{"id":47631,"date":"2022-10-31T14:58:13","date_gmt":"2022-10-31T14:58:13","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/10\/31\/what-a-gop-win-in-november-would-mean-for-defense-policy-in-2023\/"},"modified":"2026-08-08T14:59:13","modified_gmt":"2026-08-08T14:59:13","slug":"what-a-gop-win-in-november-would-mean-for-defense-policy-in-2023","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2022\/10\/31\/what-a-gop-win-in-november-would-mean-for-defense-policy-in-2023\/","title":{"rendered":"What a GOP win in November would mean for defense policy in 2023"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">If <a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/09\/15\/republicans-threaten-lawsuits-budget-penalties-over-va-abortion-move\/\">Republican lawmakers<\/a> take control of either the House or Senate following midterm elections, experts expect bigger <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2022\/10\/11\/senators-confident-defense-budget-work-will-get-finished-this-year\/\">defense budgets<\/a>, more debate over <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/afghanistan\/2022\/08\/29\/gop-lawmakers-plan-more-hearings-oversight-on-afghanistan-withdrawal\/\">foreign military aid<\/a> and more fighting about how <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2022\/10\/13\/is-the-military-too-woke-to-recruit\/\">\u201cwoke\u201d military issues<\/a> affect national security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Republicans in September unveiled their pre-election \u201cCommitment to America\u201d outlining a host of policy priorities and changes for if they win control of the chamber, including a promise to \u201csupport our troops\u201d and \u201cinvest in an efficient, effective military.\u201d Leadership hasn\u2019t specified much of what that would entail, but outside observers say the public could see changes in Congress\u2019 approach quickly if the party wins in November.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe expect that a new Republican majority would execute an aggressive oversight agenda,\u201d said Michele Pearce, a former Republican staff lead and counsel for the House Armed Services Committee who now works for Covington &amp; Burling. \u201cWe expect both House and Senate defense committees to focus on the withdrawal of Afghanistan, supply chain risks, and defense topline funding.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2022\/10\/11\/senators-confident-defense-budget-work-will-get-finished-this-year\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Jack-Reed.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Senators confident defense budget work will finish this year<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The must-pass defense bill is expected to be completed sometime in December.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Unlike some past election cycles, foreign policy and national security are not at the forefront of this year\u2019s midterm elections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A recent Pew Research Center poll of more than 5,000 registered voters found 54% said those issues are \u201cvery important\u201d in their candidate selection this November, just 12th on the list of top concerns. The economy (79%), democratic stability (70%) and education (64%) led the list.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But a Republican takeover of either congressional chamber will have wide-ranging impacts on the military, even if candidates on the campaign trail aren\u2019t highlighting them now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019re going to see [House Armed Services Committee] Republicans focused on boosting the U.S. military\u2019s lethality and capability,\u201d a senior Republican congressional aide said. \u201cCongress has been focused on what is needed to deter China \u2014 right now, the top of the list includes munitions replenishment, military modernization and fixing recruitment issues.\u201d<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">The defense budget<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The defense budget is likely to rise again in fiscal 2024, but just how much depends on how much control Republicans have in next year\u2019s appropriations debates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fiscal 2023 defense budget still has not yet been finalized, but lawmakers are nearing agreement on a plan to spend around $815 billion on military programs, equipment and personnel. That\u2019s about 9% above fiscal 2022 spending levels, and 4% more than the White House requested for defense last spring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Much of that increase has to do with higher inflation costs not accounted for in the original administration request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But it also reflects success by minority Republican lawmakers in arguing for a sizable annual boost to the Pentagon. Moderate Democrats have largely sided with them in recent budget debates, rejecting calls from progressives to cut defense spending in favor of other domestic priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf Republicans win, they\u2019ll try and push for even more,\u201d said Valerie Shen, vice president for the national security program at Third Way, a left-leaning think tank. \u201cAnd they\u2019ll probably be successful, given the recent history.