Gen. John Morrison, his uniformed counterpart.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bond, forged \u201cfrom day one\u201d in late 2020, would prove critical, Iyer said. The Army\u2019s top leaders tasked the pair with bringing to fruition what the non-defense world expects day in and day out: universal connectivity on technology that\u2019s easy to use, no matter the location, distance, weather or information sought.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt has been an exceptional partnership,\u201d <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2023\/01\/05\/us-army-chief-information-officer-will-depart-in-coming-weeks\/\">Iyer told C4ISRNET and Army Times<\/a> on Feb. 1, roughly one month after he announced, via a lengthy LinkedIn post, he would depart. \u201cWe had a common mission, a common objective.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That shared thread, he elaborated, was \u201cto fix all the mess that we had in the Army, that we\u2019ve all seen from either inside or from the outside.\u201d While Morrison, a self-described Army brat, sported decades of insider experience, including a stint as the chief of staff at U.S. Cyber Command, Iyer brought recently acquired private-sector panache.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It would prove a heavy lift and one that will likely outlast the tenures of both men.<b> <\/b>Critics and watchdogs, including the Government Accountability Office, have long poked the Pentagon for falling behind the tech implementation curve, and at least one viral letter has accused it of repeatedly failing<a href=\"https:\/\/twitter.com\/MichaelJKanaan\/status\/1485971712382492673?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1485971712382492673%7Ctwgr%5E6ede894e3b3907d72d95a5522585071ee12d68cb%7Ctwcon%5Es1_&#038;ref_url=https%3A%2F%2Ftaskandpurpose.com%2Fnews%2Fmilitary-computer-problems-air-force%2F\" target=\"_blank\"> to \u201cfix our computers.\u201d<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army in June 2020 decided to split the duties of the formerly combined position of CIO and G-6, or senior military adviser to the Army chief of staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leaders chose<b> <\/b>to hire both a<b> <\/b>CIO, who would serve as the lead information-technology adviser to then-Secretary of the Army Ryan McCarthy, and<b> <\/b>a general to oversee<b> <\/b>policy implementation and soldier priorities. Such a pace, Deputy Defense Secretary Kathleen Hicks said, was an \u201cextraordinary feat.&quot;<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The move was a smart one, said Iyer, who<b> <\/b><a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2022\/12\/06\/us-army-to-lay-out-communications-gear-needs-for-industry-at-tem9\/\" target=\"_blank\">came to the Army from industry<\/a><b> <\/b>and now plans to return. New challenges, such as a mandate for data centricity, demanded new perspectives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s been so much that\u2019s happened over the last two and a half years that, I mean, we even forget what we did three months ago,\u201d Iyer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From November 2020 to February 2023, Iyer advocated for <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2022\/12\/26\/qa-armys-jennifer-swanson-talks-data-mesh-and-digital-fluency\/\" target=\"_blank\">broader digital fluency<\/a>, expanded cloud computing, stricter contractor accountability and more. The Army has come to grasp, he said, the value of a standalone CIO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat the Army has now recognized is the importance of the CIO, the importance of running Army IT like a business,\u201d Iyer said. \u201cBecause, at the end of the day, for us to do all this essentially at cost-neutral, meant that you needed somebody with the business skills, the financial skills, to be able to run this Army IT like a business.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The next Army information technology czar may need more than business savvy, quick-wittedness and Pentagon levels of patience to find success. The role of \u201cmy successor,\u201d <a href=\"https:\/\/www.linkedin.com\/in\/drrajiyer\/\" target=\"_blank\">Iyer predicted<\/a>, without floating names or candidates, \u201cis going to be a lot more focused on providing oversight, because of all the decisions we\u2019ve already made.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think the model of bringing somebody in from industry, who is always current with technology, and who\u2019s able to bring a good outside perspective, able to ask a lot of tough questions, I think that\u2019s important,\u201d Iyer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And that raises another tough question: What\u2019s the future of <a href=\"https:\/\/www.armytimes.com\/home\/2022\/05\/10\/why-the-army-cio-wants-data-upgrades-now\/\" target=\"_blank\">the Army CIO<\/a>?<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Learning from \u2018systemic failure\u2019<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">One of Iyer\u2019s biggest takeaways from his time atop the Army information technology apparatus is that the service needs to enhance oversight of its modernization projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He acknowledged two debacles \u2014 the Army\u2019s ongoing efforts to launch a new human resources platform, the Integrated Personnel and Pay System-Army, and its once-scuttled, now-revived <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/01\/04\/congress-demands-answers-on-armys-tuition-assistance-failure\/\" target=\"_blank\">tuition assistance program, Army IgnitED<\/a> \u2014 that represent not just \u201cone single point of failure.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt was a systemic failure,\u201d Iyer said, bemoaning yearslong requirements, writing processes and projects with \u201ca single systems integrator,\u201d such as with the pay system.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/cyber\/2022\/12\/13\/army-one-star-general-fired-from-cyber-command\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"197\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/NSA.jpg_3f4b7b.