He said he doesn\u2019t understand why America still holds onto its <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/02\/10\/senate-eyes-repeal-of-iraq-war-authorization\/\" target=\"_blank\">military authorizations<\/a> to wage war there, more than a decade after the fighting officially stopped.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMillions of servicemen and women answered a call to serve in Iraq, willingly and without question, and we did so without ever knowing a definitive end to our service,\u201d Marquez told reporters outside the Capitol on March 16. \u201cHowever, our force is not built to remain in a perpetual state of war.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers took their first real steps in addressing that this week as the Senate voted 66-30 on Wednesday to repeal the authorization for use of military force it gave to former President George W. Bush <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-military\/2023\/03\/17\/how-iraq-tours-helped-the-careers-of-these-sea-service-veterans\/\" target=\"_blank\">20 years ago<\/a> to invade Iraq.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2023\/02\/10\/senate-eyes-repeal-of-iraq-war-authorization\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP23039084309131.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Senate eyes repeal of Iraq war authorization<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Senate will vote this month to repeal two decades-old measures that approved American military action in Iraq.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">It\u2019s the first significant movement on the issue in years, and it comes just days after the 20th anniversary of the U.S. invasion of Iraq. More than 4,500 U.S. military members died there in the following decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate\u2019s vote to repeal of the 2002 bill \u2014 alongside a 1991 Gulf war authorization to defend Kuwait against Saddam Hussein \u2014 marks a significant milestone in congressional efforts to claw back lawmakers\u2019 warmaking authorities from the White House, ensuring that future presidents can\u2019t invoke them as a justification for military intervention in the Middle East.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe enemy against whom we declared war in 1991 and [2002] is no more; Iraq is a very different nation,\u201d said Sen. Tim Kaine, D-Va., told reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2023\/03\/17\/polls-show-support-for-iraq-war-drop-in-20-years-post-invasion\/\" target=\"_blank\">36% of Americans believe the U.S. was right to invade Iraq<\/a>, according to an Axios\/Ipsos poll conducted this month. That figure stands in stark contrast to a 2002 Pew Research survey conducted in the months before Congress\u2019 authorization, which found 73% of Americans supported invading Iraq.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kaine and bill cosponsor Sen. Todd Young, R-Ind., said that the move is important not just for wartime bookkeeping purposes but also to help signal a sense of completion to the millions of service members like Marquez who fought in the Middle East.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor veterans, we have to get a sense, and a feeling that our service in country meant something,\u201d said Marquez, now director of the American Legion\u2019s National Security Division. \u201cBy closing these existing authorizations, it gives us that closure \u2026 a sense that our mission was worthy of our cause and our sacrifice.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Former President Donald Trump invoked the 2002 Iraq war authorization as part of his legal justification for killing of Iranian Gen. Qasem Soleimani, then the commander of the Islamic Revolutionary Guard Corps Quds Force, via airstrike when he was traveling inside Iraq in 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLeaving outdated authorizations on the books can lead to abuse,\u201d Kaine said. \u201cThe president should have to come to Congress to start wars, but if there\u2019s authorizations on the books that are outdated, the president can try to torture its meaning.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House has issued a statement endorsing the Kaine-Young repeal, noting that it would not affect the 2,500 U.S. troops currently stationed in Iraq.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those troops are instead stationed there to fight Islamic State sleeper cells under a separate 2001 military authorization, which Congress passed in the wake of the 9\/11 attacks to target al-Qaida in Afghanistan. Tom Cole of Oklahoma, who oversees the House floor as Rules Committee chairman, co-sponsored the House version of the bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Foreign Affairs Chairman Mike McCaul, R-Texas, opposed previous efforts to repeal the Iraq war authorization, pointing to Trump\u2019s strike on Soleimani and arguing that the authority can be used to go after \u201cthe Iran-sponsored terrorist groups attacking our diplomats, our soldiers, our embassy and our citizens.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.militarytimes.com\/disaster\/2023\/03\/24\/us-launches-syria-strikes-after-contractor-killed-5-troops-wounded\/\" target=\"_blank\">U.S. launched retaliatory strikes on Iran-backed militias in Syria<\/a> last week after a drone attack killed a U.S. contractor and wounded several troops stationed there, citing the president\u2019s Article II self-defense authorities under the Constitution. The Iran-backed militias responded with another spate of attacks over the weekend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTehran wants to push us out of Iraq and Syria,\u201d Senate Minority Leader Mitch McConnell, R-Ky., said in a statement on Tuesday. \u201cWhy should Congress make that easier?
