{"id":48600,"date":"2026-07-29T12:00:00","date_gmt":"2026-07-29T12:00:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2026\/07\/29\/house-passed-defense-bill-includes-controversial-us-israel-tech-measure\/"},"modified":"2026-08-08T17:44:02","modified_gmt":"2026-08-08T17:44:02","slug":"house-passed-defense-bill-includes-controversial-us-israel-tech-measure","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2026\/07\/29\/house-passed-defense-bill-includes-controversial-us-israel-tech-measure\/","title":{"rendered":"House-passed defense bill includes controversial US-Israel tech measure"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The House of Representatives passed its version of the National Defense Authorization Act last week, leaving in place a <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2026\/06\/03\/lawmakers-quarrel-over-effort-to-boost-defense-tech-integration-between-us-and-israel\/\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2026\/06\/03\/lawmakers-quarrel-over-effort-to-boost-defense-tech-integration-between-us-and-israel\/\">controversial provision<\/a> that would encourage co-development and co-production between the U.S. and Israeli defense industrial bases. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2026\/06\/08\/house-panel-quashes-attempt-to-stop-integration-of-us-israel-defense-tech-sectors\/\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2026\/06\/08\/house-panel-quashes-attempt-to-stop-integration-of-us-israel-defense-tech-sectors\/\">House\u2019s version<\/a> of this provision, known as Section 219, proposes further integration between the U.S. defense industrial base and Israel\u2019s. It comes amid a dramatic shift in U.S. <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2026\/04\/07\/negative-views-of-israel-netanyahu-continue-to-rise-among-americans-especially-young-people\/\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.pewresearch.org\/short-reads\/2026\/04\/07\/negative-views-of-israel-netanyahu-continue-to-rise-among-americans-especially-young-people\/\">public opinion<\/a> about <a href=\"https:\/\/www.wsj.com\/politics\/policy\/israel-aid-vote-democrats-c2540c27\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.wsj.com\/politics\/policy\/israel-aid-vote-democrats-c2540c27\">military aid<\/a> to Israel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both the House and Senate versions of the provision would shift the model of security cooperation the U.S. and Israel now employ. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though there is already co-production between the two countries on weapons systems, those efforts historically have been limited to defensive systems like the Iron Dome. The House version creates an executive agent position within the Pentagon who would seek out and advocate for co-production opportunities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Ro Khanna, D-Calif., tried unsuccessfully to pass an amendment striking the measure when the bill was being debated in committee last month. Rep. Thomas Massie, R-Ky., has also been a vocal opponent. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Proponents of the measure, including House Armed Services Committee Chair Mike Rogers, R-Ala., have argued it \u201cactually improves oversight and accountability of these programs by designating a single official responsible for them.\u201d <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2026\/06\/08\/house-panel-quashes-attempt-to-stop-integration-of-us-israel-defense-tech-sectors\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-2273738158.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">House panel quashes attempt to stop integration of US, Israel defense tech sectors<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">&quot;Only the United States Congress would dream up at this moment, \u2018Let\u2019s actually do more for Israel,\u2019 not less,&quot; argued Rep. Ro Khanna, D-Calif.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Elias Yousif, fellow and acting director of the Conventional Defense Program at the Stimson Center, said the provision could create a situation in which there would be less oversight than traditional foreign military aid, which must be approved by Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"> \u201cThere are all these ways in which co-production\u2019s more ill-defined nature means that it creates opportunities for the executive branch to navigate the regulatory environment more easily,\u201d Yousif said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">John Ramming Chappell, an advisor on legal and policy issues in the Center for Civilians in Conflict\u2019s U.S. program, said he was unsure how the U.S. could benefit from the change. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cExpanding cooperative projects with Israel gives Israel more leverage over the United States and makes it even more difficult to promote accountability in the relationship as US and Israeli government priorities diverge and clash,\u201d Chappell said. \u201cBeyond that, it\u2019s unclear how much the U.S. will actually benefit from cooperative projects, they haven\u2019t historically been subject to meaningful oversight, and they expose the U.S. to <a href=\"https:\/\/www.nbcnews.com\/politics\/national-security\/pentagon-raised-threat-israeli-spying-us-highest-level-sources-say-rcna348565\" target=\"_blank\" rel=\"\">potential national security risks.<\/a>\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite passing in the House, the Senate version of the NDAA \u2014 including its version of Section 219, titled Section 1217 \u2014 could face a tougher battle. Several Democratic senators have said they will not vote on the NDAA until there is debate about the measure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Senate\u2019s bill has stalled, and next steps remain unclear, but it\u2019s likely that Senate and House stakeholders [will] negotiate a compromise bill with the presumption of including some version of this provision,\u201d Chappell said. \u201cWhile Congressman Smith, ranking member of the House Armed Services Committee, has expressed his opposition to the provision, it\u2019s unclear if he\u2019s going to push to remove it in negotiations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the NDAA passes with a measure like the House\u2019s Section 219 or the Senate\u2019s 1217, legislators have some leverage over how exactly it could play out, Yousif said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They \u201cneed to be much more forceful about closing regulatory gaps that the administration has used in the past to circumvent accountability and transparency,\u201d Yousif said. \u201cWhether that means definitional gaps on what constitutes assistance and what doesn\u2019t, or demanding more transparency mechanisms, reporting requirements \u2014 I think those are all opportunities and potential levers that lawmakers and others have.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The
