{"id":46489,"date":"2019-07-12T17:31:25","date_gmt":"2019-07-12T17:31:25","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/07\/12\/military-budget-showdown-set-as-democrats-advance-authorization-bill-over-gop-objections\/"},"modified":"2026-08-08T09:52:29","modified_gmt":"2026-08-08T09:52:29","slug":"military-budget-showdown-set-as-democrats-advance-authorization-bill-over-gop-objections","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/07\/12\/military-budget-showdown-set-as-democrats-advance-authorization-bill-over-gop-objections\/","title":{"rendered":"Military budget showdown set as Democrats advance authorization bill over GOP objections"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 House Democrats on Friday advanced a contentious <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/06\/12\/lawmakers-push-and-pull-over-750b-ndaa-top-line-at-hasc-markup\/\" target=\"_blank\">$733 billion defense policy bill<\/a> packed with <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/07\/10\/house-democratic-leaders-hopeful-progressive-wing-wont-derail-defense-policy-bill\/\" target=\"_blank\">progressive priorities<\/a> that sets up a showdown <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/06\/27\/us-senate-passes-its-defense-policy-bill-86-8-setting-up-fight-with-house\/\" target=\"_blank\">with Senate Republican<\/a>s and the White House in coming months over the future direction of the Defense Department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among the key points of conflict behind the 220-197 vote: <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/07\/10\/war-powers-debate-teed-up-for-defense-policy-bill\/\" target=_blank>limits on the president\u2019s power<\/a> to wage war on Iran; new rules allowing transgender recruits to join the ranks; restrictions on the U.S. nuclear arsenal; and overall spending levels for military missions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amid heated debate, Republicans accused Democrats of passing an unrealistic \u201cmessaging bill\u201d in contrast to the typically nonpartisan tone of the expansive defense policy legislation. None voted for the final bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Minority Leader Kevin McCarthy, R-Calif., said that even though the legislation included non-controversial priorities like the annual military pay raise and improvements to modernization programs, his political rivals had made the measure too unpalatable to support.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/07\/08\/congress-returns-to-budget-stalemate\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1134492095.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Congress returns to budget stalemate<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Lawmakers returning to Washington, D.C., this week are in a race against the clock to reach a budget deal to ease statutory spending caps and avoid a government shutdown starting Oct. 1.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThe (authorization bill) was a test for this new majority,\u201d McCarthy said. \u201cIt was a test of whether they could put their radicalism aside and work across the aisle to do what was right for the country. The Democrats \u2026 failed that test.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But House Armed Services Committee Chairman Adam Smith, D-Wash., blamed Republicans for pushing the military policy bill into partisan rancor, saying they seemed set on voting against any measure his party put forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have put together a good bill,\u201d he said just before Friday\u2019s vote. \u201cThe reason Republicans oppose it is for purely partisan reasons. They want to be able to give speeches like the one the minority leader did, saying Democrats don\u2019t care about national security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe care about national security. In fact, I\u2019ll tell you our bill isn\u2019t just good, it\u2019s better than the ones that the Republican Party has put together, because we believe the Pentagon should be accountable.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In coming weeks, the House and Senate will work to reconcile their competing versions in hopes of finding a compromise later this year and continuing the legislation\u2019s 58-year streak of successful passage into law.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/06\/27\/us-senate-passes-its-defense-policy-bill-86-8-setting-up-fight-with-house\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Iran-3.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Senate passes its defense policy bill 86-8, setting up fight with House<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The GOP-controlled Senate passed its FY20 NDAA, teeing up fights with Democrats over its top-line, America&#039;s nuclear arsenal and President Donald Trump\u2019s war powers.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>** Funding fight<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most divisive issue surrounding the fiscal 2020 defense authorization bill is its total spending target. President Donald Trump has issued a veto threat of the House draft, in large part because Democrats proposed $17 billion less than his spending request for next fiscal year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democrats noted that military leaders publicly embraced the idea of a $733 billion defense budget last year, before they convinced Trump to request the higher number. Smith dismissed GOP maximalist arguments as \u201cpure partisanship.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf we had said $750 billion they&#8217;d be on the floor saying, not enough, it\u2019s got to be $775 billion,\u201d Smith said. \u201cWith Democrats working on this bill, this bill is better for national security because we don&#8217;t believe in sending a blank check to the Pentagon. Sending a blank check to the Pentagon is not in the best interests of our troops or our national security.