Adam Smith, D-Wash., explains how he feels congressional oversight of the military has to increase.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 In July, as lawmakers were putting the final touches on a<a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2018\/08\/01\/congress-finalizes-defense-budget-authorization-months-ahead-of-schedule\/\" target=_blank> $716 billion defense authorization bill <\/a>for fiscal 2019, members of the <a href=\"https:\/\/cpc-grijalva.house.gov\/uploads\/Binder21.pdf\" target=_blank>Congressional Progressive Caucus<\/a> unveiled their own plans to severely slash Pentagon spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Trump agenda drastically cuts programs supporting working families \u2026 while giving massive tax cuts to big corporations and bloating the military budget beyond belief,\u201d their proposed spending plan stated. \u201c(This plan) takes a very different path, reinvests in American families, and prioritizes funding for education, health care, jobs and clean air and water.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan called for reductions in the base Pentagon budget, eliminating overseas contingency spending and \u201cachieving a smaller force structure through gradual attrition.\u201d The caucus, a more liberal wing of the Democratic Party which includes 77 current House members, hopes the document would serve as a blueprint for the mainstream Democratic leadership should they take control of the chamber next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It received strong backing from Pentagon critics like Peace Action, Just Foreign Policy and Win Without War but only passing conversation from more moderate Democrats. But it has also served as a convenient boogeyman for Republican backers warning that a \u201cblue wave\u201d in the upcoming midterms would mean drastic cuts in defense spending and a backslide into a less prepared fighting force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent campaign speeches, President Donald Trump has repeated his mantra that \u201cour military will soon be the strongest it has ever been in the history of our country\u201d thanks to Republican moves in the last two years. He has accused the rival political party of being weak on national security and naive on the need for a better-funded military force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With a sizable number of Republican retirements in Congress and polls showing the possibility of significant Democratic pick-ups of district seats, military advocates may soon have to grapple with the possibility of again lobbying a politically divided government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Republicans hold on to both chambers, much of the defense debate on Capitol Hill will remain unchanged from the past year: a push for bigger defense budgets, focus on modernization and readiness improvements, and status quo on oversight of a host of overseas military operations. But predicting exactly what a Democratic takeover of the House or the Senate would mean for defense priorities next year remains unclear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While party leaders have stressed their <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/01\/04\/defense-funding-roils-2018-budget-fight\/\" target=\"_blank\">desire to plus-up the budgets<\/a> of non-military agencies, many want to pay for that through tax hikes rather than Pentagon cuts. The $716 billion defense authorization bill received support from nearly three-fourths of the Democrats in the House, including numerous members of the progressive caucus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democrats on both chambers\u2019 armed services committees fought with their Republican colleagues on <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/09\/20\/democrats-trying-to-ban-low-yield-nuclear-warhead\/\" target=\"_blank\">a nuclear build-up<\/a> and <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/04\/24\/all-4-service-chiefs-on-record-no-harm-to-unit-from-transgender-service\/\" target=\"_blank\">transgender<\/a> recruitment this year, but also broadly backed plans for equipment upgrades and have largely supported <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/02\/16\/senate-confirms-nuclear-weapons-chief-key-pentagon-officials\/\" target=\"_blank\">Trump\u2019s Defense Department nominees<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And defense issues barely received a mention in the \u201c<a href=\"https:\/\/www.democrats.senate.gov\/abetterdeal\" target=_blank>Better Deal<\/a>\u201d policy priorities list unveiled by House Minority Leader Nancy Pelosi and Senate Minority Leader Chuck Schumer last spring. Adam Smith and Rhode Island Sen. Jack Reed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the two, Smith has generally been the more outspoken. The 11-term congressman has has worked well with current HASC chairman Mac Thornberry, R-Texas, in advocating for a host of defense issues, but he has also been known to vote against defense spending over the years to defend the domestic side of the budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But in recent months, he has cast himself as more of a foil to the president\u2019s unchecked military growth, even boasting about conservative fears of his potential chairmanship during a recent debate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you read conservative opinions about, \u2018what if the Democrats take back the House,\u2019 one of the biggest arguments is \u2018you can\u2019t let Adam Smith be chairman of the Armed Services committee because he wants to cut the defense budget\u2019 \u2014 and they\u2019re right,\u201d he said at an Oct. 16 event. \u201cI think there\u2019s way too much waste, way too much inefficiency.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2018\/10\/23\/which-key-defense-lawmakers-are-up-for-election-this-year\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"207\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_18192699227259.jpg_55a8c5.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Which key defense lawmakers are up for election this year?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">See our searchable graphic for the 60 lawmakers on the armed services committees who will be on the ballot this fall.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Smith said as chairman, he would push for Congress to <a href=\"https:\/\/www.defensenews.com\/smr\/defense-news-conference\/2018\/09\/05\/cuts-to-nuclear-spending-and-oversight-of-socom-what-to-expect-from-a-democratic-hasc\/\" target=\"_blank\">reassert its oversight role<\/a>, particularly in places like Niger and Yemen, where U.S. involvement is little understood by the American public. He wants the committee \u201cactively engaged\u201d in fighting for the rights of women and members of the LGBTQ community to take part in military service however they desire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And he, like House Democratic leaders, has <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/04\/19\/house-democrats-want-war-authorization-repeal-but-path-is-unclear\/\" target=_blank>called for<\/a> the post-2001 war authorizations to be repealed and replaced with new parameters for sending troops overseas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Trump White House, by and large, has let the Pentagon have a lot of free rein,\u201d Smith said. \u201cI think that\u2019s inappropriate, and I think there is a real role for Congress to step in where the White House has stepped back to make sure our military is not engaged