Despite ongoing discussions between the Defense and Homeland Security departments, officials have said there are no parameters or milestones set that would allow a withdrawal from the border.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the answer, according to the <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/07\/28\/in-confirmation-hearing-northcom-nominee-talks-border-mission-and-military-force-against-civil-unrest\/\" target=\"_blank\">head of U.S. Northern Command<\/a>, is to increase the budget and modernize Customs and Border Protection, so they no longer need the military\u2019s support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think they need to be funded,\u201d Air Force Gen. Glen VanHerck told Military Times on Monday, during a Defense Writers Group event. \u201cI think they need to also utilize technology, technology of the future that can help them get away from a manpower-based, intensive problem, to one [where] they can utilize technology as well, to solve their challenges.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The roughly 2,500 federally activated Guardsmen still on site are there at the request of DHS, which has continually asked DoD for support so that their CBP agents can focus on detaining migrants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As troops aren\u2019t able to perform law enforcement activities, soldiers instead use surveillance equipment \u2015 as well as aviation \u2015 to detect movement along the border and give intelligence updates to CBP.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CBP has had trouble filling its ranks <a href=\"https:\/\/progress%20and%20challenges%20in%20recruiting%2C%20hiring%2C%20and%20retaining%20...https\/\/www.gao.gov%20%E2%80%BA%20products\" target=\"_blank\">for years<\/a>, but VanHerck\u2019s suggestion that technology could cover those manpower gaps is a new addition to the narrative.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/03\/24\/border-mission-should-be-a-homeland-security-job-says-head-of-northern-command\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4926087.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Border mission should be a Homeland Security job, says head of Northern Command<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Customs and Border Protection shouldn&#039;t use troops as a back-up forever, NORTHCOM boss said.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The White House budget request for 2023 would bump <a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/2022-03\/22-%201835%20-%20FY%202023%20Budget%20in%20Brief%20FINAL%20with%20Cover_Remediated.pdf\" target=\"_blank\">CBP\u2019s funding<\/a> up about $3 billion, with a roughly $1 billion addition to operations money. But it would slash the procurement account from about $900 million to roughly $400 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within that request is $60 million for three surveillance aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VanHerck didn\u2019t say whether he expects to fulfill another DHS request to keep troops on the border, but officials in general have hesitated to say that they see an end to the mission anytime soon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In November, Defense Secretary Lloyd Austin told Military Times that \u201cover time you\u2019ll see our presence diminish,\u201d which has borne out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At its peak, the border mission counted just under 5,000 troops. That number has steadily come down since 2019. Today, there are roughly 2,500 federalized National Guardsmen still doing surveillance and intelligence for CBP.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLet\u2019s be clear: this is a law enforcement challenge. And I\u2019m not authorized under law to conduct law enforcement operations,\u201d VanHerck said. \u201cAnd so we need to get those law enforcement agencies manned, trained and equipped with the
