In its complaint, the government argued the combination would harm taxpayers and cripple services provided to <a href=\"https:\/\/www.defensenews.com\/cyber\/2022\/05\/05\/nsa-cyber-boss-seeks-to-discourage-vigilante-hacking-against-russia\/\" target=\"_blank\">the National Security Agency<\/a> under a multi-year signals intelligence and simulation contract known as Optimal Decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Booz Allen and EverWatch were thought to be the only two serious bidders for Optimal Decision, which is valued at $150 million, according to court records. The NSA issued a request for proposals for the contract in mid-September.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. District Judge Catherine Blake on Oct. 11 killed the Justice Department\u2019s request for preliminary injunction \u2014 a green light for Booz Allen to <a href=\"https:\/\/www.defensenews.com\/industry\/2022\/10\/13\/booz-allen-can-proceed-with-everwatch-acquisition-federal-judge-rules\/\" target=\"_blank\">quickly complete its takeover<\/a>. The government\u2019s counsel has since sought a two-week injunction suspending the merger while an appeal is mulled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Booz Allen previously told the court its purchase of a \u201cstruggling\u201d EverWatch would stimulate defense industry competition and better position it to challenge larger, more-dominant players, such as Lockheed Martin and Raytheon Technologies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The company also said the <a href=\"https:\/\/www.c4isrnet.com\/industry\/2022\/09\/14\/nsa-seeks-proposals-for-contract-at-heart-of-booz-allen-antitrust-case\/\" target=\"_blank\">revenue generated by Optimal Decision<\/a> pales