in ways\u201d contrary to American values or interests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith is a supporter of <a href=\"https:\/\/www.airuniversity.af.mil\/Portals\/10\/SSQ\/documents\/Volume-12_Issue-1\/Smith.pdf?utm_source=Strategic+Studies+Quarterly&amp;utm_campaign=9d1ed7ea3f-EMAIL_CAMPAIGN_2018_02_26&amp;utm_medium=email&amp;utm_term=0_4b8d69edd5-9d1ed7ea3f-214545441&amp;mc_cid=9d1ed7ea3f&amp;mc_eid=[UNIQID]\" target=\"_blank\">another base closure round,<\/a> <a href=\"https:\/\/www.defensenews.com\/smr\/defense-news-conference\/2018\/09\/05\/adam-smith-expects-future-defense-budgets-to-dip-below-716-billion\/\" target=\"_blank\">a smaller role for the U.S. military in the world<\/a>, and a <a href=\"https:\/\/www.defensenews.com\/smr\/defense-news-conference\/2018\/09\/05\/cuts-to-nuclear-spending-and-oversight-of-socom-what-to-expect-from-a-democratic-hasc\/\" target=\"_blank\">smaller nuclear weapons arsenal<\/a>. He opposed Trump\u2019s proposed 355-ship Navy and has touted his votes to end building Northrop Grumman\u2019s B-2 bomber and Lockheed Martin\u2019s F-22 fighter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He has blasted Republican tax cuts as incompatible with defense increases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve got debt, we\u2019ve got a deficit, we\u2019ve got infrastructure problems, we\u2019ve got health care, education. There\u2019s a whole lot that is necessary to make our country safe, secure and prosperous,\u201d Smith said at the Defense News conference in September. \u201cAnd you have to look at it within the entire picture.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHow much of that pie can go to defense? And I think we are going to take a more realistic look at that and then try to figure out how to fund it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, Smith has backed recent Republican-led defense budgets, including the largest year-over-year defense spending increase in 15 years. McCann\/Army)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><b>SASC chairman Jack Reed?<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Like Smith, Reed came into Congress in 1997 and has served as the top defense Democrat in his chamber for the last few years. Unlike Smith, the soft-spoken former Army Ranger has taken less of a public role than Smith, keeping most of his political posturing on Capitol Hill and off national news shows.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an interview with defense reporters earlier this month, Reed laid out an agenda for 2019 that closely mirrored priorities already emphasized by his Republican colleagues: More oversight over defense acquisition, more investigation into foreign adversary military aggression, more investment in military modernization, especially in artificial intelligence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But like Smith, Reed has talked about the need to boost non-defense spending even while backing bigger military budgets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNational security is not just the Department of Defense,\u201d he said. \u201cWhen you talk about the domestic side of the ledger, you\u2019re also talking about homeland security, FBI, a host of other programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo say we\u2019re just going to increase the top line (for defense), it\u2019s not going to help national security \u2026 This is not just \u2018if you get one, I get one.\u2019 For national security, we have to lift (spending) caps on both sides of the ledger.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reed has also been critical in recent months of Trump\u2019s interactions with Russian President Vladimir Putin, calling their meeting in July \u201cdisgraceful\u201d for the United States and blasting the U.S. president for sounding \u201clike Putin\u2019s press agent.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If he becomes chairman, that topic is likely to be a recurring focal point of the Senate hearing schedule. The defense authorization bill passed this summer included several provisions focused on supporting NATO and checking Russia, and Reed has said he\u2019ll make enforcement of those issues a top priority.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nato-priorities\/2018\/07\/10\/us-senate-votes-to-defend-nato-as-trump-attacks\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"224\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_18191698220633.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Senate votes to defend NATO as Trump attacks alliance<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">President Trump&#039;s verbal attacks on NATO set off a flurry of legislative activity in the US Senate aimed at expressing support for the beleaguered alliance.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Reed has been largely supportive of Trump\u2019s defense nominees, frequently praising Defense Secretary Jim Mattis as a calming voice within the administration. for a new Congress next year \u2014 and a template for how Democratic defense lawmakers will have to balance party loyalty with military policy \u2014 will be over the White House\u2019s push to create a new armed service dedicated to space.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump has touted a sixth military branch as an idea that has \u201cbeen well received even in Congress, bipartisan.\u201d In fact, the plan, which some estimates put at <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/air-force-association\/2018\/09\/17\/air-force-secretary-space-force-will-come-with-13b-in-added-costs\/\" target=_blank>adding almost $16 billion in defense spending over five years<\/a>, has proven to be <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/09\/18\/new-space-force-price-tag-fuels-skepticism-on-capitol-hill\/\" target=_blank>controversial among both parties<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But several Democrats have also voiced support for the idea, including Smith, who in public remarks last month called Trump\u2019s proposal \u201ca good idea.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Less than a week later, after internal pressure from his Democratic opponent and other party members, Smith released a statement to say he would \u201cwork toward a smarter, more effective approach.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He then noted concerns the proposal \u201cwould create additional costly military bureaucracy at a time when we have limited resources for defense and critical domestic priorities, and I do not believe it is the best way to advance U.S. national security.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reed in August said he does not like the idea, noting that \u201ca separate service with all of the infrastructure and the bureaucracy is not the way to go.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But regardless of their opinions now, both men\u2019s positions on the issue in January may be controlled by the larger issues surrounding military space policy: whether Democrats are pushing for defense funding cuts, whether Trump ties the issue to other controversial topics, or whether the opposition party simply wants to deprive the president of any political wins.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And that\u2019s before the inevitable tangling of military policy with immigration fights, larger budgeting issues and the intensifying politics around U.S. support for a Saudi-led offensive in Yemen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The mid-term elections will be held on Nov.
