Colin Powell<\/i><\/a><i>.<\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate leaders filled three vacancies on the Joint Chiefs of Staff \u2014 including the chairman post \u2014 after a surprise breakthrough in the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/09\/19\/will-dems-change-senate-rules-to-push-ahead-military-nominations\/\" target=\"_blank\">ongoing chamber confirmation fight that has snarled hundreds of military promotions for months<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/pentagon\/2023\/05\/05\/what-gen-cq-brown-would-bring-as-chairman-of-the-joint-chiefs\/\" target=\"_blank\">Gen. Charles Q. Brown<\/a> was confirmed as the new Joint Chiefs chairman by an 83-11 vote Wednesday night. <a href=\"https:\/\/www.armytimes.com\/land\/2023\/04\/24\/biden-taps-army-vice-chief-to-be-services-top-officer\/?utm_source=facebook&#038;utm_medium=social&#038;utm_campaign=fb_at&#038;fbclid=IwAR2mBrZ-dfUrN821iPlX0v53xeGBqD6tvKHDHzPPiFYYwkiZqayfCv4nqRw\" target=\"_blank\">Gen. Randy George<\/a>, the nominee for Army chief of staff, and <a href=\"https:\/\/www.militarytimes.com\/news\/your-marine-corps\/2023\/09\/18\/as-both-the-no-1-and-no-2-marine-his-schedule-is-not-sustainable\/\" target=\"_blank\">Gen. Eric Smith<\/a>, the nominee for commandant of the Marine Corps, were confirmed on Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The news came as<a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/05\/04\/former-secdefs-blast-senator-over-irresponsible-nomination-holds\/\" target=\"_blank\"> Sen. Tommy Tuberville, R-Ala.,<\/a> prepared to force a chamber vote on Marine Corps nominee Smith, whose nomination has been held up since June by Tuberville as part of a <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/09\/06\/90-of-senior-military-posts-could-soon-be-caught-in-nominations-fight\/\" target=\"_blank\">blanket hold he has put on senior military promotions. <\/a>Tuberville has been pushing for votes on individual nominees, but Democratic leaders had balked at his demand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Schumer on Wednesday angrily blasted Tuberville\u2019s moves as partisan games but acknowledged that some confirmations needed to move ahead as soon as possible to keep the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/04\/25\/no-end-in-sight-to-senate-fight-over-military-nominations\/\" target=\"_blank\">ongoing political fight <\/a>from turning into a national security threat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDue to the extraordinary circumstances of Sen. Tuberville\u2019s reckless decisions, Democrats will take action,\u201d he said. \u201cIt\u2019s not the path a vast majority of senators on either side of the aisle want to go down, but Sen. Tommy Tuberville to end confirmation blockade have yet to yield results.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Schumer indicated he would oppose similar individual or small-group votes of defense nominees in the future. Ahead of Wednesday\u2019s votes, Tuberville said he was pleased with the outcome.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m OK with it,\u201d Tuberville said. \u201cI\u2019ve been saying that for months. Today we called them out on that, and they blinked.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tuberville\u2019s objections center on changes announced last fall to the Defense Department\u2019s abortion access policy, which allows travel stipends and leave time to service members forced to travel across state lines to access abortion services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House and congressional Democrats have called the move critical health care for service members. Defense Secretary Lloyd Austin has argued the policy allows the military \u201cto recruit, retain, and maintain the readiness of a highly qualified force.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Republicans have largely decried it as an illegal work-around of state and federal laws. House GOP lawmakers have included plans to roll back the military abortion policy in a series of pending defense budget bills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tuberville\u2019s holds have snarled the typically non-controversial military promotions process. Wednesday\u2019s deal filled in three key leadership positions but still leaves the fate of nearly 300 others in doubt.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The new Joint Chiefs<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/08\/14\/army-navy-and-marines-all-without-top-leaders-due-to-tuberville-holds\/\" target=\"_blank\">Currently, the Army, Navy and Marine Corps are without confirmed service chiefs<\/a> because of Tuberville\u2019s holds. In each case, the second-in-command leaders for the services are taking on the role of acting leader.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The chairman of the Joint Chiefs of Staff, Army Gen. Mark Milley, is set to retire at the end of the month. Brown is President Joe Biden\u2019s choice to replace Milley as the top uniformed officer in the military, and is the second Black officer to hold the post.