{"id":50119,"date":"2022-09-16T14:01:51","date_gmt":"2022-09-16T14:01:51","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/09\/16\/us-air-force-to-provide-industry-with-test-model-for-jadc2-development\/"},"modified":"2026-08-08T18:42:12","modified_gmt":"2026-08-08T18:42:12","slug":"us-air-force-to-provide-industry-with-test-model-for-jadc2-development","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2022\/09\/16\/us-air-force-to-provide-industry-with-test-model-for-jadc2-development\/","title":{"rendered":"US Air Force to provide industry with test model for JADC2 development"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Air Force will provide the defense industry with a test model to help speed development of the service\u2019s Advanced Battle Management System, a critical contribution to the Pentagon\u2019s vision of a seamlessly connected military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The model, to be released next week, will \u201callow us to perform repeatable experimentations against proposed solutions, defining measures of effectiveness and measures of performance, that would allow objective evaluation,\u201d <a href=\"https:\/\/www.af.mil\/About-Us\/Biographies\/Display\/Article\/613280\/winston-a-beauchamp\/\" target=\"_blank\">Deputy Chief Information Officer Winston Beauchamp<\/a> said Sept. 15 at a DefenseScoop event in Arlington, Virginia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The industry guidance is an outgrowth of work done by an Air Force-Space Force cross-functional team, which identified four areas for advancing the next-generation command and control concept, including \u201ccoming up with a model-based approach,\u201d said Beauchamp, who oversees the Air Force IT portfolio.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Advanced Battle Management System is the Air Force\u2019s contribution to what is <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2022\/09\/13\/reed-encouraged-by-jadc2-push-amid-questions-on-service-coordination\/\" target=\"_blank\">known as Joint All-Domain Command and Control<\/a>, a multibillion-dollar Defense Department push to better link battlefield forces and a wealth of disparate data systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The interconnectedness is necessary, officials say, to stay ahead of advanced adversaries such as China and Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Air Force <a href=\"https:\/\/www.defensenews.com\/video\/2022\/09\/07\/us-air-force-looks-to-next-budget\/\" target=\"_blank\">Secretary Frank Kendall<\/a> \u201cdeclared that the period of experimentation for ABMS was over, that we\u2019re moving into operational definition and deployment,\u201d Beauchamp said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/06\/14\/air-force-using-ai-to-improve-weather-models-for-military-planning\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"197\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/220323-Z-YV777-9234.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force using AI to improve weather models for military planning<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">\u201cWhen planning military operations,\u201d the deputy CIO said, \u201cthe weather can be a huge determiner of success or failure.\u201d<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cLast fall, the secretary of the Air Force laid out a series of seven operational imperatives, actions that would be necessary to pursue in order to counter threats from potential peer adversaries around the world,\u201d he said. \u201cABMS is one of those operational imperatives.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pushing ABMS along requires more real-world successes and less experimentation, according to Kendall, who has said that spending should focus on <a href=\"https:\/\/www.defensenews.com\/battlefield-tech\/it-networks\/2022\/06\/23\/us-air-force-seeks-tech-sweet-spot-for-advanced-battle-management-system\/\" target=\"_blank\">products and services that have clear benefits<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ever-evolving status of JADC2, Beauchamp said, will likely be measured across a few metrics, including speed, agility and resilience. Lawmakers included a review of JADC2 implementation in a draft of the annual defense bill. It has yet to become law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn a modern battlefield,\u201d Beauchamp said, \u201cthe side that is able to react more quickly, respond to information in the environment and turn more quickly, it has the advantage, a decision advantage and an <a href=\"https:\/\/www.defensenews.com\/information-warfare\/2022\/06\/29\/marine-corps-unveils-information-guidance-as-us-rivals-spew-propaganda\/\" target=\"_blank\">information
