{"id":47605,"date":"2022-10-06T15:56:38","date_gmt":"2022-10-06T15:56:38","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/10\/06\/senate-passage-of-defense-bill-pushed-back-until-november\/"},"modified":"2026-08-08T15:01:34","modified_gmt":"2026-08-08T15:01:34","slug":"senate-passage-of-defense-bill-pushed-back-until-november","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2022\/10\/06\/senate-passage-of-defense-bill-pushed-back-until-november\/","title":{"rendered":"Senate passage of defense bill pushed back until November"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/06\/16\/senators-back-45-billion-boost-in-defense-spending-for-fy23\/\" target=\"_blank\">annual defense authorization bill<\/a> will be on the Senate floor next week, but only for some procedural moves to set up a full debate on the measure in <a href=\"https:\/\/www.militarytimes.com\/news\/election-2022\/\" target=\"_blank\">November<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last month, Senate Majority Leader Chuck Schumer, D-N.Y., announced plans to interrupt the Senate\u2019s presumed <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/09\/30\/here-are-the-new-leaders-of-space-force-and-us-strategic-command\/\" target=\"_blank\">October break<\/a> to start work on the authorization bill, which sets policy priorities for <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/06\/15\/defense-spending-plan-for-next-year-will-see-a-significant-hike-lawmakers-say\/\" target=\"_blank\">defense spending<\/a> in fiscal 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The legislation \u2014 which includes a host of pay authorizations and new program starts \u2014 is considered a must-pass measure by lawmakers each year and has advanced out of Congress for more than 60 years.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2022\/06\/22\/no-consensus-yet-on-military-spending-for-next-year-except-for-more-of-it\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">No consensus yet on military spending for next year, except for more of it<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">House lawmakers on Wednesday offered new and conflicting plans for defense spending next year, setting up intense congressional debate in coming months over what the right level of military funding for fiscal 2023 should be.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In July, House lawmakers advanced plans for an $840 billion authorization bill that included spending plans above the White House\u2019s budget request to cover inflation costs, new equipment purchases and additional support for Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members of the Senate Armed Services Committee in July also backed a similar spending target in their NDAA draft. That measure will be brought before the full Senate on Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But only a few senators are expected to be in the chamber when that happens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Committee Chairman Jack Reed, D-R.I., and ranking member Jim Inhofe, R-Okla., are expected to make several non-controversial procedural moves to formally start floor work on the legislation, but delay other proceedings until after the November election.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Work in Congress on the authorization bill thus far has avoided some of the problematic controversies of past years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While total defense spending has been a point of debate between Republicans and Democrats, the fiscal 2023 proposal does not include major defense policy changes such as base name changes or an overhaul of the military justice system \u2014 two contentious issues that were included in recent authorization bills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the measure still remained stalled behind other legislative priorities in recent months. Committee officials are hopeful that the Senate can move quickly on advancing the measure in mid-November, and negotiations between House and Senate lawmakers on the separate drafts can be completed
