However, the aide stressed that no date or witnesses have been locked in.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another source said that the hearing will likely include some combination of <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2020\/04\/22\/air-force-works-to-mitigate-ligado-deals-impact-on-gps\/\" target=_blank>Air Force Chief of Staff Gen. David Goldfein<\/a>, Chief of Space Operations Gen. Jay Raymond, DoD Chief Information Officer Dana Deasy, and\/or undersecretary of defense for research and engineering Michael Griffin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For years, department officials have argued that allowing Ligado access to L-Band will interfere with Global Positioning System capabilities, both for military and civilian use. Despite those concerns, the FCC voted unanimously on April 17 to move forward with <a href=\"https:\/\/www.c4isrnet.com\/2020\/04\/16\/fcc-chair-moves-towards-spectrum-sale-dod-calls-unacceptable\/\" target=_blank>Ligado\u2019s plan<\/a>.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/breaking-news\/2020\/04\/10\/fcc-to-approve-spectrum-plan-that-pentagon-claims-will-harm-gps\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1156913961.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">FCC to approve spectrum plan that Pentagon claims will harm GPS<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Pentagon and other government agencies have fought for years to keep Ligado Networks from getting approval to use L-Band spectrum, but that fight appears to be on its last legs.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Days later, an <a href=\"https:\/\/www.c4isrnet.com\/breaking-news\/2020\/04\/22\/fcc-and-ligado-are-undermining-gps-and-with-it-our-economy-and-national-security\/\">exclusive op-ed for C4ISRNET<\/a>, the chairmen and ranking members of both the House and Senate Armed Services Committees urged the FCC to reconsider, warning that the plan \u201ccould cost taxpayers and consumers billions of dollars and require the replacement of current GPS equipment just as we are trying to get our economy back on its feet quickly.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lawmakers added, \u201cwe expect the FCC to resolve Department of Defense concerns before moving forward, as required by law. If they do not, and unless President Trump intervenes to stop this from moving forward, it will be up to Congress to clean up this mess.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, the committee appears to be making the first move in that direction. If the invitation list holds, it will provide a platform for the department leaders who have been among the most vocal critics of Ligado\u2019s plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Griffin and Deasy co-authored a March 12 letter, first reported by C4ISRNET, asking the FCC not to go ahead with the move. On April 13, <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2020\/04\/13\/congressmen-demand-answers-on-gps-spectrum\/\">Deasy told reporters<\/a> \u201cwe continue to believe it\u2019s in the best interests \u2014 and I believe I can say this on behalf of all the agencies \u2014 it\u2019s in the interest of the government not to pursue the Ligado licensing request.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And on April 22, Goldfein said he and Raymond were in the early steps of finding ways to \u201cmitigate\u201d the damage that GPS would suffer from under the Ligado plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether representatives from Ligado will be invited to attend is unclear. <a href=\"https:\/\/www.c4isrnet.com\/opinion\/2020\/04\/24\/recalculating-gps-l-band-and-the-pentagons-untenable-position-on-5g\/\">Defenders of the <\/a>company\u2019s plan argue that L-band is necessary to grow the capabilities needed for an \u201cinternet of things\u201d economy to bloom, while citing data that testing shows GPS should not be impacted by the use of the
