{"id":47860,"date":"2025-02-11T18:00:00","date_gmt":"2025-02-11T18:00:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2025\/02\/11\/ukraines-rare-earth-elements-could-help-keep-us-military-aid-flowing\/"},"modified":"2026-08-08T15:52:08","modified_gmt":"2026-08-08T15:52:08","slug":"ukraines-rare-earth-elements-could-help-keep-us-military-aid-flowing","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2025\/02\/11\/ukraines-rare-earth-elements-could-help-keep-us-military-aid-flowing\/","title":{"rendered":"Ukraine\u2019s rare earth elements could help keep US military aid flowing"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">KYIV, Ukraine \u2014 <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/ukraine\/\" target=\"_blank\">Ukraine<\/a> has offered to strike a deal with U.S. President Donald Trump for continued <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2024\/12\/30\/biden-announces-nearly-25-billion-in-military-aid-for-ukraine\/\" target=\"_blank\">American military aid<\/a> in exchange for developing Ukraine\u2019s mineral industry, which could provide a valuable source of the rare earth elements that are essential for many kinds of technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump said that he <a href=\"https:\/\/apnews.com\/article\/trump-ukraine-europe-rare-earth-russia-war-9af06a9f17dbaa49a05dcba3a3363977\" target=\"_blank\">wanted such a deal<\/a> earlier this month, and it was initially proposed last fall by Ukrainian President Volodymyr Zelenskyy as part of his plan to strengthen Kyiv\u2019s hand in future negotiations with Moscow.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2025\/02\/10\/us-officials-bound-for-europe-for-top-level-talks-on-ukraine\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"209\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP24332540851012.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US officials bound for Europe for top-level talks on Ukraine<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Top Trump administration officials will meet with European officials this week about how to end the war in Ukraine, U.S. officials said.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWe really have this big potential in the territory which we control,\u201d Andrii Yermak, chief of staff to the Ukrainian president, said in an exclusive interview with The Associated Press. \u201cWe are interested to work, to develop, <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-lammy-uk-98d5d741bee9481ea4c2f49ea4f636e7\" target=\"_blank\">with our partners<\/a>, first of all, with the United States.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here is a look at Ukraine\u2019s rare earth industry and how a deal might come together:<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What are rare earth elements?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Rare earth elements are a set of 17 elements that are essential to many kinds of consumer technology, including cellphones, hard drives and electric and hybrid vehicles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s unclear if Trump is seeking specific elements in Ukraine, which also has other minerals to offer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt can be lithium. It can be titanium, uranium, many others,\u201d Yermak said. \u201cIt\u2019s a lot.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China, Trump\u2019s chief geopolitical adversary, is the <a href=\"https:\/\/apnews.com\/article\/01902a5df8bf4a13bd46f401e914b46b\" target=\"_blank\">world\u2019s largest producer<\/a> of rare earth elements. Both the U.S and Europe have sought to reduce their dependence on Beijing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Ukraine, such a deal would ensure that its biggest and most consequential ally doesn\u2019t freeze military support. That would be devastating for the country, which has been at war for nearly three years after <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/ukraine\/\" target=\"_blank\">Russia\u2019s full-scale invasion<\/a> on Feb. 24, 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The idea also comes at a time when reliable and uninterrupted access to critical minerals is increasingly hard to come by globally.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is the state of the Ukrainian minerals industry?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Ukraine\u2019s rare earth elements are largely untapped because of the war and because of state policies regulating the mineral industry. The country also lacks good information to guide the development of rare earth mining.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Geological data is thin because mineral reserves are scattered across Ukraine, and existing studies are considered largely inadequate. The industry\u2019s true potential is clouded by insufficient research, according to businessmen and analysts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In general, the outlook for Ukrainian natural resources is promising. The country\u2019s reserves of titanium, a key component for the aerospace, medical and automotive industries, are believed to be among Europe\u2019s largest. Ukraine also holds some of Europe\u2019s largest known reserves of lithium, which is required to produce batteries, ceramics and glass.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2021, the Ukrainian mineral industry accounted for 6.1% of the country\u2019s gross domestic product and 30% of exports.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An estimated 40% of Ukraine\u2019s metallic mineral resources are inaccessible because of Russian occupation, according to data from We Build Ukraine, a Kyiv-based think tank. Ukraine has argued that it\u2019s in Trump\u2019s interest to develop the remainder before Russian advances capture more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The European Commission, the executive branch of the European Union, identified Ukraine as a potential supplier for more than 20 critical raw materials and concluded that if the country joins the 27-nation EU, it could strengthen the European economy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What happens next?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Details of any deal will likely develop in meetings between U.S. and Ukrainian officials. Zelenskyy and Trump will probably discuss the subject when they meet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. companies have expressed interest, according to Ukrainian business officials. But striking a formal deal would likely require legislation, geological surveys and negotiation of specific terms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s unclear what kind of security guarantees companies would require to risk working in Ukraine, even in the event of a ceasefire. And no one knows for sure what kind of financing agreements would underpin contracts between Ukraine and U.S companies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Susie Blann contributed to this
