{"id":49552,"date":"2023-09-02T16:09:46","date_gmt":"2023-09-02T16:09:46","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2023\/09\/02\/space-development-agency-launches-13-satellites-on-spacex-rocket\/"},"modified":"2026-08-08T18:40:07","modified_gmt":"2026-08-08T18:40:07","slug":"space-development-agency-launches-13-satellites-on-spacex-rocket","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/space\/2023\/09\/02\/space-development-agency-launches-13-satellites-on-spacex-rocket\/","title":{"rendered":"Space Development Agency launches 13 satellites on SpaceX rocket"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Space Development Agency launched its second batch of data transport and missile tracking satellites Sept. 2, laying the foundation for a constellation that will serve as the backbone of the Pentagon\u2019s vision for all-domain operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A SpaceX Falcon 9 rocket carried the 13 satellites to low Earth orbit, about 1,200 miles above the planet\u2019s surface. The mission lifted off from Vandenberg Space Force Base in California and featured 10 transport spacecraft built by Lockheed Martin, one from Colorado-based York Space Systems and two tracking satellites from SpaceX.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Four L3Harris-built tracking satellites previously slated to be on this mission will instead fly on a separate Missile Defense Agency launch later this year due to production delays.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The satellites are <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2023\/04\/04\/space-development-agency-enters-demonstration-phase-after-first-launch\/\" target=\"_blank\">part of SDA\u2019s Tranche 0 capability<\/a>, which will ultimately include 28 spacecraft \u2014 eight of which are designed to detect and track ballistic and hypersonic missiles and 20 that will use optical links to transfer data from space-based sensors to users on the ground. The total cost to develop, launch and operate Tranche 0 through fiscal 2025 is $980 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SDA considers the first 28 satellites its \u201cwarfighter immersion\u201d tranche, helping to demonstrate the feasibility of its plan to launch a constellation comprised of hundreds of small satellites, dubbed the Proliferated Warfighter Space Architecture. Future tranches will build on this capability, bringing new technology and performance enhancements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agency launched its <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2023\/04\/02\/spacex-rocket-launches-space-development-agencys-first-satellites\/\" target=\"_blank\">first 10 Tranche 0 satellites in April<\/a>, and program Director Mike Eppolito told reporters during an Aug. 30 pre-launch briefing the satellites are performing well in orbit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m incredibly happy with the progress we\u2019ve made with the satellites that we have on orbit at this point,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He noted, however, that SDA is still awaiting approval from the Federal Aviation Administration to operate its transport satellites that are equipped with Link 16 terminals that will allow them to push data gathered through satellite sensors to fighter aircraft and other weapon systems. The certification delay meant SDA wasn\u2019t able to participate in U.S. Indo-Pacific Command\u2019s<a href=\"https:\/\/www.defensenews.com\/battlefield-tech\/space\/2022\/12\/12\/space-development-agency-again-delays-inaugural-satellite-launch\/\" target=\"_blank\"> joint training exercise called Northern Edge<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eppolito said he expects the agency to receive waivers \u201cin the near term\u201d to allow it to demonstrate that capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhenever you\u2019re demonstrating new technology, there\u2019s always going to be policy hurdles,\u201d he said. \u201cPart of SDA demonstrating this new way of doing business is going to be dragging some of that policy along and making sure that we get policy changes on a timely basis that satisfies the pace at which we\u2019re building these satellites.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eppolito said overcoming policy hurdles is just one of the lessons SDA has learned from launching its first tranche of satellites. Another challenge the agency has faced is <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2022\/06\/08\/how-space-development-agency-contractors-are-mitigating-supply-chain-issues\/\" target=\"_blank\">building the industrial base needed to support its low Earth orbit constellation<\/a>. Tranche 0, he said, helped strengthen the supplier base for future capability layers and signaled to industry that the agency\u2019s demand for key components isn\u2019t temporary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think we\u2019ve shown industry that they can count on SDA to continue procuring these satellites,\u201d Eppolito said. \u201cThey\u2019re able to invest in our
