Reed says"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The chairman of the Senate Armed Services Committee wants to reimagine how the U.S. military fights, including across the electromagnetic spectrum, and is looking to Ukraine for clues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are in a tremendously dynamic situation, where technology is changing rapidly, techniques are changing rapidly,\u201d <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/09\/07\/reed-expresses-caution-over-sending-us-aircraft-to-ukraine\/\" target=\"_blank\">Sen. Jack Reed<\/a>, a Rhode Island Democrat, said Feb. 7 at a Defense Writers Group event. \u201cWe are truly multidimensional.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The recent, notable shifts, Reed said, include the Department of Defense\u2019s growing emphasis on space and its investment in electronic warfare, which can be employed to find and fool adversaries and, on the flip side, fend off foreign attempts to do the same.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHow do we operate? All of that has to be reimagined and integrated,\u201d he said. \u201cAnd <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2022\/11\/07\/advance-work-in-ukraine-blunted-russian-cyber-advantage-us-says\/\" target=\"_blank\">the experience in Ukraine<\/a> is giving us insights for this transformation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Electronic warfare is a fight for control of the spectrum, which is used for communications, weapons guidance and situational awareness. While the invisible struggle lacks the spectacle of tanks tearing through town or bombs busting bunkers, the techniques are critical, U.S. military and industry leaders say, as battlefields teem with high-tech, software-first systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the Russia-Ukraine war, now approaching the one-year mark, <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2022\/10\/09\/jam-spoof-and-spy-us-army-looks-to-energize-electronic-warfare\/\" target=\"_blank\">forces are jumbling communications<\/a>, jamming GPS signals and more. Such a pace, Deputy Defense Secretary Kathleen Hicks said, was an \u201cextraordinary feat.&quot;<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The U.S. is taking note, according to Reed, who advocated during the Tuesday event for \u201cequipment that is capable of operating effectively\u201d while remaining \u201cahead of the competition.\u201d The contest for spectrum dominance in a conflict involving the U.S., China or Russia is expected to be intense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think the most adaptable is <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/\" target=\"_blank\">the field of electronic warfare<\/a>,\u201d Reed said. \u201cAnd the innovation that they\u2019re seeing taking place, some of it spontaneously, on the part of the Ukrainians \u2014 just doing some ingenious things, because desperate times require desperate need. They\u2019re doing it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Army, specifically, is trying to reinvigorate its electronic warfare armory after decades of decay. The service in 2022 awarded multimillion-dollar contracts to Lockheed Martin and General Dynamics Missions Systems for what is known as the Terrestrial Layer System, which will provide soldiers a bloc of electronic warfare, cyber and signals intelligence capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the Air Force, as of late last year, is organizing a \u201csprint\u201d to <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2022\/09\/21\/air-force-assembling-electronic-warfare-sprint-to-fix-deficiencies\/\" target=\"_blank\">assess where it stands and how it can improve<\/a>, according to Lt. Gen. Leah Lauderback, the deputy chief of staff for intelligence, surveillance, reconnaissance and cyber effects operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou might see this turn into another operational imperative, like a year from now, or something of that nature,\u201d Lauderback said at the Air Force Association\u2019s Air, Space and Cyber Conference. \u201cBut it\u2019s something that we do not have a deep bench on, at all.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>&#8220;We are in a tremendously dynamic situation,&#8221; said Sen.