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The prospect of leaving the most senior uniformed military post open for any stretch of time has caused significant concern within the Pentagon and White House, as well as around Capitol Hill.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2023\/05\/05\/what-gen-cq-brown-would-bring-as-chairman-of-the-joint-chiefs\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/CQ-Brown-flag.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">What Gen. Brown to succeed Army Gen. Mark Milley as the nation\u2019s top military officer.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Marine Corps was the first military service to face a senior leadership vacancy, following the legally required departure of Gen. David Berger in July.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith, officially the assistant Marine commandant until Thursday, took on Berger\u2019s responsibilities upon his predecessor\u2019s retirement. In his acting role, he could not issue the commandant\u2019s long-term planning guidance, and he doesn\u2019t have a deputy to help him juggle the work of leading the Marine Corps and serving on the Joint Chiefs of Staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith has refrained from criticizing Tuberville directly, in keeping with the norm that uniformed military leaders stay out of political fights. But he warned at his confirmation hearing in June that the hold on nominations could hamper military readiness. And he said in September that he fears his \u201cnot sustainable\u201d lack of sleep will make it hard for him to make good decisions, Marine Corps Times reported Monday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In August, the Army became the second military service to have no Senate-confirmed leader at the top. Gen. Randy George, the Army\u2019s vice chief of staff, also served as the Army\u2019s acting leader, performing a double duty akin to Smith\u2019s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brown previously served as Chief of Staff of the Air Force, and his promotion leaves that post vacant now.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Nominees still waiting<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Among the remaining pending nominees are Adm. Lisa Franchetti, Biden\u2019s pick to serve as the top Navy officer, and Gen. David Allvin, nominated to be the top Air Force leader. Those two had confirmation hearings last week and are expected to have their files forwarded to the full Senate in the next few weeks, where they will then face Tuberville\u2019s opposition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even with Smith now taking over the most senior Marine Corps post, he still lacks a top deputy, because Tuberville\u2019s remaining holds include Lt. Gen. Christopher Mahoney\u2019s nomination to be assistant commandant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same is true of George, who won\u2019t get the assistance of Army Lt. Gen. James Mingus, the vice chief nominee, unless the Senate confirms him sometime in the near future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ahead of Wednesday\u2019s vote, National Security Council spokesman John Kirby said the moves by the Senate were \u201cgood for the United States Marines, certainly good for the United States Army and good for the Joint Staff, but it ain\u2019t good enough for US national security. Eric Smith, who is both the acting and assistant commandant. \u201cIt\u2019s just, I have to make good decisions.\u201d<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">On Tuesday, officials from VoteVets \u2013 which has ties to the Democratic party \u2013 set up posters with the names and faces of all the blocked nominees on the grounds outside the Capitol. Tuberville said he was aware of the display but unmoved by it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier in the day, Senate Democrats blasted Tuberville for his continued obstinance and criticized his Republican colleagues for not doing more to end the blockade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe motto of the United States Marines Corps is not \u2018help out the top brass and leave everyone else behind,\u2019\u201d said Sen. Elizabeth Warren, D-Mass. \u201cSen. Tuberville evidently does not understand that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tuberville said he has no plans to change his stance on nominees now to speed up filling the remaining vacancies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey finally figured out I won\u2019t want to give in, and I\u2019m still not,\u201d he told reporters. \u201cLet\u2019s do these votes one at a time and or change the (abortion) policy back.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Sen. Tim Kaine, D-Va., said he was confident that Wednesday\u2019s breakthrough will produce more confirmation agreements in coming days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re going
