AUGUSTA, Ga. \u2014 Leonel Garciga, the U.S. Army\u2019s new chief information officer, is known as a \u201cbureaucracy hacker\u201d in some circles.<\/p>\n\n\n\n

With such a moniker, indicating his dislike for red tape, come expectations. And one month into the role<\/a>, he indicated he\u2019s ready to sidestep outdated or unwieldy policy for much-needed modernization.<\/p>\n\n\n\n

\u201cWe\u2019ve got to move fast, right? We have to be able to adapt. We cannot be stuck with the bureaucracy,\u201d Garciga said at the AFCEA TechNet Augusta conference in Georgia on Aug. 16. \u201cI live for people telling me why I can\u2019t do something that\u2019s written down, or that I\u2019m already allowed to do, because of an interpretation.\u201d<\/p>\n\n\n\n

Garciga was named CIO in July. He succeeds Raj Iyer<\/a>, who after nearly three years atop the Army information-technology behemoth rejoined private industry.<\/p>\n\n\n\n

Garciga previously served as the top tech officer for Army intelligence and spent years at the Department of Defense\u2019s improvised explosive device research arm. He is also a Navy veteran.<\/p>\n\n\n\t
