The agreement is part of a <a href=\"https:\/\/jiss.org.il\/en\/berman-albo-egypts-strategic-balancing-act-between-the-us-and-russia\/\" target=\"_blank\">larger trend<\/a> in which Egypt is purchasing fewer weapons from the United States and more from Russia and France.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To be sure, from an American perspective, Russia is an adversary while France is a NATO ally (and economic competitor). However, if those two countries continue to displace the United States in the Egyptian arms market, Washington\u2019s influence in Cairo could wane. That would undercut core U.S. national security interests. At the center of this challenge is Washington\u2019s longstanding efforts to balance security interests with human rights concerns when it comes to arms sales.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sale, announced on May 4, brings the total Egyptian Rafale fleet to 54 aircraft, building upon a 2015 sale in which Egypt became the first foreign customer for the Rafale. The Rafale is a fourth-generation multirole fighter <a href=\"https:\/\/www.reuters.com\/article\/dassault-rafale\/dassault-ceo-says-to-raise-rafale-production-on-export-wins-idINKCN0PU0R520150720\" target=\"_blank\">manufactured<\/a> by Dassault Aviation, and has been ordered by the French, Egyptian, Qatari, Indian and Greek militaries. In addition to advanced sensors, targeting systems and weapons, the F3-R model gives Egypt access to capabilities the United States has <a href=\"https:\/\/www.mideastcenter.org\/post\/the-egyptian-armed-forces-communications-agreement-with-the-u-s-and-israel-s-qualitative-military-e\" target=\"_blank\">refused<\/a> to sell Cairo in the past, such as long-range air-to-air missiles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Egypt\u2019s purchase of French-made fighters alone does not necessarily constitute a major development or concern, but the deal\u2019s significance grows when understood as part of Cairo\u2019s larger shift away from American arms. In fact, the <a href=\"http:\/\/www.defense-aerospace.com\/articles-view\/release\/3\/112837\/lockheed-details-%24213m-contract-for-egyptian-f_16s.html\" target=\"_blank\">last major U.S. aircraft sale<\/a> to Egypt came in 2010 with the transfer of 20 F-16Cs.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2020\/10\/28\/how-is-the-egyptian-air-force-able-to-operate-its-fleet-of-mixed-origin\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"188\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/main.jpg_a72a5e.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How is the Egyptian Air Force able to operate its fleet of mixed origin?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">It\u2019s rare to witness an air force flying fighter jets and helicopters of different origins, but Egypt operates aircraft from Russia, China, the United States and European nations.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The following year, Arab Spring protests led to the election of President Mohammed Morsi. In 2013, then-Defense Minister Abdel-Fattah el-Sissi deposed Morsi and took the presidency for himself. In response, the Obama administration froze a significant quantity of aircraft, tank and missile sales to Egypt for two years until relations improved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After that <a href=\"https:\/\/www.reuters.com\/article\/us-usa-egypt-military\/obama-ends-freeze-on-u-s-military-aid-to-egypt-idUSKBN0MR2GR20150401\" target=\"_blank\">freeze<\/a>, Cairo escalated its efforts to diversify its arms suppliers. From 2009 until el-Sissi came to power in 2014, U.S. sales made up 47 percent of Egypt\u2019s arms imports, but slid to only 14 percent in the 2015-2020 time period, according to data from the Stockholm International Peace Research Institute. The primary <a href=\"https:\/\/fas.org\/sgp\/crs\/mideast\/RL33003.pdf\" target=\"_blank\">beneficiaries<\/a> were Russia and France.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2015, for example, Egypt procured around 50 <a href=\"https:\/\/www.defensenews.com\/home\/2016\/02\/19\/report-50-mig-29s-headed-to-africa\/\" target=\"_blank\">MiG-29Ms from Russia<\/a> in addition to the 24 Rafales from France. Then, in 2018, Egypt started <a href=\"https:\/\/www.al-monitor.com\/originals\/2021\/03\/egypt-us-tension-sanctions-russia-arms-deal.html\" target=\"_blank\">acquiring<\/a> between 24 and 31 first-rate Su-35 air superiority fighters from Russia, a deal that may trigger U.S. sanctions. Egypt is reportedly looking to expand its Rafale fleet even further to between 72 and 100 units, including the forthcoming F4 variant. Egypt could soon have as many operational fighters from non-U.S. countries as from the United States. That deprives Washington of a variety of diplomatic, security and defense-innovation base <a href=\"https:\/\/docs.house.gov\/meetings\/FA\/FA13\/20200616\/110808\/HHRG-116-FA13-Wstate-BowmanB-20200616.pdf\" target=\"_blank\">benefits<\/a>, which instead go to other countries, including adversaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, Cairo\u2019s move away from American military equipment goes beyond just fighters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Egypt <a