In 500-plus pages, it emphasized changes to revamp the way the military buys commercial products, information technology and major weapons programs, among other far-reaching ideas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When panel members on the hunt for ways to make the acquisition process more accessible visited one Silicon Valley firm flying under the Pentagon\u2019s radar, the members were alarmed to learn a Chinese delegation had visited only a week before, offering to buy the company\u2019s production capability, if not the company itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese are companies that the United States I guess knows about at some level, but the Department of Defense didn\u2019t know existed, they weren\u2019t interested and wouldn\u2019t know how to do business with them,\u201d Section 809 Panel Chair David Drabkin, a former General Services Administration official, said at Tuesday\u2019s rollout event.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe whole focus is to speed up the process to deliver what the war fighter needs,\u201d Drabkin said of the panel. \u201cWe\u2019re at war. We won\u2019t declare it, but there\u2019s a cyberwar going on. The effort \u2014 just the latest in a long line of acquisition reform efforts \u2014 has worked closely with Capitol Hill all along, and Drabkin was optimistic many of the recommendations, while bold, would be adopted by the congressional defense committees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With an eye toward rapidly buying cutting-edge capabilities for troops to address emerging threats, the panel would create new acquisitions categories under a \u201cDynamic Marketplace Framework.\u201d The framework would separate defense-unique development and replace commercial buying procedures with new procedures for \u201creadily-available capabilities\u201d and capabilities that are \u201creadily available with customization.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The idea is to give Pentagon officials more latitude to buy \u201cthe most up-to-date products and services in the least amount of time possible from the open, accessible marketplace, including nontraditional and other private-sector suppliers,\u201d according to a summary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Panel member Ross Thompson, a former Army acquisitions official and industry executive, spoke passionately about the need for Pentagon and congressional leadership to quickly adopt the panel\u2019s recommendations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTime to me today is turning faster than the Chinese and the Russians,\u201d Thompson said. \u201cIf we can\u2019t turn faster than they do, we\u2019re going to have people killed the next time we have a conflict. \u2026 Our sons and daughters are going to be affected by the inability to speed this process up without sacrificing quality and sacrificing cost.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/11\/17\/saving-americas-military-edge-will-take-money-and-new-ideas-dunford-says\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"202\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_18321606802757.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Saving America\u2019s military edge will take money \u2014 and new ideas, Dunford says<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. military needs Congress to provide sustained defense spending to maintain its eroding military edge \u2014 but also needs to start innovating, its top uniformed officer said Saturday.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>Protecting against budget chaos <\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The panel also made a series of recommendations for Congress to grant Pentagon acquisitions officials more spending flexibility \u2014 both to protect against Capitol Hill\u2019s <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/09\/13\/pentagon-set-to-win-first-on-time-budget-since-2008\/\" target=_blank>budget chaos and dysfunction<\/a> and to speed the acquisitions process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress\u2019 late budgeting has normalized stop-gap continuing resolutions that might keep the government running but bar funding for new-start programs, production rate increases and multiyear procurements. The panel recommends voiding those prohibitions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCurrent rules limit the flexibility of DoD\u2019s acquisition workforce in dealing with the realities of the marketplace such that near-peer competitors and nonstate actors have a decided innovation advantage,\u201d the summary argues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the 12 recommendations in this area, one most likely to make waves is to increase the threshold for reprogramming requests that need congressional approval relative to inflation. The $20 million threshold for procurement and $10 million threshold for development programs would both double, according to panel member Allan Burman, a former administrator for federal procurement policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another recommendation would delegate that below-threshold reprogramming decision authority down to portfolio acquisition executives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those recommendations aren\u2019t intended to weaken Capitol Hill prerogatives, according to Burman, but just how protective appropriators will be of their authorities remains to be seen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur prime recommendation, it goes without saying, is to pass the budget on time,\u201d Burman said. \u201cWe haven\u2019t for a
