{"id":49754,"date":"2023-05-09T17:53:07","date_gmt":"2023-05-09T17:53:07","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2023\/05\/09\/pentagon-strategy-urges-faster-tech-transition-more-collaboration\/"},"modified":"2026-08-08T18:45:44","modified_gmt":"2026-08-08T18:45:44","slug":"pentagon-strategy-urges-faster-tech-transition-more-collaboration","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2023\/05\/09\/pentagon-strategy-urges-faster-tech-transition-more-collaboration\/","title":{"rendered":"Pentagon strategy urges faster tech transition, more collaboration"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Pentagon\u2019s newly unveiled <a href=\"https:\/\/media.defense.gov\/2023\/May\/09\/2003218877\/-1\/-1\/0\/NDSTS-FINAL-WEB-VERSION.PDF\" target=\"_blank\">science and technology strategy<\/a> calls for better coordination among the military services, more urgency in fielding the latest technology, and greater investment in the department\u2019s physical and digital test and lab infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The unclassified version of the strategy, <a href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/3389118\/dod-releases-national-defense-science-and-technology-strategy\/\" target=\"_blank\">released May 9<\/a>, highlights two forces that are driving the Defense Department\u2019s <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2023\/04\/13\/pentagons-shyu-gives-sneak-peek-of-tech-strategy-focused-on-teaming\/\" target=\"_blank\">push for more partnerships among the services<\/a> and the rapid fielding of new capabilities: a threat environment that\u2019s growing in complexity, and a commercial marketplace <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2022\/12\/01\/pentagons-strategic-capital-office-to-spur-investment-in-defense-tech\/\" target=\"_blank\">\u201cinfused with private investment\u201d<\/a> that the department can leverage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe DoD must be more proactive with its engagements with the private sector to make the right investments to capitalize on emerging technologies, as well as to preempt adversary attempts to do the same by protecting critical and emerging technologies early in the development cycle,\u201d the document states. \u201cWe must also solve increasingly complex security challenges that involve science and technology.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Heidi Shyu, who serves as the undersecretary of defense for research and engineering, and her team <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2022\/02\/02\/new-strategy-will-harness-emerging-tech-to-beat-adversaries\/\" target=\"_blank\">developed the strategy over the last year<\/a>, which Congress required in the fiscal 2022 National Defense Authorization Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 11-page document outlines how the department will harness emerging technology to counter threats from Russia and China. Those threats include cyberattacks on the DoD\u2019s supply chain, biological warfare and advances in offensive space capabilities \u2014 all areas that correspond with \u201ccritical technology areas\u201d the Pentagon has prioritized in recent years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nina Kollars, an adviser to Shyu, told reporters in a May 8 briefing the department will deliver an implementation plan to Congress in the next three months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the area of collaborative warfighting, the strategy notes that funding for emerging technology must be part of a \u201ccarefully crafted\u201d plan that\u2019s coordinated among the military services to avoid duplication or waste.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kollars said that along with supporting more joint demonstrations through programs like the <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2023\/03\/16\/pentagon-starts-work-on-secretive-joint-rapid-experimentation\/\" target=\"_blank\">Rapid Defense Experimentation Reserve<\/a>, the strategy highlights a need for more \u201crigorous, threat-informed analysis\u201d to underpin those experiments and help determine which projects should transition to the field.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat is particularly important to the building at this point is ensuring we have investments in modeling and simulation and rigorous analysis,\u201d she said. \u201cAll of those elements &#8230; will help us identify what it is exactly that we should be getting after in terms of budgetary investment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document also emphasizes the role international partnerships play in strengthening science and technology development. It calls for an expansion of existing multilateral agreements in order to increase production capacity among allies and strengthen overall deterrence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked whether the strategy supports the easing of export controls and other international technology-sharing policies, Kollars declined to offer specifics, but said those details would likely be \u201chashed out\u201d as part of the implementation plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document doesn\u2019t recommend specific infrastructure investments, but does link the DoD\u2019s technological superiority to the quality of its lab and test environments. The department last year<a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2022\/01\/24\/department-of-defense-labs-face-5-billion-infrastructure-shortfall\/\" target=\"_blank\"> identified a $5 billion funding shortfall <\/a>for key infrastructure modernization projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kollars said infrastructure \u2014 both physical labs as well as digital modeling and simulation capabilities \u2014 is \u201con the forefront of the minds of everyone in the DoD.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe cannot make a 21st century force
