National security adviser Jake Sullivan said Russia\u2019s aggression in the region did not fundamentally change the administration\u2019s plans, but did result in some parts of the document receiving revisions and updates.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2022\/05\/19\/republicans-lay-battle-lines-over-bidens-plan-to-retire-b83-megaton-bomb\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"220\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1238561956.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Republicans lay battle lines over Biden\u2019s plan to retire B83 megaton bomb<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Congressional Republicans are pushing back against the president\u2019s plan to retire an aging nuclear weapon, decrying the effort during a series of hearings this week dedicated to the administration\u2019s fiscal 2023 budget request for nuclear forces and atomic energy.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201c[The Ukraine war] presents in living color the key elements of our approach: the emphasis on allies, the importance of strengthening the hand of the democratic world and standing up for our fellow democracies, and for democratic values,\u201d he told reporters in a call unveiling the strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo watch how Ukraine unfolded, how the terms of geopolitical competition have sharpened up over the course of the past few months, and also being able to put on display how our strategy works in practice, I think all of those serve a purpose in terms of giving life to the document that we\u2019re releasing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy names Russia and China as major powers that threaten U.S. security, but it also notes an evolving terrorist threat from foreign militants and domestic extremists. A strong partnership means allies need to be incorporated at every stage of defense planning, the strategy states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe war in Ukraine highlights the criticality of a vibrant Defense Industrial Base for the United States and its allies and partners,\u201d the document says. \u201cIt must not only be capable of rapidly manufacturing proven capabilities needed to defend against adversary aggression, but also empowered to innovate and creatively design solutions as battlefield conditions evolve.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amid concerns from industry that efforts to work with allies are mired in red tape, President Joe Biden is seeking to \u201cremove barriers to deeper collaboration,\u201d the strategy says, \u201cto include issues related to joint capability development and production to safeguard our shared military-technological edge.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/commentary\/2022\/09\/27\/how-to-ensure-the-us-and-its-allies-have-the-weapons-they-need\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7429708.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How to ensure the US and its allies have the weapons they need<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Prioritization, not capacity, is the real issue facing allies as they continue to supply Ukraine but also to ensure NATO members have enough defense items.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<h1 class=\"wp-block-heading\">Nuclear plans<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy also pledges the U.S. will rely less on the threat of nuclear weapons as a strategic centerpiece, but also emphasizes the need to invest in modernizing the nuclear triad and the country\u2019s commitments to protect allies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNuclear deterrence remains a top priority for the nation and foundational to integrated deterrence,\u201d it states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It alludes to China\u2019s growing nuclear arsenal as a motivator for U.S. investment in its own weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBy the 2030s, the United States for the first time will need to deter two major nuclear powers, each of whom will field modern and diverse global and regional nuclear forces,\u201d the strategy says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sullivan, speaking with reporters, said the forthcoming Pentagon nuclear posture and missile defense strategies would \u201cdepart from some of the Trump-era formulas and [take a] step forward towards reduction.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress is poised to block the Biden administration\u2019s plan to cancel the submarine-launched cruise missile, known as the SLCM-N, and it has yet to decide on how it will approach the administration\u2019s plan to retire the B83 gravity bomb.
