He did not outline his concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republican and Democratic lawmakers say the wide-ranging defense policy bill, which the Senate sent to the president on Friday, would be tough on China and must become law as soon as possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both the House and Senate passed the measure by margins large enough <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/12\/08\/defying-trump-house-oks-defense-bill-335-78\/\" target=_blank>to override a potential veto from the president<\/a>, who has a history of failing to carry out actions he has threatened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe biggest winner of our new defense bill is China! <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2020\/12\/03\/fate-of-sweeping-military-personnel-policies-family-support-plans-rests-on-trumps-veto-threat\/\" target=_blank>I will veto<\/a>!\u201d Trump said in a new tweet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House did not immediately respond to an emailed request for comment on Trump\u2019s specific concerns about China.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2020\/12\/11\/timing-on-defense-bill-veto-could-cause-problems-for-congress-military\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6324308.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Timing on defense bill veto could cause problems for Congress, military<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">President Donald Trump has vowed to block the $740.5 defense authorization bill despite bipartisan support for the measure.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Senate Majority Leader Mitch McConnell, R-Ky., has said<a href=\"https:\/\/www.defensenews.com\/congress\/2020\/12\/03\/compromise-defense-bill-confronts-a-rising-china\/\" target=_blank> the bill would help deter Chinese aggression<\/a>. Other GOP backers of the measure, including Sen. John Thune of South Dakota, the second-ranking Senate leader, and Rep. Mike Gallagher of Wisconsin, a member of the House Armed Services Committee, have tweeted that the bill would counter threats from countries such as China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Jack Reed of Rhode Island, the top Democrat on the Senate Armed Services Committee, said Trump\u2019s declaration that China is the biggest winner in the defense bill is false. Reed also noted the shifting explanations Trump has given for the veto threats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPresident Trump clearly hasn\u2019t read the bill, nor does he understand what\u2019s in it,\u201d Reed said. \u201cThere are several bipartisan provisions in here that get tougher on China than the Trump Administration has ever been.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A potential override of a veto would be a first for Trump and would come not long before he leaves office Jan. 20. A two-thirds vote is needed in each chamber for the bill to become law without Trump\u2019s signature.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The president has made numerous threats over Twitter to veto the bill over a requirement that <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/11\/19\/military-pay-raise-at-risk-in-dispute-over-confederate-bases\/\" target=_blank>military bases honoring Confederate leaders eventually be renamed<\/a>. The current version <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2020\/12\/03\/military-pay-raise-safe-from-trumps-veto-threat-but-troops-bonuses-could-be-in-trouble\/\" target=_blank>affirms 3 percent pay raises for U.S. troops<\/a> and authorizes more than $740 billion in military programs and construction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The measure guides Pentagon policy and cements decisions about troop levels, new weapons systems and military readiness, military personnel policy and other military goals. Many programs can only go into effect if the bill is approved, including military construction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McConnell, in a rare break with Trump, had urged passage despite Trump\u2019s threat to veto it. McConnell said it was important for Congress to continue its nearly six-decade long streak of passing the defense policy bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the budget and pay raises it would provide, McConnell said the bill will \u201ckeep our forces ready to deter China and stand strong in the Indo-Pacific.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gallagher tweeted last week that the United States was at the beginning of a \u201cNew Cold War\u201d with China and that the defense bill \u201ctakes important steps to help us meet these challenges and ultimately win this competition.\u201d Thune had said in a tweet that the measure would help the U.S. defend against threats from China and Russia. \u201cIt\u2019s important for this bill to become law ASAP,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump tweeted last Tuesday that he will veto \u201cthe very weak\u201d defense bill <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/12\/04\/trumps-new-defense-bill-veto-threat-aims-at-sasc-chairman-inhofe\/\" target=_blank>unless it repeals Section 230<\/a>, part of the communications code that shields Twitter, Facebook and other tech giants from content liability. The White House said in a policy statement that \u201cSection 230 facilitates the spread of disinformation online and is a serious threat to our national security and election integrity.