href=\"https:\/\/www.defensenews.com\/naval\/2016\/02\/25\/egyptian-navy-to-receive-mistral-warships-by-september\/\" target=\"_blank\">acquired<\/a> two helicopter assault ships from France and <a href=\"https:\/\/www.defensenews.com\/naval\/2016\/01\/01\/egyptian-navy-to-receive-46-ka-52k-naval-helicopters-from-russia\/\" target=\"_blank\">outfitted<\/a> them with 46 Ka-52 attack helicopters from Russia. Egypt also <a href=\"https:\/\/www.defensenews.com\/home\/2015\/11\/24\/egypt-russia-negotiating-missile-sale\/\" target=\"_blank\">ordered<\/a> the S-300VM, one of Russia\u2019s more formidable air defense systems, a potential concern in the context of <a href=\"https:\/\/www.defensenews.com\/global\/mideast-africa\/2018\/01\/10\/make-egypt-great-again-israeli-experts-question-neighbors-military-buildup\/\" target=\"_blank\">Israel\u2019s qualitative military edge<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These shifts away from U.S. arms are notable given the fact that Washington provides Egypt <a href=\"https:\/\/crsreports.congress.gov\/product\/pdf\/RL\/RL33003\/112#page=28\" target=\"_blank\">up to $1.3 billion<\/a> in annual <a href=\"https:\/\/www.defensenews.com\/global\/mideast-africa\/2018\/07\/25\/us-acts-to-release-195m-in-suspended-military-aid-to-egypt\/\" target=\"_blank\">foreign military financing<\/a>, designed to fund Egyptian purchases of U.S.-origin military equipment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a <a href=\"https:\/\/www.defensenews.com\/opinion\/2021\/04\/23\/chinas-surprising-drone-sales-in-the-middle-east\/\" target=\"_blank\">changing Middle East arms market<\/a>, these details regarding Egypt\u2019s arms purchases highlight a perennial dilemma for the United States in balancing national security interests and human rights concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Egypt is a strategically located regional power that wields significant diplomatic, security, economic and cultural influence in the Middle East. The most populous country in the Arabic-speaking world, Egypt shares borders with Israel, Libya, Sudan and the Gaza Strip. And the 1979 American-brokered peace agreement between Egypt and Israel remains one of the leading sources of stability in the troubled region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Challenges remain between Egypt and Israel, particularly in people-to-people relations. Nonetheless, the two governments have maintained a quietly constructive relationship for the most part, encouraged by their respective relationships with Washington.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Egypt also controls the Suez Canal, one of the world\u2019s most important maritime chokepoints and trade routes, connecting the Mediterranean Sea to the Red Sea and beyond. The canal carries over <a href=\"https:\/\/apnews.com\/article\/europe-global-trade-egypt-coronavirus-pandemic-suez-canal-166bc8f21e9705f2921a67ef2dea176c\" target=\"_blank\">10 percent<\/a> of global trade. Cairo also provides U.S. Navy vessels expedited access through the Suez Canal, a privilege that proved valuable as the USS Abraham Lincoln Carrier Strike Group rushed toward the Arabian Sea in May 2019 during a period of <a href=\"https:\/\/www.defensenews.com\/training-sim\/2020\/11\/30\/why-is-egypt-intensifying-its-military-drills\/\" target=\"_blank\">increased tensions with Iran<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For these and other reasons, maintaining a close security partnership with Egypt supports American national security interests. Any additional weakening in the U.S.-Egypt relationship would be a serious concern for Americans and Israelis \u2014 as well as a <a href=\"https:\/\/www.fdd.org\/analysis\/2020\/12\/15\/defending-forward-avoiding-a-self-inflicted-wound-in-the-sinai\/\" target=\"_blank\">potential boon<\/a> for Russia and China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, Egypt\u2019s checkered human rights record has created tension with Congress and successive U.S. administrations of both parties. A <a href=\"https:\/\/www.state.gov\/wp-content\/uploads\/2021\/03\/EGYPT-2020-HUMAN-RIGHTS-REPORT.pdf\" target=\"_blank\">State Department report<\/a> published last year detailed a range of continued human rights issues in Egypt. Clearly, curtailing or threatening to curtail U.S. arms sales did not incentivize Cairo to markedly improve its human rights record.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Curtailing U.S. arms sales did, however, appear to motivate Egypt to increase its purchases of weapons from other countries who would not make demands Cairo finds irksome.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Paris and Moscow, Cairo found partners that suffered no such inhibitions regarding Cairo\u2019s human rights record \u2014 a point French President Emmanuel Macron <a href=\"https:\/\/www.reuters.com\/article\/us-france-egypt\/alongside-sisi-macron-says-france-will-sell-arms-to-egypt-irrespective-of-rights-idUSKBN28H0BG\" target=\"_blank\">made clear<\/a> in a December meeting with Egyptian President Abdel-Fattah el-Sissi. Moreover, neither France nor Russia share American concerns for Israel\u2019s qualitative military edge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Washington will continue to promote its interests and principles when it comes to Middle East arms sales.