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Army one-star general fired from Cyber Command<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The general was removed by U.S. Cyber Command&#039;s leader, Gen. Paul Nakasone, following a loss of confidence.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not soldier-led, it\u2019s not soldier-centered. It\u2019s someone else that\u2019s writing a set of requirements, either based on policy or something else, like legacy systems they\u2019re used to,\u201d he said. \u201cAnd then, as I said, we set artificial expectations on schedule, and then we turn over to industry and somehow expect miracles. So, I think there\u2019s a lot of blame to go on the Army side.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The across-the-board failures of the pay system and IgnitED, Iyer said, prompted \u201cdeep soul searching\u201d for the CIO and other senior leaders about the Army\u2019s future acquisition needs and practices. He doesn\u2019t think changes, which include a new authority that will permit <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/10\/10\/army-cio-on-email-tech-modernization-and-more\/\">multi-award developmental contracts<\/a> akin to weapons development competitions, go far enough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRemember, at the end of the day, I do not have authority over an acquisition program that\u2019s run by\u201d the assistant secretary of the Army for acquisition, logistics and technology, Iyer told C4ISRNET and Army Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBy statute, by law, <a href=\"https:\/\/www.defensenews.com\/land\/2022\/03\/25\/stinger-and-javelin-production-can-be-boosted-says-army-acquisitions-chief\/\" target=\"_blank\">the Army acquisition executive<\/a>, at ASA(ALT), is the only one that can provide oversight over those programs. So at best, the CIO can be an adviser. And I think we try to do everything we can to advise folks. (Davis Winkie\/Army Times)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Better oversight could improve contractor accountability on the part of the Army, which has historically struggled to diversify competition and keep costs down on information technology modernization projects, Iyer said. In the case of IgnitED, that meant his former employer had to go.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army fired Deloitte as its<b> <\/b>lead contractor for the project <a href=\"https:\/\/www.military.com\/daily-news\/2022\/06\/14\/army-dumping-contractor-behind-troubled-tuition-assistance-platform.html\">in June 2022<\/a>. The service is instead implementing a version of the Air Force\u2019s tuition assistance platform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iyer argued the Army is in a better position now to make \u201cearly decisions\u201d on whether to remove or replace contractors. He cited the service\u2019s choice to pull the plug on \u201cthree or four\u201d programs in fiscal 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the new human resources platform, Iyer said the Army had \u201ctoo much vested in that, and we saw the light at the end of the tunnel\u201d \u2014 despite multiple launch delays and public warnings from project officials that they were struggling with data integration between the platform and existing systems, a part of the project handled by a contractor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program ran into trouble following its January debut. Faults included a now-resolved outage that led to a backlog of delinquent discharge forms and benefits blackouts for <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2023\/01\/23\/health-benefits-interrupted-for-17000-soldiers-by-hr-platform-launch\/\">around 25,000 TRICARE recipients<\/a>.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Head in the clouds<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The Army sought $16.6 billion in cyber and information technology funding for fiscal 2023, or about 10% of the service\u2019s budget blueprint. Despite the request being \u201calmost flat,\u201d Iyer told reporters in June, the potential funding would posture the service for the challenges \u2014 some known, some not \u2014 of 2024, 2025 and beyond.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bulk of the ask, roughly $9.8 billion, was set aside for the Army network, a modernization priority spearheaded by the Network Cross-Functional Team, led by Maj. Gen. Jeth Rey, the <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2022\/06\/21\/five-questions-for-armys-robert-collins-as-he-moves-to-pentagon-acquisitions-office\/\" target=\"_blank\">Program Executive Office for Command, Control and Communications-Tactical<\/a>, led by Maj. Gen. Anthony Potts, and others. Approximately $2 billion was earmarked for offensive and defensive cyber operations as well as cybersecurity research and development. And slightly less than $300 million was expected to be spent on everything cloud.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/cloud\/2023\/01\/12\/us-army-to-spend-290-million-on-cloud-uptake-in-coming-months\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/7479423.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Army to spend $290 million on cloud uptake in coming months<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Army has already migrated hundreds of legacy applications to the cloud.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Morrison would go on, at separate events, to describe the near future as a period of \u201caction and acceleration.\u201d The Army, he said, would make swift strides toward widespread cloud migration, uptake and usage, amid a push to be digital-first and access data anytime, anywhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sentiment fits into a Pentagon jigsaw puzzle known as <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2023\/01\/05\/china-developing-own-version-of-jadc2-to-counter-us\/\" target=\"_blank\">Joint All-Domain Command and Control<\/a>, or the ability to seamlessly link disparate databases and forces across land, air, sea, space and cyber. Such interconnectedness and rapid sharing of information, defense officials say, will provide<b> <\/b>the U.S<b>.