{"id":48997,"date":"2021-07-21T14:44:17","date_gmt":"2021-07-21T14:44:17","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2021\/07\/21\/path-for-darpa-tech-to-become-part-of-militarys-jadc2-enterprise-still-unclear\/"},"modified":"2026-08-08T18:37:31","modified_gmt":"2026-08-08T18:37:31","slug":"path-for-darpa-tech-to-become-part-of-militarys-jadc2-enterprise-still-unclear","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2021\/07\/21\/path-for-darpa-tech-to-become-part-of-militarys-jadc2-enterprise-still-unclear\/","title":{"rendered":"Path for DARPA tech to become part of military\u2019s JADC2 enterprise still unclear"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The<a href=\"https:\/\/www.c4isrnet.com\/show-reporter\/c4isrnet-conference\/2021\/04\/22\/darpas-plan-to-use-drones-to-find-drones\/\" target=\"_blank\"> Defense Advanced Research Projects Agency<\/a> has developed numerous tools that could help the U.S. military<a href=\"https:\/\/www.c4isrnet.com\/c2-comms\/2021\/06\/15\/part-1-what-the-budget-reveals-and-leaves-unclear-about-the-cost-of-jadc2\/\" target=\"_blank\"> connect its sensors and shooters<\/a>. The problem, a top DARPA official said, is getting the services to understand how to adopt novel software technologies with unique fielding requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve got a portfolio of about 20 technology programs spanning different functional areas providing the tools needed to do this very rapid, just-in-time integration to meet mission needs,\u201d Tim Grayson, who leads the DARPA Strategic Technology Office, said during a July 20 event hosted by the Mitchell Institute for Aerospace Studies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur real big challenge now is how to transition those. We don\u2019t have a nice, clean-cut program office where we can take our tools and put them directly in a classic, conventional program of record. They\u2019re not designed to do those kinds of things. They\u2019re enabling infrastructure.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Typically, DARPA produces an advanced technology that could be turned into a program of record by the services, which then continue to mature that product before competing a contract.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But many technologies DARPA is developing for the Pentagon\u2019s future war-fighting strategy of Joint All-Domain Command and Control don\u2019t need further development, Grayson said. They need the people who will use the new technologies so that the services can implement the advances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat we\u2019re really talking about doing is not buying technology, but buying bodies \u2014 buying human beings that will go out and use these tools to conduct mission planning,\u201d he said. \u201cIf you put it in that context, it does not sound like RDT&amp;E, but because it\u2019s technology and because it\u2019s coming from DARPA, because it smells like still needing to develop something \u2026 the current mindset is, it\u2019s got to go to some program of record.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One recent success story is the DARPA\u2019s <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2020\/12\/04\/congress-wants-to-know-more-about-the-pentagons-new-joint-warfighting-concept\/\" target=\"_blank\">System-of-systems Technology Integration Tool Chain for Heterogeneous Electronic Systems<\/a> program \u2014 also known as STITCHES.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tool can autonomously write a software patch that translates messages between platforms using incompatible data types. The Air Force recently started to integrate STITCHES, though Grayson said its path has been a \u201crocky road.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although STITCHES has been validated in 19 experiments, the services have been slow to adopt it because they can\u2019t figure out whether to pay for it with research and development funding or money set aside for sustainment, <a href=\"https:\/\/www.fedscoop.com\/stitches-darpa-program-jadc2-network-connector-falling-through-cracks\/\" target=\"_blank\">according to FedScoop<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force\u2019s 350th Spectrum Warfare Wing, which was established in June, is starting a \u201cSTITCHES Warfighter Application Team\u201d that will teach units how to use the STITCHES software and act as a help desk to support to established users of the tool.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSomeone from across the Air Force \u2014 or maybe, depending on policies, from across DoD as a joint activity \u2014 will call up SWAT and say I\u2019ve got an integration problem,\u201d Grayson said. \u201cThis can be anything from getting a new box on a platform to doing some large-scale JADC2 [combatant command] kind of exercise. The STITCHES team will go out [and] help them with that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Grayson acknowledged that most technologies under development by DARPA do not have a clear path to become part of the services\u2019 JADC2 efforts: the Air Force\u2019s Advanced Battle Management System, the Army\u2019s Project Convergence and the Navy\u2019s Project Overmatch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are \u201cbits and pieces\u201d that have been adopted by the services, he said. For example, the Air Force tested STITCHES and the agency decision-making tool <a href=\"https:\/\/www.c4isrnet.com\/c2-comms\/2020\/06\/16\/a-weapon-system-raises-its-hand-if-available-under-darpa-program\/\" target=\"_blank\">Adapting Cross-domain Kill-webs<\/a>, or ACK, during an <a href=\"https:\/\/www.c4isrnet.com\/it-networks\/2020\/09\/04\/behind-the-scenes-of-the-us-air-forces-second-test-of-its-game-changing-battle-management-system\/\" target=\"_blank\">ABMS experiment <\/a>in September 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Naval Air Systems Command has started to adopt DARPA\u2019s Dynamic Network Adaptation for Mission Optimization (DyNAMO) \u2014 which helps route information across networks to the user who needs it \u2014 for the Marine Corps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe challenge we have now that we are working with things like ABMS and the other JADC2 elements is, how do we keep coherence?\u201d Grayson said. \u201cMaybe the answer is experimentation, maybe it\u2019s program of record transition, but we\u2019ve got to maintain some kind of coherence across this federated portfolio as these programs go off and have their own