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But House Armed Services Committee ranking member Mac Thornberry, R-Texas, said the lower defense funding target \u201csimply doesn\u2019t provide our military men and women with the resources needed to adequately protect the homeland.\u201d Democrats defeated a last-minute procedural maneuver from Thornberry to boost spending up to nearly $740 billion, including a 4 percent pay raise and additions to training, readiness and personnel accounts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both sides expect the spending gap to be negotiated as part of a broader federal budget deal later this year, one that must be reached by Oct. 1 to avoid a partial government shutdown. That looming budget deadline will dictate much of the progress on authorization bill negotiations, and when the final measure will be completed.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/06\/28\/senate-shoots-down-attempt-to-curb-trumps-iran-war-powers\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"243\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1158825820.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Senate shoots down attempt to curb Trump\u2019s Iran war powers<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Senate\u2019s Republican majority defeated a war authorization measure Friday meant to bar President Donald Trump from launching a military strike against Iran without Congress\u2019s permission.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>** Progressive priorities<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the lead-up to Friday\u2019s House vote, Democratic lawmakers added provisions allowing transgender recruits to join the military (10 Republicans went along with the idea), overturning rules barring medical malpractice lawsuits against the military (Republicans have voiced concerns about the potential costs), and eliminating the so-called \u201cwidow\u2019s tax,\u201d which strips thousands of dollars in benefits from surviving spouses of some deceased troops (also a cost-concern issue).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democrats defeated a Republican amendment, mostly along party lines, aimed at reversing the bill\u2019s ban on deployment of a new submarine launched low-yield nuclear warhead. Republicans charged the provision amounted to \u201cunilateral nuclear disarmament,\u201d but Smith countered the bill overall would increase funding for the arsenal by 4 percent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rules allowing the transfer of Guantanamo detainees to the American mainland, restrictions on armed forces\u2019 response to Iran and participation in Saudi-led operations in Yemen, and expansion of contraceptive access in the military also drew more Republican opposition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democrats passed another amendment to bar the use of Defense Department funds to house foreign nationals held by U.S. Immigration and Customs Enforcement. House Homeland Security Committee Chairman Bennie Thompson, D-Miss., said the goal was to stop military money \u201cfrom being used as President Trump\u2019s personal piggy bank to circumvent the will of Congress.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those provisions also drew the ire of White House officials, who have sparred with Democratic leaders for the past year over funding for controversial border security projects in southern states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other progressive-backed amendments to severely restrict military personnel and funding for immigration operations along the border failed to gain enough support to be added to the defense policy measure. However, Democratic leaders did include language in the bill blocking Trump\u2019s Pentagon from shifting billions in defense funds to wall construction projects, as the administration attempted earlier this year.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/07\/10\/widows-tax-block-on-military-malpractice-lawsuits-would-be-repealed-in-house-defense-bill\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"228\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/IMG_0519fixed.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Widow\u2019s tax, block on military malpractice lawsuits would be repealed in House defense bill<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Leadership added the controversial changes on Tuesday in advance of debate on the must-pass budget measure.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>** Path ahead<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Negotiating which of those provisions survive will be left to conference committee members (and congressional staff) to work out in coming weeks. Last year\u2019s defense authorization bill was finalized before the congressional summer recess, but this year\u2019s work is expected to drag late into the fall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Thursday, Senate Armed Services Committee Chairman Jim Inhofe, R-Okla., said he believes many of those divisive provisions will have to come out in conference so that the bill can pass in the GOP-controlled Senate. His chamber passed its $750 billion draft last month with bipartisan support, 86-8.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In contrast with the heated rhetoric on the House floor Friday, Inhofe said Thursday he had a calm meeting with Smith earlier in the week to begin sorting out those differences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI had a nice visit, a long visit, with Smith, in my office yesterday, talking about the fact that we both have a commitment.
