{"id":47976,"date":"2025-04-10T18:00:36","date_gmt":"2025-04-10T18:00:36","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2025\/04\/10\/dod-issues-guidance-to-advance-civilian-workforce-overhaul\/"},"modified":"2026-08-08T16:23:47","modified_gmt":"2026-08-08T16:23:47","slug":"dod-issues-guidance-to-advance-civilian-workforce-overhaul","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2025\/04\/10\/dod-issues-guidance-to-advance-civilian-workforce-overhaul\/","title":{"rendered":"DOD issues guidance to advance civilian workforce overhaul"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Defense Department issued guidance this week aimed at moving forward with its efforts to restructure its civilian workforce, according to a <a href=\"https:\/\/media.defense.gov\/2025\/Apr\/08\/2003685574\/-1\/-1\/1\/WORKFORCE-ACCELERATION-RECAPITALIZATION-INITIATIVE-ORGANIZATIONAL-REVIEW.PDF\">memo<\/a> from Deputy Secretary of Defense <a href=\"https:\/\/www.defensenews.com\/pentagon\/2025\/03\/14\/senate-confirms-trumps-pick-for-deputy-secretary-of-defense\/\" target=\"_blank\">Stephen Feinberg<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The April 7 memo aligns with the March 28 Secretary of Defense <a href=\"https:\/\/www.defense.gov\/Portals\/1\/Spotlight\/2025\/Guidance_For_Federal_Policies\/Additional-OSD-Guidance-Initiating-the-Workforce-Acceleration-and-Recapitalization-Initiative.pdf\">memo<\/a> that called for an analysis of the department in hopes of reducing duplicative jobs, automating others and weeding out bureaucracy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo successfully deter America\u2019s adversaries and posture our Forces to prevail in combat, we must focus our efforts and our resources on our top priorities,\u201d the April 7 memo states. \u201cOptimizing the organizational structure and civilian workforce of the Department is foundational to that effort.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Secretaries of the military departments, chairman of the Joint Chiefs of Staff, directors of the defense agencies and field activities and Hegseth\u2019s principal staff assistants were instructed to provide a \u201cfuture-state\u201d organizational chart to the Under Secretary of Defense for Personnel and Readiness Jules W. Hurst III, pinpointing areas for consolidation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The under secretary has until Friday to submit those proposals to Hegseth\u2019s office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The April 7 memo offers a simple litmus test for judging a position\u2019s necessity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf this position didn\u2019t exist today, and we were at war tomorrow, would we create it?\u201d the memo states. \u201cIf the answer is no, it should be consolidated, restructured, or eliminated.\u201d<\/p>\n\n\n\t<aside military quality-of-life programs are exempt from the department&#039;s hiring freeze.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The letter lists several points of emphasis, including what\u2019s listed as \u201cmission-first alignment\u201d \u2014 where every civilian role that doesn\u2019t \u201cdirectly enable lethality\u201d should be \u201creclassified, outsourced, or removed\u201d \u2014 and \u201cflattened hierarchies,\u201d where supervision is reduced in favor of providing more decision making power to positions at every level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The memo also calls for the reduction of jobs with duplicate responsibilities, the elimination of reviews for a speedier \u201cprocess,\u201d reallocation of money that isn\u2019t directly tied to \u201cwarfighter outcomes,\u201d termination of civilian roles not tethered to operational priorities and leveraging of automation and artificial intelligence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBy cutting unnecessary layers, eliminating redundancy, and aligning every role to mission readiness, we ensure our ability to respond to any threat with speed, precision, and overwhelming force,\u201d the memo states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since President Trump took office, the Defense Department civilian workforce has seen several changes that broke with the status quo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In February, DOD civilian employees were <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2025\/02\/28\/dod-civilians-ordered-to-respond-to-what-did-you-do-last-week-email\/\" target=\"_blank\">ordered<\/a> by the department to reply to an email from Elon Musk \u2014 tasked with leading the Department of Government Efficiency \u2014 that asked for a five-point summation of their weekly accomplishments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Civilian employees were also <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2025\/03\/10\/dod-civilian-employees-given-1-spending-limit-for-travel-cards\/\" target=\"_blank\">barred<\/a> from using their
