{"id":51519,"date":"2018-07-19T16:31:39","date_gmt":"2018-07-19T16:31:39","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/07\/19\/money-is-the-elephant-in-the-room-hindering-progress-for-uk-defense-program\/"},"modified":"2026-08-07T23:47:49","modified_gmt":"2026-08-07T23:47:49","slug":"money-is-the-elephant-in-the-room-hindering-progress-for-uk-defense-program","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/farnborough\/2018\/07\/19\/money-is-the-elephant-in-the-room-hindering-progress-for-uk-defense-program\/","title":{"rendered":"\u2018Money is the elephant in the room\u2019 hindering progress for UK defense program"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">LONDON \u2014 Britain\u2019s seemingly perpetual defense review showed no sign of coming to a conclusion July 19 when the government published what it referred to as an \u2018update\u2019 on progress toward completing its <a href=\"https:\/\/www.defensenews.com\/smr\/nato-priorities\/2018\/06\/26\/maintaining-uk-and-us-military-relationship-could-cost-britain-more-than-10-billion-a-year\/\">Modernising Defence Program<\/a>, but not the real deal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government has been saying for a while they would only be publishing headline conclusions of the review aimed at adapting Britain\u2019s defense sector to a fast changing and increasingly complex international security situation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The five page document released in Parliament had next to no detail and talked in generalities about the way ahead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As one political lobbyist said, \u201cthe government has only published this now because they said they would; it doesn\u2019t take us a whole lot further forward than where we were yesterday.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2018\/03\/29\/uk-releases-extra-funding-but-military-relevancy-challenges-remain\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-506044564.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">UK releases extra funding, but military relevancy challenges remain<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The British government has increased its defense budget for the upcoming year, but funding will remain a challenge for many years to come, top defense officials agree.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Jon Louth, the director of the defence industries and society program at the Royal United Services Institute think tank in London, agreed it was all very generic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not surprised they have taken this approach,&#8221; he said. \u201cThe key is in the word \u2018program.\u2019 For a program you need to understand the budget numbers. Obviously that\u2019s the missing ingredient. I think we will all have to wait for the government\u2019s Autumn spending review to see what meat is added to that bone.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added: \u201cIt looks very much like there has been no recent discussion about money between the prime minister, the chancellor and Defence Secretary Gavin Williamson money as far as I can tell.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the worst scenario, albeit unlikely, the MoD has a black hole of more than \u00a320 billion in the equipment plan over the next 10 years, according to the National Audit Office, the Government spending watchdog. To bridge the spending gap, Williamson has been trying to wring extra cash out of a largely unsympathetic Chancellor Philip Hammond, an ex-defence secretary, and Prime Minister Theresa May.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Having missed their original deadline of announcing the headlines of the review in time for the NATO summit in Brussels earlier this month, the Conservative government here released a written statement to Parliament just a few days ahead of when lawmakers head for their summer recess.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The MDP headlines are part of a long cycle of reviews of strategy documents that have been underway at the MoD for more than a year and look likely to go on for a few months yet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In early July ex-defence procurement minister Philip Dunne published an MoD commissioned review of industries role in the economic prosperity of Britain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the start of this week the MoD <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/farnborough\/2018\/07\/16\/introducing-tempest-the-uks-next-gen-fighter\/\" target=\"_blank\">unveiled a combat air strategy<\/a>, the centerpiece of which is to have a British-led sixth generation fighter ready for action by around 2035.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"5605\" height=\"3737\" src=\"\/wp-content\/uploads\/2026\/08\/The-Tempest-017.jpg.jpg\" alt=\"\" class=\"wp-image-73173\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/The-Tempest-017.jpg.jpg 5605w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/The-Tempest-017.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/The-Tempest-017.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/The-Tempest-017.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/The-Tempest-017.jpg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/The-Tempest-017.jpg.jpg?resize=2048,1365 2048w\" sizes=\"auto, (max-width: 5605px) 100vw, 5605px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The government minister also said this week that a defense space strategy, which has been sitting around awaiting publication for a while, will see the light of day later this summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The MDP itself was originally part of a wider national security capability review which got underway last year. Defense was split out at the tail end of 2017 into a standalone review dubbed the Modernising Defence Programme. To that can now be added what the MoD is calling a Defence Technology Framework, which will set out the department\u2019s technology priorities to focus efforts and guide strategy, investment and plans across defense as a whole, according to the statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document said the MoD would invest more on innovation, science and technology and launch a series of what it calls \u2018spearhead\u2019 initiatives on key new technologies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Hinting at a technology strategy is a good thing, but for that strategy to take wings with the future combat aircraft, missile defense and all of the other things, is dependent on the financing being available,\u201d said Louth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe idea there will be a focus on science and technology is dependent on the private sector being at the heart of that,&#8221; he added. \u201cThe private sector can\u2019t really mobilize until it sees the program lines. That\u2019s the missing piece. Money is the elephant in the room. if there is no new money for defense in Autumn, they will have to make cuts.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The MoD statement said the MDP has reviewed the changing strategic context and how the U.K.\u2019s military needs to be able to respond.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have reviewed our existing capability plans, and begun to shape new policy approaches and identify investment priorities, and through work streams, we have developed a blueprint for a major programme of top-down transformative reform to defence,\u201d said the statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It seems the detailed conclusions of the MDP work could be announced piecemeal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defence Secretary Gavin Williamson said in the Parliamentary statement that he would keep &#8220;the House updated as decisions are made.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A spokesman for the MoD said no decision on exactly how it will be published have been finalized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;As we continue to work through the next phase of the MDP we will decide on how best to share it,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Louth said he didn&#8217;t think they will tie the whole thing up in a big bow and present it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;That could change if the MoD gets a reasonable financial settlement.
