The island serves as a logistics and munitions hub, as well as an intelligence, surveillance and reconnaissance node.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An assault on the networks and information technology that support Guam\u2019s distribution of electricity, water, food and emergency response could \u201chave a very significant impact\u201d on the options available to military commanders at the time, said Gen. Paul Nakasone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCommunications, an ability to leverage our most lethal weapon systems \u2014 these are all areas that we would rely on,\u201d he said during a Jan. 31 hearing held by the <a href=\"https:\/\/www.defensenews.com\/outlook\/2023\/11\/06\/rep-mike-gallagher-previews-plans-to-deter-china-from-invading-taiwan\/\" target=\"_blank\">House Select Committee on the Chinese Communist Party<\/a>. \u201cWe have to operate every day, we have to have vigilance, we have to have offensive and defensive capabilities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Five Eyes intelligence-sharing alliance \u2014 made up of Australia, Canada, New Zealand, the U.K. and the U.S. \u2014 in May warned a Chinese espionage group slipped past digital defenses in Guam and other locations. Microsoft detected the intrusion and attributed it to a group known as Volt Typhoon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. officials have long considered China a serious cyber hazard, with the International Institute for Strategic Studies think tank placing it in the second tier of its cyber powerhouse rankings alongside Russia. (Colin Demarest\/Staff)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Such tactics are meant to foment confusion, divert precious resources and hamstring military mobilization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nakasone on Wednesday said when hackers are found lurking around critical infrastructure, the \u201cfirst thing that we need to do is make sure that we get them out.\u201d As <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2023\/12\/08\/cyber-commands-nakasone-urges-renewal-of-foreign-spy-law\/\" target=\"_blank\">head of CYBERCOM and the NSA<\/a>, the general is in close contact with the Cybersecurity and Infrastructure Security Agency, which falls under the purview of the Department of Homeland Security, among other players.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need to have a vigilance that continues onward,\u201d Nakasone said. \u201cThis is not an episodic threat that we\u2019re going to face. This is persistent.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Mike Gallagher, the committee chairman, told reporters before the hearing he had seen reports that <a href=\"https:\/\/www.c4isrnet.com\/electronic-warfare\/2023\/10\/23\/china-may-struggle-in-electromagnetic-spectrum-fighting-pentagon-says\/\" target=\"_blank\">China is shifting<\/a> some of its attention away from traditional economic espionage and toward targeting critical infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That move signals an eagerness to sabotage, according to the Wisconsin Republican, as there is \u201cno economic value in pre-positioning on oil and gas pipelines or water utility companies \u2014 there\u2019s no intellectual property to
