{"id":47164,"date":"2019-05-23T20:39:59","date_gmt":"2019-05-23T20:39:59","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/05\/23\/senate-moves-toward-putting-300-million-and-more-teeth-to-fix-base-housing-woes\/"},"modified":"2026-08-08T13:20:05","modified_gmt":"2026-08-08T13:20:05","slug":"senate-moves-toward-putting-300-million-and-more-teeth-to-fix-base-housing-woes","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/05\/23\/senate-moves-toward-putting-300-million-and-more-teeth-to-fix-base-housing-woes\/","title":{"rendered":"Senate moves toward putting $300 million and more teeth to fix base housing woes"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Senators included more than $300 million for military housing oversight efforts and the outline of a new \u201ctenant bill of rights\u201d for <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2019\/02\/13\/more-than-half-who-took-survey-are-dissatisfied-with-military-privatized-housing\/\" target=_blank>military families<\/a> in their first draft of the annual defense authorization bill released Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate Armed Services Committee legislation also includes new contracting requirements for private housing firms working with the military, including additional quality control measures and health inspection schedules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2019\/02\/14\/black-mold-rodents-lead-paint-in-privatized-housing-no-rent-until-its-fixed-military-spouses-say\/\" target=\"_blank\">hearing from families <\/a>all over the country, we knew we had to take strong action,\u201d said Sen. Jim Inhofe, R-Okla., and chairman of the committee, said in a statement. \u201cWe worked together with military families and leaders to make important changes to privatized military housing, giving our families the peace of mind they deserve.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The moves \u2014 which will have to be approved by the full Senate and House before they become law \u2014 come after months of hearings and investigation into problems with privatized military housing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year, a Reuters investigation found evidence of mold, vermin and lead contamination in multiple base family housing units, and limited reaction from military officials to family complaints about the problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/04\/04\/are-the-militarys-housing-problems-fixed-or-just-covered-up-for-now\/\" target=\"_blank\">Military officials<\/a> have promised systemic reforms, and the Senate proposals are designed to force those changes through legislative mandates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new \u201ctenant bill of rights\u201d would include a new dispute resolution process for military families to report housing problems or unaddressed repair issues with private companies. The committee\u2019s version of that will similar to the one service officials have been crafting, but not identical, said Sen. Tim Kaine, D-Va., during a press call Thursday.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/04\/04\/are-the-militarys-housing-problems-fixed-or-just-covered-up-for-now\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5150323.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Are the military\u2019s housing problems fixed or just covered up for now?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Lawmakers say they are happy with the fixes so far, but worry that military officials haven&#039;t addressed oversight problems that allowed the housing problems to fester.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The most important aspect of the new provisions regarding privatized housing, he said, is allowing military families to have a say in withholding their rent when maintenance problems are not fixed, as those renting in the private sector are able to do, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs mad as I am at some of the housing providers\u2026.treating military families in a way they would never treat a commercial renter\u2026 I\u2019m even madder at the military, because it\u2019s the military that has to be responsive to the troops and their families,\u201d Kaine said. He said the main thrust of the provisions will be to hold the military responsible. More details will be provided later as officials release the text of the bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s pretty clear the military decided to outsource a function they didn\u2019t think was core to warfighting, they outsourced it to private contractors, and didn\u2019t give the program the oversight it needed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Committee staff said the bill also includes some new requirements for tracking by defense health officials of medical issues related to toxic exposure issues at substandard housing. The Army has established a registry to track such medical issues, but the other services have not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The legislation would also prohibit the Defense Department from giving some performance incentive awards \u2014 things like \u201cemployee of the month\u201d \u2014 to private housing firms, in an effort to maintain a more professional oversight distance between the government and contractors, according to committee. But families \u2014 and lawmakers \u2014 have also questioned why lucrative financial incentives are paid to the contractors even when their performance is not up to par.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Kirsten Gillibrand, D-N.Y. and ranking member of the personnel panel of the committee, said earlier this week the bill language would include reducing some \u201cextra housing payments\u201d military officials make to private housing contractors in order to \u201callow the services to use the funding to improve housing and incentivize better performance by contractors.\u201d Information isn\u2019t yet available about how the financial incentives are addressed in the bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Staff said in multiple interviews with troops and families, they heard complaints of an \u201cunholy marriage\u201d between contractors and local military officials, undermining attempts at accountability. In data released in February from an online survey, more than half of the 14,558 families who responded who live in privatized housing reported having a negative experience. The survey was conducted by the Military Family Advisory Network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill also includes nearly $302 million \u201cto ensure each installation has the necessary government housing personnel to implement thorough oversight and planning measures.\u201d Staff said they heard complaints of frequent turnover and staffing shortages in military offices charged with overseeing housing issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kaine said the bill also clarifies issues of which law enforcement agency \u2014 military or civilian \u2014 has jurisdiction in privatized housing areas that are outside the installation. It won\u2019t be one solution for all installations, but will make it the responsibility of the base commander \u201cto make sure there\u2019s clarity about who\u2019s providing the law enforcement response. In some cases it may be joint jurisdiction, which is fine, but it shouldn\u2019t be nobody\u2019s responsibility, and that needs to be clarified,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The defense authorization bill, which has passed annually for more than five decades, includes $750 billion in total defense spending. House Armed Services Committee lawmakers are expected to vote on their own draft of the legislation \u2014 with their own proposed housing reforms \u2014 next
