So this will be the newest PM shop in the Army,\u201d said Col. Nickolas Kioutas, program manager for position, navigation and timing within the Army\u2019s Program Executive Office Intelligence, Electronic Warfare and Sensors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army is keen to develop and deploy solutions that can keep soldiers operating in <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2018\/11\/13\/norway-says-russia-jammed-gps-signal-during-nato-drill\/\" target=_blank>areas where the GPS signal<\/a> has been <a href=\"https:\/\/www.c4isrnet.com\/newsletters\/military-space-report\/2020\/04\/15\/natos-new-tool-shows-the-impact-of-gps-jammers\/\" target=_blank>denied, degraded or spoofed<\/a>. The PNT Modernization Office \u2014 which will open Oct. 8 \u2014 will lead the Army\u2019s efforts to develop solutions using an open-systems architecture.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/thought-leadership\/2019\/11\/27\/the-armys-position-on-next-generation-navigation\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/PMView_1.jpg_44973b.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Army\u2019s position on next-generation navigation<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Col. Nickolas Kioutas, the Army&#039;s PNT program manager, shares what the service is learning about navigating in denied or degraded environments.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">As it stands up, the PNT Modernization Office will launch a new Open Innovation Lab, a space where commercial entities can work with the Army to develop PNT solutions. Within OIL, the Army has set aside space for the CMOSS [C4ISR\/EW Modular Open Suite of Standards] Lab and the Network Cross-Functional Team\u2019s Orion Forge. Located at Aberdeen Proving Ground in Maryland, the lab will be physically separated from the more classified areas of the site to encourage more engagement with industry, said Kioutas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re opening the doors, so to speak, for being a host of vendors \u2014 anyone smart on the technologies that we\u2019re looking at,\u201d he said. \u201cAnd we\u2019re looking at a whole host of technologies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those technologies include radio frequency systems, GPS, Alt-Nav, <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2019\/08\/28\/could-chip-sized-atomic-clocks-replace-gps\/\" target=_blank>chip-scale atomic clocks<\/a>, other timing technologies and celestial navigation, among others. The point is to break the Army\u2019s dependency on GPS. Most importantly, these technologies need to be fielded fast, so rather than spending a decade developing technologies that are meant to last 20 years, the Army wants to release new solutions every five years, ensuring soldiers can always overmatch adversaries&#8217; capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re looking at a continual rolling upgrade of our technologies,\u201d Kioutas said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s all about getting our agile-iterations-speed-of-technology development up,\u201d he explained. \u201cWe\u2019ve got threats out there that we are trying to pace \u2014 to keep ahead of these threats or outpace them \u2014 so we need industry\u2019s help to keep inventing new technologies in order to maintain that speed of relevance.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of course, implementing that vision isn\u2019t easy. Take for example the Army\u2019s Mounted Assured Position Navigation and Timing System. While a version of that technology could help war fighters continue operating in GPS-denied environments, installing it on existing platforms has proven difficult.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt can take two or three years to even take what we\u2019ve got and implement it onto different weapon systems platforms such as Bradley [Fighting Vehicles] or Abrams tanks,\u201d Kioutas said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s too slow for the service. Instead of having to custom install each capability upgrade, the Army wants a plug-and-play system that allows it to quickly and easily install the latest capabilities. The key technology at the center of that effort is the <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2020\/01\/08\/here-are-the-technologies-the-army-wants-for-2023\/\" target=_blank>C4ISR\/EW Modular Open Suite of Standards, or CMOSS<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With CMOSS, the Army is building a common bus or chassis that can be installed on Army systems. In turn, this box hosts a variety of cards that are plugged in to provide different capabilities. Now, instead of replacing the whole box every time the Army wants to upgrade a capability, all it needs to do is swap out the relevant cards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army recently tested the CMOSS capability at White Sands Missile Range in New Mexico. The CMOSS chassis was installed on a Stryker vehicle with a PNT card and an integrated anti-jam antenna. While the Army is still assessing that test, Kioutas said so far it appears to have performed as expected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Industry partners will work within the Army\u2019s recently released PNT reference architecture and other open standards to develop solutions that are compatible with CMOSS cards and this plug-and-play approach, said Kioutas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re going to enter an environment where it\u2019s not a one-vender-take-all environment. We\u2019re gonna open it up to all kinds of industry to allow us to really take the best-of-breed technologies and optimize solutions on whatever cards we develop,\u201d he said. \u201cWe\u2019ll leverage whatever industry brings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Army never wants to fail another program. Failure in the past happened because it took 10, 15 years to get the capability out. By the time it got out, it was failed technology and the soldiers maybe didn\u2019t like it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The PNT Modernization Office will launch a new website
