A Lockheed spokeswoman declined to provide further details about the deal \u2014 including the identity of the supplier and the nature of the partnership \u2014 saying the company is in a \u201cquiet period\u201d in the lead up to its third quarter earnings release next month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are endeavoring . . . to create another supplier,\u201d Taiclet said during a House Armed Services Cyber, Information Technologies and Innovation subcommittee hearing Sept. 20. \u201cWe\u2019re in late-stage negotiations with a company that can actually pull this off, we believe.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lockheed\u2019s Chief Operating Officer Frank St. John told Defense One in June the company was <a href=\"https:\/\/www.defenseone.com\/business\/2023\/06\/lockheed-fears-l3harris-will-block-access-aerojets-rockets\/387673\/\" target=\"_blank\">\u201cactively investing and looking to partner\u201d<\/a> with a solid rocket motor source and expected to announce its \u201cway forward\u201d by the end of the summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense firms L3Harris and Northrop Grumman own the only major U.S. suppliers of solid rocket motor propulsion systems. Northrop acquired rocket company Orbital ATK in 2018 and in July L3Harris <a href=\"https:\/\/www.defensenews.com\/air\/2023\/07\/28\/l3harris-closes-purchase-of-aerojet-rocketdyne\/\" target=\"_blank\">closed a $4.7 billion deal to purchase Aerojet Rocketdyne<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lockheed <a href=\"https:\/\/www.defensenews.com\/industry\/2020\/12\/20\/lockheed-buys-aerojet-rocketdyne-in-44b-deal\/\" target=\"_blank\">previously attempted to acquire Aerojet<\/a>, announcing a $4.4 billion potential deal in 2020. However, following a lawsuit from the Federal Trade Commission seeking to block the merger due to antitrust concerns, <a href=\"https:\/\/www.defensenews.com\/industry\/2022\/02\/13\/lockheed-martin-says-its-effort-to-acquire-aerojet-is-over\/\" target=\"_blank\">Lockheed walked away from the purchase in early 2022<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Taiclet framed the company\u2019s new partnership attempt as an effort to diversify the solid rocket motor industrial base with a new supplier. He pointed to defense technology firm Anduril\u2019s June <a href=\"https:\/\/www.defensenews.com\/air\/2023\/06\/26\/anduril-moves-into-hypersonics-with-acquisition-of-rocket-motor-maker\/\" target=\"_blank\">acquisition of rocket propulsion supplier Adranos<\/a> as another example of expanding the market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Anduril CEO Brian Schimpf, also a witness at the hearing on defense innovation, said the company\u2019s foray into the solid rocket motor business came from a thorough analysis of the industrial base.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOne of the most critical gaps we saw was production of solid rocket motors,\u201d he said. \u201cWe\u2019ve heard it from the primes, we\u2019ve heard it from the government that this is a major gap in our ability to produce and scale weapons that we critically need.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Anduril is \u201cinvesting heavily\u201d in Adranos but is looking to government for additional resources. Schimpf said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnywhere we can create leverage to accelerate the capacity we can bring to market, that\u2019s absolutely critical,\u201d he said. \u201cIt\u2019s an area where I think Congress can add very specific emphasis into the U.S. industrial base and grow it very, very quickly.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon has made some recent investments to support rocket motor industrial base modernization and replenish its ammunition stocks. In April, it <a href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/3362263\/dod-strengthens-supply-chain-for-solid-rocket-motors\/\" target=\"_blank\">awarded Aerojet $215 million<\/a> to make improvements to its manufacturing facilities in Arkansas, Alabama and Virginia, which support production of key weapon
