack Reed, D-R.I., said he is worried about falling behind, but expressed less optimism than Inhofe about lingering impeachment anger.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn terms of procedure, we will move right into the hearings,\u201d he said. \u201cThe substance and context might be affected a little. But long-term problems, we\u2019ll see next week.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outside experts said Democratic leaders \u2014 particularly House Speaker Nancy Pelosi, D-Calif. \u2014 will be under increased pressure to oppose administration moves on defense funding, especially considering the military aid at the center of impeachment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And while House Democrats have said they will continue investigating the president, they\u2019ll also likely be motivated to prove they can still govern effectively in contrast to Trump\u2019s accusation that they sidelined real congressional responsibilities to attack him, according to Democratic strategist Jim Manley, a former top aide to then-Senate Majority Leader Harry Reid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Manley added that \u201cthere\u2019s going to be a lot more anger&#8221; from the Democratic caucus. He also expects that the president \u201cis going to continue to push the envelope, and I assume Republicans will stick with him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Open government advocates believe Trump\u2019s clampdown on his administration\u2019s cooperation with the impeachment investigation will mean less transparency. Recent weeks have seen intelligence officials refuse to appear for an annual hearing on worldwide threats for fear of contradicting the president.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have grave concerns than an acquittal will be read by the executive branch as approval for stonewalling Congress\u2019s constitutional oversight duties,\u201d said Mandy Smithberger, of the Project on Government Oversight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the presidential and congressional elections slated for November, prospects for major legislation and an on-time federal budget (the new fiscal year starts in October) were already slim.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2020\/02\/05\/trump-praises-us-military-build-up-but-vows-overseas-troop-cuts-in-state-of-the-union-address\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1198669773.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Trump praises US military buildup but vows overseas troop cuts in State of the Union address<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The president&#039;s remarks drew voracious praise from Republicans and grumbles from Democrats attending the annual event.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Jonathan Burks, who worked as a top aide to former House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell, said he expects House and Senate Democrats will likely push to wait until after the election to cut any deals with Republicans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re not going to get along on any appropriations deal or NDAA just because of wanting to wait out the president,\u201d Burks said. \u201cSenate Republicans aren\u2019t going to be able to drive any decision outcomes because they can\u2019t get to 60 without Democratic cooperation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whatever partisan animosity might exist, it hasn\u2019t impeded cooperation on federal spending discussions between Senate Appropriations Committee Chairman Richard Shelby, R-Ala., and ranking member Patrick Leahy, D-Vt. The two said they have been meeting quietly ahead of the president\u2019s FY21 proposal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Retiring House Armed Services Committee ranking member Mac Thornberry, R-Texas, said he thinks the election will be a larger factor in the coming months than lingering anger from impeachment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he also said that\u2019s likely an insignificant distinction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think Democrats and Republicans think it\u2019s important to try and hold things together as well as we can, especially when it comes to the military,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut do I expect a lot of production out of the House this year? Of course not.