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Armed Services ranking member Jim Inhofe, R-Okla., and others in his caucus, have pushed for an annual 5% increase above inflation in defense spending as a floor for future budget packages. For fiscal 2023, that would have meant a military appropriations boost of somewhere around 13%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether they can get that sort of boost \u2014 as they did with a Republican-controlled House and Senate under the last Republican president, Donald Trump \u2014 will depend on how well election night goes for them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDefense spending is part of a federal budget, and it will inevitably get tied up in debates over non-defense discretionary spending, taxation, the federal debt and entitlement spending,\u201d said Byron Callan, managing director at the investment research firm Capital Alpha Partners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe idea that somehow you\u2019re going to open the floodgates of defense spending with Republicans in control of the House or the Senate, that\u2019s not a bet that I would take.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Seamus Daniels, a fellow for defense budget analysis at the Center for Strategic and International Studies, said he thinks it is a possibility \u2014 but only if Republicans win control of both chambers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf Republicans only take one chamber in the midterm elections, we may just see more parity,\u201d he said<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd if we have a partisan divide in Congress and with the White House, that can only lead to more gridlock and longer continuing resolutions, which is not what the Defense Department wants,\u201d Daniels added. \u201cThe fear is that even as [Republicans] push for bigger defense budgets, those fights may ultimately lead to longer delays in getting [a budget] for defense done.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/10\/13\/is-the-military-too-woke-to-recruit\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/180108-M-VP563-148.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Is the military too \u2018woke\u2019 to recruit?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">There&#039;s a lack of hard information on why propensity to serve is falling, and whether there&#039;s an ideological shift in attitude toward military service.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<h1 class=\"wp-block-heading\">The \u2018woke\u2019 military<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Republican lawmakers have made issues of diversity, gender equity and \u201ccancel culture\u201d a fixture of the 2022 campaign trail. And those same issues have crept into defense policy hearings over the last year, leading to some tense fights between conservative lawmakers and Pentagon leaders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outside observers expect that to become even more heated if Republicans control the gavel of either armed services committee next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t think they can be successful at changing many of these policies in any significant way, because the military brass has been open to these social policies,\u201d Shen said. \u201cBut I expect public statements and hearings and letters and whatnot, to keep the issues at the front.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent weeks, key members of the House Armed Services Committee have questioned <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/10\/21\/new-pentagon-abortion-policy-draws-ire-of-gop-praise-from-democrats\/\" target=\"_blank\">military policies on abortion access<\/a> and the teaching of critical race theory issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A senior Republican aide said House Armed Services ranking member Mike Rogers, R-Ala., is already planning \u201cquestions regarding DoD\u2019s vaccine mandate and how it\u2019s affected readiness.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Party members have also strongly criticized efforts in 2021 by the Pentagon and White House to investigate extremism in the ranks, questioning whether the real goal was to demonize some conservative and religious beliefs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thomas Spoehr, director of the conservative Heritage Foundation\u2019s Center for National Defense, wrote in an open commentary last month that \u201cwokeness in the military has become ingrained\u201d and said lawmakers need to rein in the time and resources spent on the issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Pentagon leaders have pushed back, saying the policies are geared toward improving morale and readiness, not pushing a social agenda.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/afghanistan\/2022\/08\/29\/gop-lawmakers-plan-more-hearings-oversight-on-afghanistan-withdrawal\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22229064409824.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">GOP lawmakers plan more hearings, oversight on Afghanistan withdrawal<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">If GOP leaders win control of either chamber of Congress, expect lawmakers to focus on mistakes by the White House at the end of the U.S. presence there.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<h1 class=\"wp-block-heading\">Afghanistan oversight<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">As part of their planned oversight work, House Republicans have promised intense investigations into the August 2021 withdrawal of U.S. troops from Afghanistan if they gain control of the chamber next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week, House Armed Services Committee member Rep. Mike Waltz, R-Fla., sent a letter to Pentagon leaders blasting them for a months-long overdue briefing on how Afghan intelligence was secured and archived in the wake of the withdrawal, and accusing leaders of trying to ignore the problems still there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe intelligence is clear: Al-Qaeda is re-forming in Afghanistan,\u201d he wrote. \u201cWe will once again be facing the prospect of terrorist attacks on American interests abroad and possibly the homeland itself.