<\/b> an advantage against China and Russia, world powers with sizable military science and technology purses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe made a very determined, conscious decision that we were going to focus on data,\u201d Iyer said. \u201cIt was very clear for the Army, to fight and win in the future, it had to be data-centric warfare, and through multi-domain operations, through JADC2. If you look at every one of those warfighting constructs, they all heavily rely on how well we\u2019re able to integrate data.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iyer believes <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2022\/08\/16\/why-us-army-network-leaders-are-so-interested-in-identity-management\/\" target=\"_blank\">the Army\u2019s network<\/a> and cloud stock are healthier than before.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Batches of upgraded communications tools, known as capability sets, are under development and rolling out every two years. Some are tailored to infantry, some to Stryker combat vehicles and some to heavier armor, such as the Abrams tank.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army Enterprise Cloud Management Agency, an entity that oversees the service\u2019s <a href=\"https:\/\/www.c4isrnet.com\/smr\/cloud\/2022\/11\/09\/us-air-force-seeks-industry-input-on-cloud-one-successor-contract\/\" target=\"_blank\">cloud efforts<\/a>, is expected to grow and play a pivotal part in a new cloud-contracting center of excellence. And the service is warming up its Enterprise Application Migration and Modernization deal, a $1 billion arrangement Iyer described as the \u201ceasy button\u201d for cloud migration.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/cloud\/2023\/01\/17\/us-military-services-exchanging-cloud-computing-wisdom-amid-jadc2-push\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1235388277.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US military services exchanging cloud-computing wisdom amid JADC2 push<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Army is expected to spend some $290 million on cloud uptake in the coming months, amid a push service officials dubbed the \u201cyear of action.\u201d<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cBetween now and 2025, we\u2019re looking at about 1,500 systems in the Army <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2022\/10\/17\/army-plans-1-billion-easy-button-contract-to-spur-cloud-migration\/\" target=\"_blank\">migrating to the cloud<\/a>,\u201d Iyer said. \u201cThat contract is going to be huge for us. And I fully expect, sometime this calendar year, that contract will be awarded.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other services, such as the Air Force, with its Cloud One and Cloud One Next initiatives, are making similar moves. The Pentagon, too, is doubling down on cloud with its Joint Warfighting Cloud Capability, a $9 billion follow-up to the Joint Enterprise Defense Infrastructure fiasco. Pentagon leaders have said the cloud capability deal, meant to bridge unclassified, classified and top secret designations, will augment service-led efforts, not commandeer them.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Eye on the clock<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Digital transformation, <a href=\"https:\/\/www.defensenews.com\/land\/2022\/10\/10\/new-strategy-to-quicken-tech-development-amid-digital-transformation\/\" target=\"_blank\">a catchall phrase often invoked<\/a> to signify the embrace of new tech and the dropping of outdated digital practices, is a team sport, Iyer said. And, as he tells it, Iyer was simply the man on the sidelines with a clipboard, keeping an eye on the clock.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI will not ask anybody to remember me. It was just about the fact that we, collectively as an Army, made a decision to pivot and to change at the right time. And that\u2019s when we all needed it the most,\u201d Iyer said. \u201cI\u2019m just the head coach. That\u2019s all I want. Everybody else played ball, and they did a fabulous job moving the ball forward.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked by <a href=\"https:\/\/www.armytimes.com\/\" target=\"_blank\">C4ISRNET and Army Times<\/a> to evaluate his performance over two and a half years, Iyer gave himself \u201ca green\u201d \u2014 a positive, passing grade \u2014 across 85% of tasks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI would say we were 100% right on with the vision that we established in the Army Digital Transformation Strategy,\u201d he said. \u201cThere are a few areas that we do have some work to get done, right? And so I won\u2019t say it was all done. By mid-January, <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2023\/01\/13\/us-army-rolls-out-google-collaboration-suite-to-180000-plus-personnel\/\" target=\"_blank\">more than 180,000 people had access<\/a> to the collaborative suite, which features email, chat and storage functions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By early February, the total neared 200,000. By June, Iyer expects a quarter-million<b> <\/b>to be plugged in. Google confirmed the end goal in a separate blog post.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Workspace serves as a salve to troops who stood to lose access to official email accounts amid a turbulent shift from Defense Enterprise Email and its mail.mil addresses to the Microsoft-powered Army 365 system. The rollout has so far been a success, with few problems reported or passed up the chain, according to Iyer and <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2022\/12\/08\/us-army-faces-physical-space-limits-in-adding-electronic-warfare-tech\/\" target=\"_blank\">Army Undersecretary Gabe Camarillo<\/a>, who discussed the package at a Jan. 12 event in McLean, Virginia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think the way the Army has worked for many, many years is you got to get things done, despite the bureaucracy. A great day for a hardworking person in the Army is to find creative workarounds around the bureaucracy. And if you\u2019re able to do that, and you got your job done, it was a great thing,\u201d Iyer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve got to <a href=\"https:\/\/www.c4isrnet.com\/artificial-intelligence\/2022\/11\/30\/us-air-force-must-automate-more-to-maintain-advantage-cio-says\/\" target=\"_blank\">make sure that the CIO<\/a>, and what