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unlike Democratic lawmakers \u2014 who thus far have focused much of their oversight on 20 years of missteps in Afghanistan \u2014 Republican leaders have called for a closer look at what they call the rushed withdrawal from the country, including potentially ignored signs that the Biden administration\u2019s plans imperiled U.S. service members\u2019 lives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In August, Rogers said officials involved in the chaotic drawdown \u201cmust be held accountable for their actions,\u201d adding that so far they have not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congressional hearings in his committee, the House Foreign Affairs Committee and others could begin as early as February, before the annual defense budget process begins.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2022\/10\/25\/pelosi-vows-more-ukraine-aid-amid-brewing-congressional-fight\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1244209512.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pelosi vows more Ukraine aid amid brewing congressional fight<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">It&#039;s unclear if she can deliver, as House Republicans vow to scale back Ukraine aid if they win the elections and progressives push for Russia diplomacy.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<h1 class=\"wp-block-heading\">Ukraine aid<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The question as to whether the Biden administration can continue sending billions in aid to support Ukraine against Russia\u2019s invasion may also hinge on the midterm results, as Republicans are dealing with a split on the issue between Trump-style populists and establishment party members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McCarthy said earlier this month the House would be less likely to pass generous Ukraine aid packages should his party win the November elections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPeople are going to be sitting in a recession, and they\u2019re not going to write a blank check to Ukraine,\u201d McCarthy told Punchbowl News. \u201cUkraine is important, but at the same time it can\u2019t be the only thing they do, and it can\u2019t be a blank check.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Morning Consult poll released October 24 found that only 29% of Republicans believe the U.S. has a responsibility to protect and defend Ukraine against Russia, versus 56% of Democrats. Overall, only 42% of U.S. voters believe that Washington should help Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nonetheless, Minority Leader Mitch McConnell, R-Ky., has vowed that a Republican-held Senate would go further than the Biden administration on Ukraine aid, noting it would \u201cfocus its oversight on ensuring timely delivery of needed weapons and greater allied assistance to Ukraine.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/ausa-digital-show-dailies\/2022\/10\/10\/us-army-brigade-in-africa-seeks-to-ward-off-chinese-russian-influence\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/6416277.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Army brigade in Africa seeks to ward off Chinese, Russian influence<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">However, current doctrine does not explicitly define the role of security force assistance brigades in responding to a crisis or conflict.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<h1 class=\"wp-block-heading\">China<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">China is the rare issue where there seems to be little conflict between Republicans and Democrats. Still, the issue is likely to be highlighted more by Republican lawmakers if they control congressional debate next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House GOP\u2019s \u201cCommitment to America\u201d vows that Republicans will establish a Select Committee on China. Republicans established their China taskforce early in 2020 after Democrats refused to participate, accusing former president Donald Trump of scapegoating Beijing for his mishandling of the COVID-19 pandemic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the current House China Task Force remains an entirely partisan Republican initiative for now, it has advanced hundreds of proposals \u2014 many of which enjoy robust bipartisan support. The task force has worked closely with Taiwan\u2019s diplomatic office and pushed to provide Taipei with more U.S. weapons at a faster pace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That also includes a congressional bipartisan consensus on nuclear modernization as China races to do the same.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019ve also seen Republicans make nuclear modernization a priority \u2014 as adversaries like Russia and North Korea threaten the use of nuclear weapons and as China has rapidly increased their nuclear arsenal,\u201d said the senior Republican aide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Centrist Democrats have joined Republicans in the draft text of the fiscal 2023 National Defense Authorization Act program to block the Biden administration from defunding the sea-launched cruise missile nuclear development program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House China task force also proposed subsidies and tax incentives to persuade manufacturers to develop semiconductors in the U.S. instead of China and other Asian countries as part of a broader effort to shore up the U.S. defense industrial base. Congress ultimately passed $52 billion worth of these subsidies into law in July.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Expect a push for more defense spending, more focus on China, and
